PRESIDENT Edgar Lungu has nominated Patrick Matibini to Presiding Officers of the National Assembly as Candidate for re- election as Speaker of the National Assembly.
President Lungu has also proposed MMD’s Catherine Namugala as First Deputy Speaker and PF’s Mfuwe Member of Parliament Mwimba Malama as Second Deputy Speaker of the National Assembly.
Clarifying the President’s decision, Presidential Spokesperson Amos Chanda said Judge (rtd) Matibini as required by the Constitution is not a member of parliament.
And Mr Chanda said Ms Namugala is the right Candidate for First Deputy Speaker because the Constitution states that the gender and political party should be different of the First Deputy Speaker and was also not a member of parliament.
Mr. Chanda added that President Lungu had also nominated Mwimba Malama as Second Deputy because he is a Member of Parliament who meets all the Constitutional requirements.
And Mr Chanda has clarified that President Lungu validly appointed all eight nominated Ministers as required by the Constitution.
He has dispelled all media reports suggesting otherwise.
Yes yes yes! Now I invite the bitter to make their vile but fruitless comments. For the sake of orderliness, please line up. First to go is Chilyata-Neo, yes what is your comment Sir?

Lungu is such a wise man. Nice nominations right there
@Terrible nio:
As expected from Terrible nio – the Mother Fuc.king Rat and Caterpillar eater, this is the kind of stuff that excites Toielt Cleaners in Botswana. The Id.iot hasn’t got anything to do in his life, not even a job and is wholly dependent on relatives scared of the economic reality brought by Lungu in your own country.
I am an employer and investor in Zambia and cannot be excited by such cheap tribal appointments by a fraudulent president who is also an ex convict. By the way, everyone knows that Namugala has Grade12 and that is a fact. So if the same parliament requires MPs to have Grade12, how can a sensible person choose a Deputy Speaker who is less qualified to manage the debates of intellectuals? Tell us you Hyena Terriblenio.
Amos Chanda naena chipuba fye, how can he say Catherine is qualified because she has no behead but nice boobs to qualify to be speaker? Namugala is even better than Mutati as finance minister.
This the same Namugala who uttered xenophobic remarks about former vice president Guy Scott after Sata died??
And today she is made deputy speaker of the house??
Bottom power at work here, not brains or performance CV.
As long as the office of the president has these powers to appoint useless people without any basis other than what mood they wake up in, this country will continue going nowhere fast.
The RB syndrome at work
Catherine encourages women to undress in public! She has no progressive policies.
Chilyata, you talk about intellectuals, you being an employer and investor in Zambia? My brother you do not come across as anything but a common lumpen, only good at insulting others. If you are the intellectual that you want to purport, then please just mind your foul language, I am sure you must be over 5 years old.
A Pre-School Teacher for Deputy Speaker???Only in Zambia.
NEZ is one of the people together with his Watchdog who have made UPND unattractive to some of us and our families coz all they do is insult and demean others whose opinions differ from them. Thats why we express our dissatisfaction through the ballot. They need to get lead of these characters like vulgar Chilyata, bitter Black teeth, lazy bum Jay Jay, Mad Ndobo otherwise even 2021 nipobo
@Popolyongo:
Great – many thanks and continue licking by Ar.se. We will continue giving it as it is straight to you PF Dunderheads in the manner and style that can satisfy any Kaponya like you! After all, like any other Kaponya that hasn’t been to school, you are not capable of conducting any real intellectual debate!!
My only advice to you is that you should at least try and get a job and help your siblings in Zambia, if you have any at all, because the IMF programme is likely to start in earnest in April 2017. You will then know that your grandmother will not be able to afford to afford even 2 Rats or a pack of Caterpillars to keep her alive!!
@Chilyata:
Do you honestly have anything worthwhile to say except insult people on this forum. You know, there are other ways of putting your point across, otherwise we shall all take you for the scum you portray. Sorry, but I thought you were over 5 years old at least.
Namugala is the rite one for this position. Not that masebo slut.
Apparently Masebo is challenging Mwakalombe’s second victory against her.
Short memories and lack of upholding quality! How can Namugala be the right choice and appointment when she fails the barest minimum of a Grade 12 certificate? Zambians always in reverse! Mediocrity rules in appeasements!
@pompolyongo Indeed nez ‘s attitude can be felt at my club. The Upnd guys don’t want to mix with “other ” tribes and you wonder how they hope to form government with this attitude. There is this kaLunda guy who’s taken the Upnd loss more than Nevers. His hatred can melt copper ore.
Ndanje you are just an insignificant little dot with a brain capacity of a warthog. You will always be my follower because even when you call for my blocking on pro pf sites like tumfweko you still find a way to sniff my backside. Look boy let us be objective. You seem so obsessed with me.
Ndanje you are just an insignificant little dot with a brain capacity of a rock . You will always be my follower because even when you call for my blocking on pro pf sites like tufweko you still find a way to sniff my backside. Look boy let us be objective. You seem so obsessed with me.
THEMOMETRE CAN MELT IN A SECOND. WE WILL CHECK HIS TEMPERATURE READING ON FHT FOR METALS. AZASHOKA LEATHER CHAIR NA HEAT AZAPOLIKA MUSIYE.
@Nez thanks for calling me a small thing, but this small thing has the power to appoint someone for the State House job and we’re many so as long as you look down on us your HH will remain “unemployed “
Who are the other tribes that are not in UPND that we should apply to mix with you silly tribalist,just know that you can not beat UPND in a clean contest.I know iam wasting my breathe telling you this as stealing is part of your DNA you see nothing wrong with it.
@ Ndanje, ati “his hatred can melt copper ore”, yaba you make my day!
I have seen these characters at my pub too, after their loss at the ballot was confirmed by the High court, Supreme court and Concourt, our friends have secluded themselves even more.
But on a serious note, I have an idea. If their hatred can melt copper ore, why dont we harness it and give it to the mines to produce more copper cheaply? Just give each mine three of these guys.
HAHAHAHAHAH!!!!!!!!!!! KKKKKKKKKKKKKKKKKKKKKKKKKKKKKKKKKKKKKKKK MAYO INE NIFUNA ONI IMILIKAKO KUSEKA MAKAMA WA PARTY IYI YAMENE NAIBALO POSEKA. LETS ADVERTISE THEM. PLEASE BRING FORETH THEIR DETAILS: KCM NEED 3, KALUMBILA 1, MOPAN 2, KANSASHI 4 TO ROTATE IN MELTING PLANTS. JOB FOUND TO RAISE MORE MONEY FOR 2021 COMPAIGNS.
@Terrible nio:
Don’t worry my friend, we cannot run away from Rat and Caterpillar eaters like you. The fact is yes, we are opponents BUT we are NOT enemies and we all remain Zambians. I will make it a point that I buy you a pint or you buy me one.
We will need little and hopeless minds like you especially when the economy goes haywire in April 2017!! Even your grandmother will remember GBM and HH’s words which are similar to what Mutati was saying.
Chilyata I am so happy to read such positive comment from you. You have made my day brother
We are one people . Yes our views may differ but we are essentially one ….there is no enemy here.
Congratulations Catherine Namugala and Mr Lungu. Meanwhile bitter (HH) will never in his life be able to appoint or nominate Government officers. Satamic mothar fkucker (HH) Mu sata n yo!
Grow up. The opposition is not an enemy. All democracies have them. Stop using vulgar language, it does not benefit anyone not even yourself, respect others as much as you’d like to be respected.
Are you merely in existence just for campaigning ..even when you are in power you still watching your back for invisible shadows – is because you have no vision or roadmap?
Namugala now has a BA degree from Cavendish University Zambia (Graduated with a pass in 2014).
Chilyata-Neo, aka HH, should be enough for the largest mine….kikikikikiki.
Terrible nio:
Try and find something better to do in your life because your brains have gone rotten after cleaning toilets for so many years. Zambia is just a stone throw away and if you seriously need a job, let me know because I can still employ you even if you dance to Dununa Reverse!
Mother Fuc.kers like you who are doing nothing sensible and are wholly dependent on relatives in Botswana should just go home and join your fellow Kaponyas.
waba kunda banyoko
I also notice that there is EQUALLY an IRRATIONAL hatred for HH and UPND on the forum ….none justifies the other. Just a question for knowledge on the forum. Does a nominated MP need to meet the grade 12 qualification et al ?? Nothing malicious just education
My dislike for HH is not irrational. I actually supported him until he chose GBV to be his running mate and saw the hypocrisy of the Watchdog which would regale us of GBV’s corruption but was somehow silent when he became the VP. If GBV committed corruption when defence minister, him simply joining UPND does not mean that he should not face the courts. Equally, HH’s hypocrisy was highlighted during the RB corruption case saga. HH would at one time go to court to support RB, in fact UPND were against the lifting of RB’s immunity but when his case collapsed, HH was the first to accuse Lungu of conspiring with the judges to acquit the former head of state. I could mention HH’s stance on the Membe and the Post or his embrace of Scott, Masebo etc. So my dislike for HH is not…
irrational but based on his lack of principles, his dictatorial tendencies as evidenced by the fact that UPND has not had a convention for over ten years and his almost psychotic desperation for power.
@Mphendula Kanyaula
What you are saying here does NOT make sense at all – do you really have brains or memory at all??
HH opposed the lifting of RB’s immunity because it was selective (not on merit); a revenge that was politically motivated by Kabimba. In fact Lungu was in Sata’s cabinet at the time and ALL PF MPs including Lungu voted for RB’s immunity to be removed. RB was later acquitted because there was NO case against him like HH had argued. When Sata died Lungu needed and was given support by RB to get elected. In turn, Lungu started interefering with courts in the same RB case which he voted for in Parliament. HH was and still against the habit of interfering the Justice. In fact, Kanyaula, you should be instead asking why Lungu who voted for RB’s immunity to be removed is…
In fact, Kanyaula, you should be instead asking why Lungu who voted for RB’s immunity to be removed is the one who restored it? The fact is that, Lungu never agreed with the idea of removing RB’s immunity but only voted for it because he was scared of Sata and HH was not scared of Satan.
@Mpendula Kayula, you are partially right. The dictatorial trait is not unique to HH, it is our cultural challenge. Once a tiny boy becomes a boss (Chief Executive Officer, Human Resource Director, Inspector General of Police, President of Zambia or any seat of power) he becomes all-wise, all-powerful Imposer and intolerant of any wise advice or guidance, even when he knows it is beneficial in discharge of his job. It is our political cultural trait to boot polish the Persons in Power than offering constructive appraisal (criticism!) where needed. It is our acquired universal values to go for our personal benefit at the cost of majority benefit. What comes in my pocket is more important than what good it will bring to the public.
ON HH’s ping-pong against and for lifting of immunity…
ON HH’s ping-pong against and for lifting of immunity and acquittal of RB, that can be seen from many angles. It can be an unprincipled stand, a strategy to get into power with his support base (and opposite of that when RB supported Mr. Lungu)- accepting a lesser vice in the bigger interest of the masses, to get into seat of power to eradicate the very vices that are making good governance and accountability a challenge since independence of Zambia.
Or it can be a principled stand, no selective justice and no interference in rule of law.
It is all about how we see things from our selfish or conditioned interest.
HH is not a bad person, not at all, he is focused businessman, a very professional economist and all those who worked with him vouch for that.
Mr. Lungu is a kind person in his own right but greatness is imposed upon him. He is not cut to lead any institution, the least is the onerous office of Presidency. Having been elected to that office, he needs real professional, honest (dead honest), passionate executives at all levels (especially permanent secretaries, chief executives at RDA, RTSA, all authorities etc.) otherwise I do not see Zambia making any economic strides.
And anybody out gunning for me, shall know I have worked with both HH and Mr. Lungu professionally. I was never after any favour and will not be in for any favour from any of them. It is good to know one’s strengths and weaknesses and one shall build up from there, seek professional support where needed to complement and supplement to achieve bigger objectives of any role one is assigned to play.
Over to Bloggers and commentators.
If HH had any principles he would never have picked GBV for the vice presidency period. GBV once claimed that a Tonga under oath wanted to bring down the government of Micheal Sata which was false. GBV beats up his wife. How can such a character be good for the image of the country and all the allegations about his corruption made by the Watchdog are they true or false? If they are false, then what are we to think about the Watchdog which is backed by HH? Is it too much to ask for UPND to have a convention after TEN YEARS of one person rule? You can try and paint a picture of HH as being principled but from my point of view the man is a devious opportunistic egomaniac. Another example of his unprincipled stance was when the Watchdog of all people started lamenting the fact that Lungu…
was sacking the likes of Suba and abandoning Sata’s! I remember UPND supporters being violently beaten by the Police when they attempted to protest the appointment of Nchito as DPP. When Lungu suspended Nchito, UPND and their HH were the first to condemn despite his dubious record when in office. Is that the behaviour of a principled man or one who wants power at all costs? HH would sell the same mother he was very publicly visiting at his farm during the campaigns if he thought it would make him president.
Ah ah Mr Kudos, dont reduce yourself to the levels of Mr Chilyata-Neo and GBM-Sitdown.
@8 Shameless, he must possess Grade 12 certificate or equivalent, nominated or regularly elected.
@Terrible nio:
It shows the kind of shi.t that is in your rotten head like in any other Rat and Caterpillar eaters!
If the MPs must have G12 then why appoint someone as Deputy speaker when she doesn’t have G12 herself and wont be able to follow deliberations of “PF G12 intellectauls”?
All UPND supporters have been brainwashed irreversibly by HH. All they see is what HH wants them to see, I can’t believe to see how many people have fallen for all the negative publicity by UNPD against the PF government. HH is bitter just like the devil, his god.
@Shameless, HH has called for war in Zambia. Many people hate him for that, don’t pretend that you can love a person who will turn your beloved wife and children into refugees, that is if they survive the war with their limbs intact.
So this woman was not picked based on her capabilities and skills but rather because of what is in between her legs. This is typical lungu women empowerment kikik very funny. Indeed I have to say that rupiah banda is a loser but very clever at fooling and controlling dull lawyers like lungu because pf is now mmd reloaded kikiki. So pf voted mmd out but mmd is back. Dununa reverse

Do you mean IMISHINO?
This bitterness and hate you hobour against pf and Ecl if properly harnessed and connected to a zesco transformer can light up Lusaka city. If nez jj and chilyata are connected in star delta there bitterness supplied along the zesco pylons can power up all the industries on the copperbelt and northwestern.
Let’s use these 1mbeciles to the benefit of our economy.
YOU ARE VERY TRUE, BECAUSE WHAT IDENTIFIES A WOMAN FROM A MAN IS ALSO WHAT IS IN BETWEEN THE LEGS. YOUR GENDER WAS IDENTIFIED BY THE DOCTOR WHEN YOU WERE BORN BY SEEING WHAT WAS IN BETWEEN YOUR LEGS TOO. THANK YOU.
What is the topic? I cannot see any relevance of the contributions to the topic above. Guys if you do not respect yourselves try to respect other. We need to live together as human beings and not like a lion and an impala.
Why Namugala from MMD again. what about the PF guys that fought MMD together with SATA are they not qualified
THEY ARE ALSO QUALIFIED BUT HAVE BEEN GIVEN OTHER RESPONSIBILITIES TOO.
Old man Sata’s coffin must be smoking because of the vigorous turning …anyway he is partly to blame for all this handpicking a visionless empty tin Edgar.
As far as i’m concerned Zambian government is way too big and bloated with incapable individuals. Most of the appointed people can’t account for why they get paid at all. Lastly, we have the instinct based appointment system instead of knowledge and skills based appointment system. My proposal, to appoint (hire) people like private companies, which makes sure that people they hire bring relevant skills and knowledge. It is not just a question of filling the positions by all means. Currently as country, I believe we operate well below average on every important metric.
Very wise comment. Thanks Mr. X.
6.1 x your message should go to Kaponya (HH) the Under 5 braest sucking infant. That childish mothar fkucker needs to grow up.
Thanks for your reply. I totally believe you can deliver the core message in your post without insulting anyone. It is OK to agree to disagree with respect.
Who wrote this article..that first sentence makes absolutely no sense.
It was frank bwalya
Kikikiki iwe @hh Techilema
Walenga nakololokwa kunsenko. @nez jj chilyata bitterness can power up Lusaka and copperbelt industries of connected to a zesco transformer. Yaba! No wonder we have been experiencing load shedding. Its because of these three who are consuming too much to keep their bitterness going.
Funny thing is lungu could actually blame loadsheddjng on what you have said and pf rats would believe him. You have failed to simply supply power in a country with abundant solar and water sources so now you want to blame nez for your dull Ness kikikiki
LET ALL THIS BE WHAT IT IS AND ONE DAY GOD SHALL DELIVER HIS PEOPLE FROM ALL THIS SCUM.
I WOULD LIKE TO LET ALL THE OPPOSITION MPS NOT TO ATTEND THE PARLIAMENT UNTIL THE ISSUE OF THE MATTER IS SETTLED OUT FAIRLY. IMAGINE HOW WILL YOU FEEL TO BE ADDRESSED BY AN ILLEGAL PRESIDENT IN THE MIDST OF SOME OF THE ILLEGAL MPS?
I TRUST THIS WILL NOT GO WELL. MPS FROM NW, SOUTHERN, WESTERN, CENTRAL (EXCEPT MUKUSHI AND SERENJE) LUSAKA RRURAL AND COPPERBELT (LAMBA) MUST SHUN THE DAY OF OPPENING OF THE PARLIAMENT AND LET THEM DO WHAT THEY FEEL LIKE DOING. VIVA UPIND AND WE SHALL ALWAYS BE PROGRESSIVE THAN PF DUNUNA REVERSE.
How will Mwimba Malama adjudicate over deliberations when he cannot read or write. The man is a Form 5 below average certificate holder. Can we please be seen to be serious about national affairs?
MMD everywhere in the new government, both sides of MMD.
Wait!? So somewhere in the constitution it states, the should be gender preference? That is so wrong on every level.
MMD is ruling! MCS must be turning in his grave
Just like Maureen Mwanawasa used what she has betwern her legs to make HH choose her to stand on the lusaka mayoral ticket for up nd. In face HH side lined the person who had applied for the position but HH picked Maureen who never applied.
True Birds of the same feathers flock together both Edgar and Namugala are HIV positive.
These Nominations are Null and Void becoz they have been made by an illegal and illegitimate President Lungu. Concourt has not declared Lungu winner of this election. Concourt cannot do this until they hear the Petetion. The Petetion has not been heard to date. Concourt has No powers to dismiss the Petetion on any grounds let alone Time Technicalities. Justice delivery is far more important than time expiry. The purported dismissal of the Petetion by Concourt is illegal,Null and Void. In short the Lungu Presidency is illegitimate and the International Community and Financial Institutions will not recognise or deal with an illegal and illegitimate Lungu govt. Watch this space!
I think one of the qualifications for a Speaker or Deputy should not have been an MP before for the simple reason that they tend to be biased towards ‘their’ party
Good choice. Experience is key. We dont want under 5 s who ve never even been into a council chamber to run our affairs
Is this not Sichinga’s rotten sperm chamber? Apuu! Kauke mwendi ma MPs kaufela baba fenywa ki lilulu kona kobakayo icukelanga!
Catherine started off as a trader before 1990 saw her jolts for and become MP. She is a mother of 2 children fathered by Dr. Sichinga. Indeed she only went as far as form three but the school of life taught her the education of the street. This does not require paperwork. As for thinking she has used bottom power to scale up the wall that is a far cry. She like others has had two serious relationships he rest is from her monies earned over the years that she has built an empire and now employs persons who went further in school. She has held various positions in GRZ and was MP until only in the last election when she stepped aside and campaigned for a colleague.
The Const. Court does not declare presidential winners this is done by ECZ who are what we call ‘returning officers’ for the presidential candidates. The const cot can nullify an election result, disqualify a candidate or declare a re-run…but it does not declare winners.
Namugala does not pass the moral and integrity bar but who does in this government. This is the same woman who grabbed her own sister’s husband, a white man called Bookman, who was apparently deported on drug related charges.
What a shame to this country and even as a PF sympathizer, it is obvious that issues of integrity and quality are a big problem to Lungu. Kambwili was right when he talked about ‘utukunkubiti’ in the PF.
And how did your mother grab your father from the tavern?
