Reacting to a warning statement attributed to Southern Province Police Commissioner Bonnie Kapeso against the UPND’s Monday anticipated demonstration in solidarity of their incarcerated leader Hakainde Hichilema, Halwabala said the UPND has always engaged Zambia Police in a civilized way every time the party have plans for a public gathering in the province, but the response from the Police through Bonnie Kapeso has always been very primitive and provocative.
Halwabala has since accused Kapeso of having no regards for democracy and UPND as citizens in Zambia their constitutional rights has always taken been away with impunity through southern province police commissioner.
The UPND Livingstone District Spokesperson was quick to state that the UPND through Choma Member of Parliament Cornelius Mweetwa recently notified Police regarding a planned peaceful demonstration over the continued detention of their Party President Hakainde Hichilema, but instead of Mr. Kapeso writing back to the UPND in a civilized and professional way he chose to issue a threat as if notifying the Police over the peaceful demonstration was a criminal offence in Zambia.
He noted that Kapeso’s leadership is a threat to Zambia’s young democracy, adding that his behaviour is just promoting anarchy instead of maintaining peace and order in the Province which said the area has always been peaceful.
Halwabala has however advised the police in southern province to be sober and be professional in executing their duties, adding that the police should have respect for the rule of law.
“Bonnie Kapeso is becoming a security risk to the national unity and democracy” Halwabala said

The Zambian people are entitled to freedom of expression and association as enshrined in the Zambian constitution. Rule of law requires that people are allowed to do so as long as it remains peaceful. This a litmus test to PF who cry out loudly that they respect the rule of law
Why not take the demos to CB, Lsk, Luapula, Northern, Eastern and Muchinga – the regions with minority support for HH. Doing so will draw the attention (and conscience) of citizens in these regions to HH’s plight, as well as give the UPND agenda a national character. And the campaign should be spearheaded by a non-Southerner, preferably GBM, being the Senior-most UPND member in the absence of HH. To do otherwise will only re-inforce the long held allegation that only a Tonga can lead UPND. Time for GBM, or his second-in-command to hold the reigns of UPND, not Mweetwa or any other Southerner for that matter.

Why are some people simply hostile to Tongas? This is the lack of democratic mentality that is slowly becoming prevalent in some quarters of Zambia. A few people would like to think they speak on behalf of the majority. There is simply no evidence of this except that some people have a tendency of being very vocal as a vocation to protect their insecurity. It is making some of us with mixed tribe marriage homes very uncomfortable. Every time Tonga this, Tonga that. Kids are asking difficult questions in homes and there seems no authority coming down to put the record straight. Government in particular must be seen to be level headed & be there for every Zambian. There are no second class citizens. We have always held peaceful demonstrations in Livingstone. Why should it be different now?

Halabalwa, hope I have written the name correctly, seem to complain against the platform the commissioner took to respond to a confidential correspondence to him. Obviously, courtesy here is not at work, and the commissioner should take note of this next time. On the other hand , while case of HH is under mandated wing to dispose of it, l believe it could be regarded as attempts to sway verdict by protesting. The public domain in which Mr HH is tried I believe have its face to save by resisting any forces to deviate from the law. Let harmony flourish among all Zambians!! Good day beloved Zambia
Let’s not categorise tribes..all people have the same character flaws HH and FTJ both took part in the striping of state assets, VJ a former drug dealer just like GBV, those who say Bembas are thieves are pretenders who have never heard of cattle rustlers who are always Tongas or Ilas but then most illegal poachers and illegal fishermen are Bembas or Lundas from Luapula (wrongly classed as Bembas).
On the other hand we have educated and hard working Bembas, Tongas, Easterners and Lozis etc in every field or career.
