Centre for Election and Governance supports Mwaanga’s position

The Centre for Election and Governance (CEG ) Trustee Gershom Musonda says MMD Parliamentary Chief Whip Vernon Mwaanga’s observation on diplomats should be taken seriously.

Mr. Musonda observed that the behavior exhibited some diplomats is uncalled for and are against the principals of international diplomacy.

He said this in a statement released to ZANIS in Lusaka yesterday.

Mr. Musonda said it is wrong for the diplomats to continue attacking government in the media instead of using the normal established channels of government through the Ministry of Foreign Affairs that compels them to dialogue with government over pressing issues when aggrieved.

He advised the envoys to unnecessarily stop criticizing and attacking government when government is working on various developmental issues among them strengthening bilateral relations.[quote]

Mr. Musonda cited that Zambians envoys accredited to other countries adhere and follow the laid down regulations and wondered why it was completely the opposite for those accredited to Zambia

Mr. Musonda said he expects diplomats help the country in attaining the Millennium Development Goals (MDG) and its vision of becoming a middle income country by 2030.

He said has further advised the diplomats to use the forums with government aimed at enhancing the country’s good governance record.

Mr. Musonda said gave an example of a former Zambian Ambassador to Libya Dr. Mbita Chitala who was recalled and reprimanded by late President for attacking some African Heads of States.

Yesterday, MMD Chief Whip Vernon Mwaanga advised diplomats to stop attacking government in public in the media.

  1. Fact still remains, the diplomat was talking about a valid subject matter. Shall we not deviate from the subject the diplomat commented on. Given that, Mbita Chitala gave his own opinion over the matter. Moreso, Zambia was not in a position to give better advice. Allow ourselves to accept criticism, it will build our perception towards a better Zambia.

    Am certain this is not advice for our current crop of politicians.

The people in the so called donor states do pay tax, and this money is then given to people like the zambian Govt which is not bothered about how these funds are used.   8. Guys here, US & Europe pliz lets help sanitise our country by petitioning our govts here to freeze aid to zed until they start being accountable. These guys have embezzled foreign funds thru campaigns and they even have the guts to tell donars to keep quiet about their money. Either way we luk at it, it wont affect the common man in the village coz they havent benefitted from this aid unlss there is a by-elecion like its happening now in Kasama where they have just realised the need to drill a borehole. WE CAN DO IT GUYS.

  10. It shows the way corrupt leaders always fail to accept their wrongs and learn to improve. MMD is heading to dust bin. People like Musonda should be ashamed to support corruption and abuse of donor funds. Musonda and VJ should know that accountability and responsibility are part of good governance and the tax payers want o see their money used to intended purposes and not being transfered in to foreign banks in corrupt ways. Chiluba will live and will be remembered as the person who killed and robbed the nation regardless of good things he did to zambia. Chiluba has got no shame neither the MMD to start parading him when evidence of corruption and abuse tax payer money for personal gain.

  11. Beggars should always know that they have to be checked as to the use of donor funds.
    Zambia is like an abyss, an endless black hole, where donors continue pumping in money which is just misused and/or stolen with the support of the president and his cabinet.
    If the politicians do not what the donors to criticise them, then the most honorouble thing to do is to say NO MORE DONOR MONEY.
    Otherwise, the diplomatic community and donor associations are to be totally supported for coming out strongly on corruption. This is what “We the People” want to see happening if Zambia is to develop.

  12. VJ is very very very right here and i don’t see the reason why you guys (Fellow Bloggers) should attack and insult him. The man is NOT stopping these Diplomants from forwarding their complaints BUT rather use the right channels laid down. So, if you are living in the 21st Century, tell me where you got a problem with this advice VJ offered. Mind you, two wrong cannot make a right. Thus, i totally support VJ’s advice to these Diplomants. We also know that their Govts are NOT 100% right and Zambia has always used right channels to communicate to them. Look at the Iraq war, we where misled by BUSH that Hussien had weapons of mass distruction. Zambia in all this did not come out the way they are coming out. Zambia has her own principles, morals, values and norms which must not be overlooked.

    have been! And why is the Government’s Chief Whip warning and threatening diplomats and

Mbita chitala wrote in his capacity as ambassador to Libya, meaning he was putting forward the position of GRZ, but that was no the position of GRZ on that subject, that’s why he was fired.Zambia doesnt pump money into Libya, if it did, then it would have also demanded accountability. The diplomats are saying please be accountable for what we give you, and for some strange reason most of us Zambians get scared when we hear the term accountability. All the cash for the little developments we are seeing in Zed comes from these same diplomats, tax we pay goes to certain peoples salaries. LT not everyone who speaks thinks.

So in actual fact what VJ and this dude-whats-his-face are saying is Chiluba’s acquital was a govnment decision that should should not be critised. A case that was about a public servant that stole donor money-now that the donors are not happy then they are attacking govmnt? The same govnmnt that carries a begging cup everywhere it goes.   31. The uk military has not accounted for 7 billion pounds meant for purchase of military equipment etcaccording to the government audit body. How about that mr ambassador.Only solution for zambia is to reduce this dependancy by good fiscal displine and accountability with regard to our locally generated funds.

  32. What VJ is saying is that diplomats should follow diplomatic etiquette as they criticize Govt. Just because our budgets are heavily donor funded does not mean that we become slaves. How many diplomats would criticize your Govts. the way you do ours without you requesting that they be recalled?   36. The world is dynamic as some would say, but the fact is have the international protocols (Geneva Conventions) changed to allow diplomats to comment on internal matters of a sovereign state? It is only in Zambia where diplomats enjoy that unwritten right. Can a Zambian diplomats make comments on what the UK OR INDEED UNCLE SAM SAYS in the name of dynamism of world affairs?   37. I agree with Gershom Musonda on diplomats who are using the Post to attack Govt policies. All these point to weakness in our Foreign policy. What is the Ministry of Foreign Affairs doing. The diplomats accreduted to Zambia have access to GRZ . Mwaanga ‘s observations should be taken seriously otherwise these pipo are up to no good. One day these pipo will cause anarchy and when that happens there will be no where to channel their aid. We deserve some degree of respect. Last time its was a French diplomat critising GRZ and its good he was recalled by Paris. Ministry of Foreign Affairs please do something to correct the situation before it gets out of hand.
