The Ministry of Finance has embarked on a countrywide programme to sensitize local authorities on the Output Based Budgeting (OBB) system and fiscal decentralisation.
Speaking when a team from the Ministry of Finance Budget office paid a courtesy call on Muchinga Province Permanent Secretary (PS) Jobbicks Kalumba at his office this morning, Assistant Director from the budget office, Desmond Banda, said the introduction of the OBB is mainly to improve performance orientation of Budgets.
Mr. Banda said Muchinga Province is the first province to have the sensitization conducted adding that, the OBB has proved to be an advanced form of budgeting system expected to improve performance orientation.
He said the system is performance based mainly due to its emphasis on delivering results.
Mr. Banda added that, the team will conduct sensitization programmes in all the provinces with local authorities in order to create a broad understanding of the new system so as to improve results.
He further charged that in light of decentralisation, more expenditure responsibilities will shift from Central Government to local authorities with the OBB in effect.
And Muchinga Province PS, Jobbicks Kalumba thanked the team for launching the exercise in Muchinga noting that the OBB system will prove to be effective especially in line with decentralisation.
Dr. Kalumba said fiscal decentralisation is the first step to achieve decentralisation at all levels charging that the Ministry of Finance has an important role to play in decentralization.
The PS affirmed that decentralization once fully implemented will result in effective implementation of programmes and activities at local level.
He also appealed to the Ministry of Finance to release funds according to budgets adding that, the current release levels affects implementation of programmes as not all funds budgeted in a particular year are released.
The Permanent Secretary further commended the team from the Budget Office for embarking on the OBB system sensitization programme.
The team from the Ministry of Finance will conduct the programme for two days in Chinsali district and move to Northern then Luapula Provinces respectively.
