President Lungu wants system in place to expose lazy civil servants

PRESIDENT Edgar Lungu has directed National Development Planning Minister Lucky Mulusa to immediately implement the performance management system to add impetus to the performance of the public service workers towards economic growth.

President Lungu noted that the performance system would also reduce the unnecessary dismissals of civil servants, among other benefits.

The President also tasked Vice-President Inonge Wina and Commerce, Trade and Industry Minister Margaret Mwanakatwe to set up an inter-ministerial council to coordinate investment inflow into the country.

Mr Mulusa said President Lungu wanted to the performance management system to be effected to monitor the performance of civil servants and expose those with a ‘lazy’ work attitude.

“The President wants this system to be effected as soon as possible to monitor the performance of civil servants. It will also be linked to rewards and sanctions unlike at the moment, it’s difficult to know who is working hard or not,” he said.

Mr Mulusa, who was in the company of his Permanent Secretary Chola Chabala, was speaking to journalists at State House yesterday after presenting a quarterly report on the ministry to Mr Lungu.

He said the ministry was making project appraisals to ensure funding was allocated for the completion of projects, and his ministry would roll out a project to install one milling plant in each of the 10 provinces.

The facilities would be set up in districts with huge maize production in addition to already existing solar powered milling plants by the Zambia Cooperative Federation.

Special Assistant to the President for Press and Public Relations Amos Chanda said the facilities would help to reduce the cost of mealie meal production and lead to low cost of the commodity in the market.

Ms Mwanakatwe said President Lungu had tasked Ms Wina and herself to set up an inter-ministerial council to coordinate trade and investment inflows.

She told journalists after presenting her ministry’s report to Mr Lungu that all huge investments would be coordinated through relevant ministries.

Mr Lungu directed Ms Mwanakatwe to ensure Zambians take part in growing the economy and set up economic zones in border posts such as Kasumbalesa in additional to incorporating trade missions abroad to woo investors.

Finance Minister Felix Mutati was directed to come up with more reforms that would increase collection of domestic revenue.

Mr Mutati, who also presented a quarterly report to the President, told journalists that Mr Lungu’s desire was for the country to reduce on external borrowings, but enhance domestic revenue mobilisation.

  1. Get all Department principals write up Partnership in Performance (PiPs) at the begining of the year. Get them turned in at Cabinent with copy filled in our office. These shouldl be a list of SMART clear cut objectives, Goals and Development plans.

    Mid and at the end of each year, they same must be reviewed. None performers must go. In all my opportunities, PiP have proved priceless.

      First, ministers are kept on their toes by reporting every three months.

      Two, each civil servant will have to be closely monitored to ensure it is not just a matter of placing a jacket on the chair or being in the office but producing tangible results.

      This is what Zambia needs.

    • President Lungu need support of every realist in moving the country forward. Zambia cannot afford to fall in politics of detraction. The man is on good course. Unfortuately Democracy has its own legion of idealists some ate just clogged with utopia.

    • There is only four quarters Lungu by the way . You don’t appear efficient yourself if you keep getting these quarterly reports from your ministers and lose track of how many quarters there is. Dr Chishimba will soon find you corrupt which some of us already have then you’ll start pursuing him like Dr Mmembe. By the way you are not accepted. You are a rigger and nigger for life.

    • Who are you taking your priceless advice?, even just to get it you have to enlist the entire PF in education.

    • You mean Performance Appraisals. What is the ” Partnership in Performance”? Please don’t add to the existing confusion!

    • What about someone who knows only things: travelling, swearing in people and officiating functions? What will be their fate when the appraisal system is in place?

    • Dear Mr president, kindly also address the issue of corruption among the civil servants.
      Traffic police are the face of corruption. Any country with unruly traffic officers is considered to be economically unstable.
      They are a resistance to the reputation you are trying to create

    The leaders are always a reflection of their electorate and if you don’t believe it Lungu then go visit kamwala,Misisi or kalingalinga where 80% of Lusaka residents live.

    I assure you it will work, and if really you want to see Zambia developed you must be happy.

    Unless you are just looking at what should take you to state house, and if that is the position of your heart you may never get there.

    • Let’s hope all these ideas are implemented soon @Peace for Zambia. We are 8 months in and so far we are yet to see anything tangible from all the ‘brilliant’ ideas. Mulusa’s ministry has been working on project appraisals since he was appointed and todate there is no result. Time is money as they say and theirs is now 4 years, 4 months away to d-day.

    HH will also know who is the President because he will prove that the Litunga specifically invited His Excellent to be his Guest of Honour and not HH. By the way if the Litunga who invites you recognises the Republican President Chagwa Lungu, how possible is it that you accept the invitation?   14. To brand civil servants as lazy is total foolishness. Civil servants see a lot of corrupt practices by their ministers who enrich themselves by stealing government resources and using them for personal gain. Civil servants are human beings like all of us and they see these dirty corrupt deeds they feel, ‘why should I bother, I get a poor salary and the highly paid are getting richer and richer corruptly on a daily basis’. Lungu knows this, if he doesn’t he must be very dumb and not fit for the job.

  20. I am a very confused now! Performance Evaluation of Civil Servants should be driven by cabinet office and then trickled down to the controlling officers, directors, deputy directors, chiefs, principles, senior down to officer. To entrust Lucky with a task he can barely comprehend is a non-starter. If you want let Lucky coordinate your ministerial reports not performance of civil servants. But hey you are the boss tuchite buti!

  21. You will be surprised to note that most of the PF cadres in govt will be caught by the proposed system? Pf is nothing but laziness.

  22. Does it mean civil, servants have all along been working with a monitoring mechanism to monitor their effective delivery services to the nation? This is strange. I am of the view that civil servants have been working under difficult conditions and that is why Zambia is now over 50 years. Yes in any system there are always bad elements and these are easily spotted and routed out. The best way would be to reintroduce refresher course which used to be offered at NIPA and Chalimbana in addition to encourage those with lower qualification to upgrade themselves. I beginning to wonder if these civil servants are appraised annually or the whole system has fallen apart. I think some how and somebody is not passing the right information on the civil servants’ performance to Zambia One.

  23. talk is cheap… There is a culture that is developing with our leaders that they want to be seem talking as a way of working. In actual sense, what they say , they do not mean it.
    If I may ask ” how has the performance management been designed?” What are the KPI, CPFs, and what model is used to meet the identifiable targets? What are the targets set and their variables, operational terms?
    Surely , I doubt if the President or the Minister knows these issues?
    We shall wait and see how the program shall be implemented

  24. You have failed to remove corrupt PF ministers and indisciplined PF ministers. Even those whose parliamentary seats have been nullified are still working. Who will refund the monies they have swallowed so far? Your Ministers whom you cheated to overlap have yet to refund the monies they chewed.

    You are just antagonising the civil servants. Once you instill discipline and demonstrate political will to fight corruption responsibly and also operate according to the rule of law and constitutionalism then all will be well. The stumbling block is YOU!

    We are fortunate that Mushota is a woman, means she can sit on fence easier.

  26. Instead of traveling alot Mr President utilize that time to analyze the issues at hand. If you can have 50-to 60 hrs full office time in a month.

    Instead of every day traveling, Find time to go through the notes of all the meetings you have attend to within and outside Zambia with a critical mind. Thereafter, you are will be able to catch a grip of your day to weekly objectives. Think which trip was worth or worthless. Mr President, make notes of your own despite having the secretaries around, that helps to do a proper analysis of issues to be developed. Show your juniors the practical meaning of hard work.
