Speaker of the National Assembly Dr Patrick Matibini has commended the Law Association of Zambia for its renewed commitment in collaborating with the National Assembly on matters of governance.
Speaking when the newly elected President of the Association Abyudi Shonga, SC, paid a courtesy call on him, Dr Matibini stressed the need for the Association to get more involved in the work of Parliament.
Dr Matibini said enhanced engagement and contribution to the work of Parliament is cardinal in fostering the relationship between the two institutions.
He however, noted that, critical governance related matters ought to be resolved through engagement, as opposed to initiating legal actions as a first resort.
Dr Matibini said Legal actions should if need be invoked as a last resort.
He noted that it was wise of the LAZ leadership to trace its birthplace.
“The Association is in fact established through an Act of Parliament. Thus the institution should be professional and focused on its statutory mandate and mission. And ensure that it transacts its business in an apolitical manner or fashion”, he said.
Dr Matibini indicated to the Association that he was open and amenable to dialogue whenever necessary.
Meanwhile, President of the Law Association of Zambia Abyudi Shonga, SC, pledged to collaborate and interface with the National Assembly of Zambia as mandated, especially in the area of promoting the reform of the law, both by the amendment of and the removal of imperfections in existing law, and by the re-formulation, codification or restatement of particular branches of the law.
Mr Shonga expressed gratitude for the invitations to participate in making submissions on bills that were under consideration by the National Assembly.
He however implored the National Assembly to consider increasing the notice period that the Association is given to make submissions before the relevant committees in order to make significant contributions.
Mr Shonga further expressed concern that, in some cases, well researched contributions by LAZ were glossed over and therefore, urged the National Assembly to apply much more consideration to the submissions.
Mr Shonga, SC, was accompanied by two other Council Members namely Sokwani Chilembo and Kampamba Kombe.
This is according to a statement issued to the media by Clerk of the National Assembly Cecilia Mbewe.

Abyudi Shonga was dropped by Micheal Sata because he was part and parcel of the corrupt Rupiah Banda gang.
Rupiah Banda prematurely terminated Mumba Malila’s contract as Attorney General and replaced him with Abyudi Shonga.
But the late Sata dropped Abyudi Shonga and reappointed Mumba Malila(now supreme court judge) as as Attorney General
So expect the new LAZ to be supporting ECL and the Ex RB supporters who are now in PF.
It’s clear that Abyud Shonga and his idyots at LAZ are just looking after their stomachs and seeking jobs from Lungu at the expense of the interests of their members and the nation. The rot has now shifted to LAZ from parliament and the judiciary, Shonga has no shame in this at all and he is doing it publicly! How did the LAZ members get this so wrong to put those buffoons in those positions! LAZ nomba ma.tu.vi chabe; same as a PF branch!
We hope LAZ appealed to the Speaker of Parliament to respect the current Parliamentary Regulations and Practices regarding the Processing of Bills in Parliament. Since Bill 10 lapsed on June 4,2020 it shouldn’t be resurrected when Parliament resumes Sitting in September 2020. This is one issue that LAZ and Speaker of Parliament should agree on and avoid going to Courts. Lets hope the Speaker of Parliament will deal with the issue accordingly when the Minister of Justice attempts to break Parliamentary Rules and Procedures by trying to resurrect the dead Bill Third Term.
They even trafficked some lawyers from the AG chembers tp come and vote at the LAZ AGM held at AVANI in Livingstone, This was unheard of before because these lawyers have never taken part in elections before. And then we see Shonga parading his stupid**y to ECL soon after the rigged elections. This man, Shonga is part of the thugs that are out to keep Zambia enslaved by the PF and their Proven Failure governance methods
As custodians of law we hope the new president will uphold the highest of standards in the profession of lawyers. Please do not allow opposition sympathisers to tarnish the profession. Remain independent and do not fear ridicule. We as government are here for support should it be needed
LAZ was contaminated and hijacked during the Mwanawasa presidency where the Nchito family run the institution. They and a cabal of politically greedy friends used LAZ to target perceived enemies. Mumba Malila as AG was friendly to them and that’s why RB dropped him. All LAZ presidents since Mwanawasa have been anti-RB and anti-Lungu PF and pro-Mwanwasa, pro-Sata and pro-upnd. Abyudi Shonga may just break that domination by this cabal of hyenas.
Lets give the new LAZ president time. Assess him on his performance, it is illogical to start gauging a man before he even starts work. And he has started very well, visiting institutions and already raising red flags where need be. The fact that he has visited the President and also visited a clearly partisan speaker should not send jeers in your spine.
You even wonder if there was no Tutwa matrix at the AGM like the Tutwa/Lungu matrix in Kabwe where pangas and the show of hands elected someone who has proved to be a total failure in all angles of governance. LAZ is headed in the direction of failing in its mandate if it is not already there.
Bandit PF how much is mealie meal? How much is fuel ? Has load shedding finished? Bandit lungu never give power to the speaker. Bandits no third term. Useless courts . PF Bandits 1 year to the next elections ,I hope it was worth for not giving power to the speaker.
Change of subject. Can any one out there ask Public Service Pensions Fund Board chairman Mr Mulenga to pay retirees. The more they delay more corruption will take place. Already PSPF is inviting a lot of people to access loans from it than paying retirees. PSPF TELL US WHAT IS THE DELAY?
