Sata calls on Govt to quip Councils to spearhead Clean Campaign

Opposition Patriotic Front (PF) President Michael Sata has called on the MMD government to equip and adequately fund councils country-wide if they are to fully implement the “Keep Zambia Clean and Healthy” Campaign programme which Government recently launched.

Mr. Sata said in Kasama yesterday that most Councils had no capacity to implement
the campaign and needed full Government support in order for them to cop with the
task.

Speaking on a live radio programme on Radio Mano, a local community radio station,
Mr. Sata  admitted that the campaign was well meaning but that local authorities
which were expected to spearhead the campaign lacked capacity.

He said local authorities required the necessary equipment and funds to carry on
with the campaign.

The PF leader observed that it was an embarrassment for the people of Zambia to wait
until a ‘Law’ was put in place to keep them clean.

Mr. Sata, who avoided a question on why he himself as Local Government Minister in
the Chiluba government introduced a ‘by-law’ on public nuisance, however said the
campaign was well meaning but needed support to Councils which he said needed to
operate independently without too much interference.

Meanwhile, Mr. Sata has said the road network in Northern and Luapula Provinces has
been neglected.

The PF President said the road network linking Luapula to Northern Province and
within was in a deplorable state and needed immediate attention and accused the
Ministry of Works and Supply of not helping the local leadership.

 He said both the roads and water transportation in many parts of the country needed
attention.

And Mr. Sata has described people calling on him to stop politics because he “is
finished” as myopic.

He said those calling him a finished politician were only scared of him saying they
themselves were finished and were afraid of him.

He said he was still fit and sound and ready for the 2011 Presidential elections.
Mr. Sata quesioned why people who were saying he was finished had continued talking
about him adding that “if one throws away a door mat on the rubbish heap but keeps
talking about it, then it is not finished and you still need it”.

  2. The Cobra sometimes is well meaning. The only problem he made was not disassociate himself from thieves. Surely the councils should be equiped by the govt. KK left a bad legacy as far cleanliness is concern. Bob is got it. Zim is cleaner than Zed.

  3. SUPPORT LEVY’S CALL FOR DIALOGUE – GEN TEMBO

    Zambians should respond positively to President Levy Mwanawasa’s call for dialogue, former FDD president Lt Gen Christon Tembo urged yesterday.

    And the Oasis Forum has petitioned the SADC heads of state to intervene in Zambia’s current constitutional crisis to prevent the matter degenerating into anarchy and chaos, ahead of next week’s summit.

    Commenting on President Mwanawasa’s call for dialogue on the constitution making process, Lt Gen Tembo said the President’s position must be supported with the seriousness it deserves.

  9. This is where we go wrong and keep the country in filth. How many Zambias still throw rubbish anywhere although they see garbage bins around. We need equipment, but we can still keep zambia clean before we have much better equipment. Sata is a man of action despite his many weaknesses. Yes, councils need equipment and I compliment Sata for bringing this need to light.

  10. The entire period I worked for the Ministry of Health (12 years), the best was when the “king” was minister! Our hospital was clean (the best at that time perhaps!) We used to have a very bad stinking mortuary at KCH, he helped build a modern one that had no smell like the previous one and he initiated “top up” that complimented our meager salaries. I think he is the real Veteran!

    Community Development and Social Services Minister Catherine Namugala has intercepted the illegal adoption of three children by some American families.
    Speaking at Mwiza lodge at an emotional filled occasion where the parents of the children wept, Ms. Namugala said the government is responsible for the welfare of children especially the vulnerable.
    She said the government does not believe that children should be in institutions but that they should be fostered and adopted in homes.
    She however said the Zambian Government is a sovereign country with its own adoption laws that have to be followed by anyone who wanted to adopt or foster a child. So please Mr Sata speak out practically not the theories Mwanawasa is doing. For example he says the economy is doing fine but its K2100 to send an sms to South Africa to vote for Max in the big brother house and a country which was in problems and still in problems Zim sending only at Z$1106. Look at the difference. But still Chi Mwanawasa will came and cheat that our economy is doing fine. Be practical like Sata mambala!!!!

My friend who came back from the states is saying that the Air Port is the worst and i know since i have passed through it. Sata help us with your councilors to make Zambia clean we are crying as zambian. We feel bad to bring our friends from outside or overseas. Start with the Airport then Inter-city, where we arrive from.

Please I ask you to just do that you will see this website being a power cyber information forum about our nation and a plattform for exchanging ideas not for trading insults. Look at the discussion has sped up certain issues in our country. You know to win war they say you cannt fight alone you need an army. One hand cannot pick a lice. Then outside but if Zambian are dirty natural after Kaunda then we need to adopt some of the Kaunda tactics of cleanness. I have my personal reasons why I wouldn`t vote for Sata but when he says or does something that moves the country forward then he gets my unreserved support.These are the type of politics that we need to cultivate in this day and era in our beloved nation.The solution to the current inefficiency by the councils is to give them autonomy(financially) in the way they run the various districts in the nation.In a normal society,if the levies are used for the intended purposes,these councils would be functional and we wouldn`t have the unnecessary problems of garbage all over the place,opaque water(if you`re even lucky to have it from your tap),pot holes or is it trenches on our roads etc.I squarely put the blame on gov for lack seriousness in the way our nation is run.What we`re seing is the political battle between MMD and PF resulting the councils becoming non functional.If the MMD means well for the nation then they could support the PF led councils to bring development to the nation.

  28. Chapi, there are 72 councils in z,the “urban” are mainly run by PF.The majority are MMD.
    Its hard to make any point out of what Sata is saying, I mean it is obvious government has been struggling to fund these councils even when he(Sata) was in power. It is NOT a new problem, unless you are pretending. However, if there is a reduction in funding, that would constitute a problem.
    had this been the case,Sata could have stated the facts. ‘Council funding has reduced by so much percentage….’ sayas sata. This is not the case and thats how there are no figures in his empty attack.We should reach a point where we analyse our leaders based on facts NOT just supporting any pronouncement with no facts to back it.

  29. #33 HEY.I`ll repeat what I just wrote “The solution to the current inefficiency by the councils is to give them AUTONOMY(finacially) in the way they run the various districts in the nation.” HEY do you realise that the councils would be finacially viable if the gov does take council levies meant for development for other purposes?My idea is that the levies the councils collect should more than enough to sustain them and there would be no dependancy on gov for funding.The problem is that these funds first go to the gov and then they apportion part of it back to the respective councils.So my point is when you take out central gov interfferance in the whole proccess then councils would perform atleast to expectation.

  31. These blind cadres with serious analytical skills are detrimental to their deadwood parties because of living with fallacies. The Council problems are very straight forward for any high school kid to understand instead of peddling hollow accolades on someone that helped to kill the very capacity the councils need. The revenue base on which councils depended to operate were heartlessly destroyed and mostly stolen from Zambians without alternative measures of sustainability. Thus, these blind cadres ought to learn that Councils over the years have not built capacity to sustain their operations but depended on Grants from the Central Government. Theaters, Parks, Zoos, botanic garden houses and public welfare or recreation buildings such as convention centers have all been destroyed or shared. Look at council properties such as Mundawanga, Rhodes Parks, Olympia Park Swimming pools to mention but a few.

    These were all shared with impunity among the same criminals- Sata and his legion of thieves that presided over our Local Government ministry during and after Ben Mwiinga when the capacity UNIP left was destroyed. Look at how many council houses were shared among Sata, the late Ben Mwiinga, PF Local Government Chairman Winter Kabimba, Overs Banda now hiding in LAZ as Oasis Forum legal advisor, PS Stanley Mapala’s concubines and their relatives. They stole from the councils.

    These tandems of thieves shared not less than 10 Council houses each. Every child of theirs has a big house bought at the ZK 10,000 they pegged our public houses at.

    The Council Guest houses where all shared among themselves which they have also failed to run. If you look at the history of the Municipal bonds, you will see the criminality of people like Sata throughout his tenure at both MoH and MoLG.

    It is good riddance that Sata’s age, his empty rhetoric, mischievous life, and indeed the 27 year rule principle on which Governing mandate in Zambia is anchored have coded the old man a life time failure against his ambitions for plot one come what may. That said there is nothing wrong for him to rant in a Democracy the current regime has proved amiable and practical on nurturing unlike him with a history of matcheting with pangas those of divergent views. Those idolizing Sata here like Chapi and Mbuzi are his panga empowered militia he chanced to indoctrinate for battles of imaginations.

    A disillusioned PF cadre with preference for the Oasis Forum violence plans instead of dialogue over the constitutional making process.
    Meanwhile, Dr Kalumba has called on all patriotic Zambians to rally behind Government to ensure that it successfully host the SADC heads of state and government summit this week.
    Dr Kalumba said all political parties, civil society organisations and other stakeholders, should work towards ensuring that the SADC summit was not politicised.
    He said there was no problem, which Zambia had failed to solve that should be presented to SADC delegates.
    Dr Kalumba said the opportunity to host such a summit should be used as time to bury differences.
    Meanwhile Dr Kalumba said with opportunities arising for by-elections on the Copperbelt Province the party wanted to perform better than last year’s general elections.
    Every true patriot is behind the SADC conference in Lusaka except 2 or 3 identified thoughtless and paid up PF hoodlum demagogue.

If KK spent the early part of his tenure blaming the Colonialists,we wouldn`t have even seen the little infrastracture that`s there today.In a nutshell,people are tired of hearing about what was plundered or destroyed but are mostly interested in seeing development in there respective areas.Depending on revenue from houses that were built pre independence shatters my thinking.Those little ramshackles with toilets outside were in such depolorable state that maintenance was a huge cost to concils verses the revenue generated.Getting rid of such wasn`t a bad idea after all.We need to first understand that Councils are there to provide social services to the community.What needs to be done for Councils to fulfill such an obligation is for the central gov to quit interfering with levy collection.If such funds are properly accounted for,then we would see councils start taking up capital projects for self sustainance. We need is a transparent system to make sure the councils are functional.

All what we need to do is this every building lets say Lusaka the owners should be resposible for its cleanness if the building and area around it is dirty the council have the right to punish the owner look at the area around the train station and the bridges its so dirty ZR has to clean that area not everything to wait for the council yes i understand that it’s the work of the council but even the ownerz are responsible. Look in most of european towns every year they have to put there building in good shape by painting and replacing things. Owr town is still young but i looks older becouse of dirty. Anybody found standing near litters should pay a fee. Everyone should be responsible for the cleanness of our City LSK.

  38. Veteran whenever you hear the name of Sata you panic and shudder.it is good to see you in that state. What’s wrong Sata has done to you? When you look at any minister’s portfolios, Sata will stand a test of time even when he was Lusaka governor. Each ministry whereever he worked there was improvement. If Sata is talking about issues concerning developments lets accept the facts and not just criticising for the sake of.Great minds compliment one another. Political hatred is a sign of failure and source of divisions.
