Chief Mukuni of Kazungula District in Southern Province has called for the removal of former President Edgar Lungu’s immunity to facilitate investigations of alleged corruption during his reign.
The Traditional leader says no stone should be left unturned in the fight against corruption by the new dawn administration.
He says there is nothing sinister about calling for the removal of Mr.Lungu’s immunity considering that former President Rupiah Banda and President Frederick Chiluba had their immunities stripped off and arrested.
Chief Mukuni has proposed that the law on presidential immunity should be revised to allow for the prosecution of erring sitting presidents.
Meanwhile, Colonel Panji Kaunda has aid that it is not President Hakainde Hichilema that will lift former president Edgar Lungu’s immunity but the evidence that will be established during the course of the investigations.
Col Panji commended the investigative wings on the many cases they are investigating, saying when he and the others were warming over the swelling levels of corruption in President Lungu’s government, they were referred to as being stupid that they did not steal enough during the time their father Dr Kenneth Kaunda was in office.
Col Panji mentioned the several cases which were being investigated by the investigative wings, including investigations into Faith Musonda and the over 62 properties, including three malls restricted by the Anti-Corruption Commission (ACC) and seizure of a motor vehicle from Sipande Mugala, who is said to be connected to a very senior politically exposed person hailing from Chawama in the former PF administration.
Col Panji said investigations should be extended to the others also who could be sitting comfortably somewhere and in the event the investigations pointed towards president Lungu, the evidence is what would move the President to submit to its directive.
“He has told us that in bringing the money back no stone will be left unturned. So if the evidence is there, it’s not the President, it’s the law, it’s the evidence which will lift the immunity,” Col Panji said.
Col Panji said the investigative wings must be empowered to be proactive in their operations, by not merely focusing on the alleged offences which were committed in the past, but the offenses which could be committed even now, saying even among the current crop of government leaders “there will be a few bad elements.”
“That’s why we must make the law stronger such that the investigate wings should investigate even the sitting President if they see that he has done something wrong,” said Col Panji, dismissing arguments on immunity when reminded that such investigations could be difficult against a sitting President.
“There is a misunderstanding on the immunity. The immunity is only there when the President makes a decision towards governance. But if he makes a corrupt decision there is no immunity.”
He seems to also have an attack of diarrhoea of the mouth.
Col panji Kaunda should be given a role in the new GRZ by HEHH…………

As for calls to remove lungus immunity, that will depend on the evidence of his stealing………
Lungu jailed and brutalised many people on top of his corruption, it is no surprise calls are getting louder……..
calling for remove of immunity is long. it shows that you have already found the former president with the case to answer. let the law takes its cause. let the natural justice prevail. not your voice. even chiefs please. zambia must govern by the rule of law not men
This chief also!!! You don’t lift immunity to facilitate investigations. You lift immunity based on evidence gathered after investigations. So if you have that evidence, give it to your friend Hakainde so that he can table it before parliament. Stop wasting our time ba Mukuni.
Lungu may have committed wrongs but this chief is not saying this as a concerned citizen. His hatred for Lungu is well known. His call is a call for vengeance.

Removal of immunity is provided for in the constitution, however the procedure is to start with investigations, then if investigations reveal a water tight case or some tangible evidence, only then can you proceed to think of lifting the immunity. Talking of lifting of immunity now could be premature

You dont just call for Presidential immunity just like ordering beers at the bar..to date you haven’t arrested and successfully prosecuted any of Lazy Lungu’s closest goons. Find tangible evidence then do it..we are still waiting for the true price of the Presidential jet.

The powers and roles given to the Zambian President are too much for any man/woman. We should count ourselves lucky that we haven’t ended up with a psychopath like emperor Bokasa. But we have such characters among our politicians. The President appoints virtually every one from PS upwards, commissioners, DCs etc. The President is chairman of IDC company board! Please keep our President away from business dealings. On top of the cabinet, state house, executive, commander in chief etc. He must appointment even district commissioners. Madness! As long as the institution of the President is not reformed, our problems of lifting immunity won’t go away.
Stop the harassment of former leaders. HH needs his colleague more because the line of former presidents is on the decline in Zambia. That chief should be stripped of his title so that he can join politics and face off fairly rather than backing up the wrong tree. President Lungu was no angel but he followed through where others failed. Some of the new recruits making all sorts of noises from the diaspora should thank him for acting on the dual nationality issue. “A thief only comes to steal, k1ll and destroy” He came so that we could all benefit. As a chief mukuni should not be talking politics simple and straight forward. What more since he was not in good books with the previous government his comments can be misconstrued as wanting revenge so he should not even comment. However I agree with him that a President should not be immune to prosecution once he or she leaves office for crimes committed whilst occupying that office.
