Government has unreservedly apologised to the Heads of State and Government and delegates attending the 27th SADC summit at Mulungushi International Conference Centre, MICC for the power failure that occurred during the official opening of the summit.
Chief Government Spokesperson, Mike Mulongoti says Government,Management of MICC and Zambia Electricity Supply, ZESCO regrets the unexpected power disruption which occured in the morning when a Zimbabwean student was reading her essay.
“The unexpected power disruption which occurred at about 11.20 hrs this morning and
lasts several minutes when a Zimbabwean student was reading her essay is deeply
regretted by government, the management of MICC and ZESCO,” he said.
This is contained in a statement released to ZANIS in Lusaka this evening.
Mr. Mulongoti who is also Information and Broadcasting Minister said government
has since asked ZESCO to explain why the two independent sources of supply did not
respond immediately.
Mr Mulongoti wondered why the standby generators took longer, which under
normal circumstances should have taken over within seconds.
Mr. Mulongoti has however said MICC management and ZESCO has taken all the
necessary measures to ensure that there was no occurrence of power disruptions.
He said ZESCO has provided two independent sources of power in additional to a
diesel standby generator to provide power in the event of failure of the two sources.
He added that ZESCO personnel have been deployed at the conference centre to ensure
that there is quick restoration of supply in the event of power failure.

Kawendu , a pupil from Zimbabwe was reading her extracts from the essay.
Deliberations however continued after four minutes when power was restored to the
venture.
And ZESCO has attributed the power failure to a lizard which crept in the Great East
Road Substation on the Great East road.

PF MPS IN NEAR PUNCH-UP
THERE was near pandemonium in Parliament last evening when Roan member of Parliament Chishimba Kambwili (PF) and his Nchanga counterpart Charles Chimumbwa (PF) almost exchanged blows but quick action by the sergeant at arms restrained the two.
This was after Mr Chimumbwa absconded from voting when the House reached a division over the Anti-Terrorism Bill.The opposition lost the vote to the ruling MMD which garnered 56 against 48.“Go and tell the PF president that Chimumbwa has refused to vote,†Mr Chimumbwa said.
Mr Chimumbwa together with Livingstone MP Sakwiba Sikota (ULP) Malole MP Emmanuel Munaile (Independent), Charles Milupi (Independent) and Milanzi MP Chosani Njobvu (UNIP) absconded.
When time to vote came, Mr Kambwili pleaded with Mr Chimumbwa that he joins his colleagues but the latter said that PF members were free to inform their party president, Michael Sata that he would not vote with the rest.
Even the chairman of the committee on National Security and Foreign Affairs, Bernard Chisha (PF) voted against the recommendations of his committee.
Dr Chisha who looked undecided voted against his own committee probably for fear of being criticised by his party.The Bill comes to committee stage today.
Meanwhile the Government will not privatise Indeni Oil Refinery but recapitalise it by inviting an equity partner to take up 30 per cent of the company shareholding.The Government and Total oil have agreed a total investment of US$65million for the recapitalisation of the refinery plant.
During the next general shut down the refinery would be revalued after which an equity partner would be invited.Energy and Water Development deputy Minister, Gaston Sichilima told Parliament yesterday that the refinery was currently owned by the Government and Total Oil.
Mr Sichilima was answering a question from Gwembe Member of Parliament Brian Ntundu who wanted to know whether there were any plans to privatise the plant and how much money the Government was putting in (on average) to subsidise it annually.
Mr Sichilima said the Government did not subsidise the operations of Indeni but the two shareholders were currently making plans to recapitalise the refinery following the legal, financial and technical audit carried out to determine measures that would improve its performance and efficiency.
An apology is not enough,does the Govt spokesman realise how much embarassment this has caused the nation? The media is having a field day here in RSA i can imagine the world over.Someone must be fired.The chief organiser must take responsibility and resign, the head of ZESCO must be fired, the manager of the conference centre must be tried in the courts of law for negligence.We need as Zambians start taking up responsibilities for our action or lack of it.

Did they test their standby generator to see how long it was going to take to bring back power supply in the event of a power outage? This all issue is about poor planing on the part of the organizers failure to put measures in place to mitigate both human and natural disasters. I REPEAT its not ZESCOs job to put a stand by generator for the conference. Its the duty and responsibility of the organizers. And if protocal is followed it should be the Secretary general of SADC. I’m in IT i preside over 40 business servers with about 1000 work stations. I plan for the power failures and put a contigency plan in place. If there is a power failure the ups kicks in to prevent my servers from crashing. Although in the last 4 years we have never had a power failure i still maintain those UPS just in case. Its not the job of the power company to put such measures in place. Its SADCs job. I still say GIVE SISALA A BREAK on this one.

Incase you don’t know, mbwelela nuna ilalya. Robinson Mwansa is not the panacea or alpha and omega to the Zambian energy gaps. I hope you know much about Mwansa’s time at the helm of ZESCO. Certainly, the guy is a prolific Manager but a highly compromised character. He managed to restructure ZESCO but largely betrayed it. Do you know why his million dollar farm had a more 25 hectares maize field burnt in 1998 by ZESCO employees? Mwansa’s long stay at ZESCO turned into his failing of both ZESCO employees and Zambians that entrusted him with ZESCO.
On Sisala, the man is highly qualified both academically and experience. He has a compelling work record having head and turned Copperbelt energy into a successful investment. Thus, bring up tribal links is preposterously baseless and failure to debate with sincerity. The ZESCO problems are beyond an individual. Our Corporate culture is no issue to overlook. There is need for a paradigm shift in the way we all do things as Zambians. Casual and Simplistic approach has been hurting us for too long. Our debates here are such failures we need to overcome.
On the MICC incidence, I repeat the OOP (SD) and ZESCO management were the two partners supposed to mutually handle detailed operations from start to finish with validated contingency plans. The incidence brings Government serious Questions rather cheap rhetoric of tribalism. There is absolutely nothing wrong to have qualified Zambians from the President’s family to show interest in open national job opportunities.
Chiluba had a lot of his tribesmen and relative relatives among them the likes of Mr. Mushinge from ZESCO who irregularly was given a very sensitive position in this country’s institutions. That move, I will never forget. It was until the Mwanawasa administration reversed it, the move was damaging to professionalism. KK had Wezi and the Bandas into Government. Pragmatist Mwansa still remains one of the best MD Zesco has ever produced. You are saying akabwelelo kalalya that is not true, Good examples are Police Mateyo & Sasasali were retirees,etc they have done recommendable jobs. Mwansa helped the govt to pay salaries for civil servants when MD for Zesco.Why should you just contribute on what is happening comparing Chiluba & levy for neptilism is lack of foresight to move towards employing pipo who are qualified in different sectors. This is expected to reduce energy costs in the EU and increase the use of renewable energy. Why can’t we do the same for southern africa by asking the chinese to start making solar panels locally?

OPPOSITION Patriotic Front (PF) Roan Member of Parliament (MP) Chishimba Kambwili was yesterday sent out of Parliament by Speaker Amusaa Mwanamwambwa for allegedly not being sober.
The Speaker ordered Mr Kambwili to immediately leave the House and only come back when he was sober.
He ordered the sergeant at-arms to escort Mr Kambwili out of the House.
“I order Mr Kambwili to take leave of the House and only come back when he is sober,†the Speaker said.
Mr Kambwili immediately stood up and left the House as the sergeant at-arms escorted him.
He however, returned into the House after about 50 minutes.
The order by the Speaker was made following various destructive commentaries in the House which were disturbing debate.

There is a committee that is supposed to manage the whole project. ZESCO is just one of the companies that was contracted to supply electricity. In the event of failure the organizing committee should have put contingencies in place to mitigate the problem. There is alot of issues ranging from water, electricity to transportation. Maybe MICC doesnt even have a bore hole. If for instance a water pipe connecting MICC to LWS bursts you cant blame LWS for that. MICC should have alternativ sources of water. The issue here is planning and effective project management. Issues like power failure and water cuts happen even in the west but you never hear of them because there are contingencies in place. How could engineers opt for a standby generator when they fully know that such a provision does not provide protection from a momentary power interruption but result in an interruption when it is switched into service manually or automatically?
If they meant well, and are of “pure minds,†why didn’t they place the standby generator before the UPS to provide cover for lengthy outages while maintaining a continuous supply of the needed utility power to the entire MICC? Such a task is supposed to have validated contingency plans with zero tolerance error.
The summit was very important to Zambia and indeed the SADC member countries. It was our rare opportunity for experts to prove their engineering and security service efficacy.
Personally I think the debate to find who is better, the current MD or the former MD of Zesco is not going to provide us with a long term solution. I would encourage the people of Zambia to seriously consider alternative renewable energy which in my opinion is solar power from the sun. Energy should not be a problem for Africa or at least solar energy because we have the sun at full blast 365 days.

#115 KUKU MUKWAI.I had a detailed discusion with one of the Directors at Zesco just over this weekend to find out exactly why they keep having such problems.The answer I was given was that Zesco can not simply meet the increase in demand because of it lacks the capacity to generate enough power to cater for the demand.For example,the amount of power generated by Kariba North bank is just enough to cater for one mine.Basically,there`s need to build the power generation facilities in order to curb these ongoing blackouts.Where I blame SISALA is his inability to strategise on sourcing funds for such capital projects.I don`t question whether SISALA is qualified or not but my issue with him is that he`s incompetent.

Indeed, during the heyday of the Internet, the “clean” and environmentally friendly aspect of computer technology was often trumpeted. For those who had accepted (and still do accept) this apparent truism, the spurious arguments appear convincing enough: after all, when you turn on a computer or use a mobile phone, you don’t see smoke billowing out from anywhere as with a car or a factory; you can’t see, smell, or taste the pollution.
Yet there is more. Not only has the digital revolution of the past few years have had a tremendous impact in terms of the environment, health, and social relations, it has also been a very bloody one as well, fueling war and civil strife around the globe. As we continue to watch the news and bemoan what’s happening, little do we realise that much of this has been exacerbated by the brave new world we have been creating. Tantalum is within most electronic devicesNowhere is this more apparent than what has been happening in the Congo region of Central Africa. While the civil war in the Democratic Republic of the Congo (DRC) no longer makes headline news, it’s still going on. At the same time, the country’s biodiversity is being rapidly depleted. All this thanks to a substance known as tantalum. Tantalum is a rare, blue-grey metal that has a wide range of uses. It’s an excellent conductor of electricity and can also withstand heat very well. It’s a refined substance and comes from coltan,
which is the African name for an ore of tantalum and its sister mineral, columbium or niobium. The name coltan is derived from columbite-tantalite. It’s primary use is in the manufacture of capacitors to store electrical charges. Within most electronic devices you will find such components, such as in laptop computers, video cameras, mobile phones, and games consoles. Indeed, game consoles and mobile phones are considered to be the main sources for tantalum demand. There are tantalum deposits in many parts of the world, including Australia, the Americas, Asia, and Africa. But it’s in the Congo where tantalum has had its most devastating impact. The country has plenty of coltan, and the desire for minerals coupled with civil strife has been a recipe for disaster. Thus, Africa became most aversely affected as global demand for tantalum increased strongly throughout mid-1990s followed by a global shortage of tantalum in 2000, primarily because of consumer demand for PlayStations in the
in the industrialised world.Because of the huge demand for coltan, the rich biodiversity of the Congo has been plundered. Illegal mining camps quickly sprouted in many nature reserves, putting the indigenous species and inhabitants at risk. For example, the illegal mine at the Okapi Faunal Reserve is home to monkeys, elephants and the okapi, a rare relative of the giraffe. Thousands of Mbuti, or pygmies, also live there. Their livelihood has since been compromised by the coltan miners, for to support such mining camps professional hunters killed vast quantities of wildlife for meat. One of the worst affected species has been the Eastern Lowland gorilla that can only be found in the DRC and whose population have been decimated. Undoubtedly, the so-called “digital revolution” has contributed to this state of affairs. During the technology boom, the price of coltan soared tenfold. It was mainly because of the world shortage in 2000 which delayed the release of the Sony Playstatio
Playstation and many other hi-tech devices. Since then, prices have returned more or less to their pre-boom levels. The fall in price is generally attributed to a combination of factors: massive stockpiles created because of panic-buying during the shortage in 2000, falling demand due to the failure of many hi-tech industries, the overall global recession, and development of alternatives to tantalum.
In addition to the environmental impact, the demand for coltan is one of the reasons that the civil war continues in the DRC. Rival armies covet territories from which to extort money from the mining. This is why there is little news on what has been happening in the Congo lately: multinationals are uncomfortable at having the general public know that Congolese coltan — which is in many everyday devices and products — fuels war and accelerates the destruction of wildlife habitats. As with the diamond trade in Sierra Leone, which later became dubbed as “blood diamonds”, multinationals
multinationals are a little queasy about having blood on their hands. As one observer noted, companies are wary of protest movements “sullying their reputations by calling attention to all the gorillas coltan kills, or the guerrillas it feeds”.
Yet it’s precisely this — public knowledge — which could ultimately bring a measure of peace and stability to the region of the Congo. As with blood diamonds in Sierra Leone, knowledge which can affect consumer perceptions can have an indirect influence. One the most powerful kind of influence that can lead to change is that of purchasing habits of consumers in the developed world.Hence, as in the case of Sierra Leone, the alternative to blood diamonds was for companies to look elsewhere so as to protect their brands from any association with dirty business and to satisfy the moral needs of activist-consumers of the industrialised world. Ultimately, when it comes to making a profit and securing trade, the international community
(or at least a small portion of it) can be mobilised so that even the most complex conflicts can be overcome. Just using coltan from elsewhere doesn’t solve the underlying problems For the Congo, there appears to be already some signs of progress in this direction. The Belgian airline, Sabena, no longer flies coltan from the Congo. Meanwhile, the mining of coltan has been expanded in Australia and there has been international pressure for a boycott of Central African tantalum. In fact, electronics giants Nokia and Motorola now require suppliers to use coltan from elsewhere. Yet while such measures are laudable in principle, they also tend to obscure or divert the problem at hand. Using coltan from elsewhere may be bad news for combatants in the Congo, but it’s good news for others, such as the Australian company Sons of Gwalia, which now provides half of the world supply of coltan. Unfortunately, as one Australian commentator noted, the destruction of Australian flora and fauna app
appears more digestible to the world community as it is less picturesque, since no endangered gorillas are involved. Thus, while satisfying the moral needs of activist-consumers of the industrialised world may appear as an effective means for overcoming certain conflicts, this shouldn’t be seen as the best nor only means by which to solve conflicts. Indeed, it often doesn’t solve underlying problems, but simply enables many in the first world to sleep at night. Meanwhile, the people whom they “helped” will continue to suffer the most brutal forms of low-rent exploitation and expropriation. The problem for a place like the Congo is that only two kinds of resources really have enough value to be worth the world’s interest: one is minerals, the other is wildlife. The Congolese people, on the other hand, are only worth 20 cents a day.Although demand has slumped and the price of coltan is now one tenth of what it once was, it’s still being mined in the Congo. Even though they are barely
able to scrape a living, coltan miners can’t afford to stop for it’s still one of the few sources of income for many Congolese. Despite protestations from many companies that they do not purchase Congolese tantalum, it’s still being sold on the spot market, where sources are near impossible to trace. While the demand for coltan may be low at present, many are convinced that this is only a temporary situation; as soon as the markets pick up again and inventories have declined, demand and the price of coltan will once again be on the rise. Indeed, it appears that there are a number of new markets for tantalum capacitors that will maintain the growth in demand for tantalum, the most important being under-hood applications in automobiles. Growth in tantalum demand in capacitors is expected to average 10% annually through to 2005, albeit half of what it was during the boom years. Meanwhile, other new markets for tantalum have been developed, which have the potential to be major consumer
of tantalum in the future, such as computer memory chips and processors.

FINANCIAL INTELLIGENCE UNIT COMING
SOME Government departments are working on a legislation which, if approved, will lead to the establishment of an Independent Financial Intelligence Unit to monitor international transfer of money in the country.
The team working on the law comprises officials from the Ministry of Finance and National Planning, Bank of Zambia, Anti-Corruption Commission (ACC) and Drug Enforcement Commission (DEC).
ACC chief community education officer, Festus Chipungu, revealed this in an interview in Lusaka yesterday.
“The purpose of this proposed financial intelligence unit is to monitor the movement of money between financial institutions and countries so that money gotten through illicit activities can be tracked down in the process,†Mr Chipungu said.
He said efforts had already been made and the proposal was now at technical planning stage.
“When technical specifications are completed, it will be taken to Cabinet for consideration.
If cabinet approves the proposal, Government will then come up with a Bill to seek the creation of the unit through an Act of Parliament,†Mr Chipungu said.
He said the unit would work undercover and gather information on questionable movements of money.
Mr Chipungu said the unit would not duplicate functions of the ACC, DEC and the Zambia Police Service as its operations would be totally undercover.
He said the establishment of the unit would enhance the fight against white-collar crime.
“Most western countries have such units and they have worked well in fighting white-collar crime,†he said.
Mr Chipungu said there are proposals to house the unit at BoZ.
“These units have proven ineffective in countries where they have been housed under law enforcement agencies,†he said.

When it comes to cleanness and proper town planning, we need to be like Mugabe’s Harare city planners who had the boldness to uproot illegal structures from the city. Lusaka is squatter city and it does not even deserve to be called a city. It is sad that Solwezi is also becoming a squatter town. We need councils who will tell people that they can’t just build any kind of building anywhere without following proper standard of buildings. In this age, the Indians and Lebanese should not just be allowed to build what they want to build in Kamwala. In the West, people go to display home centres to check the kind of houses that are allowed in each suburb that is being developed. It is for this reason that we don’t see squatter compounds in the West. Let us grow and wise up as Zambians.

In RSA all security bulbd outside the houses or offices are motion sensitive. They only come up when they sense motion within the designed rsdius. Kalikiliki: A genre of contrasts

RHUMBA music blaring out from seedy taverns – drunken men – women taking turns at mugs of opaque beer called chibuku – some muttering things to themselves while urinating on dry grass beside abandoned buildings.
This is Kalikiliki. As the general activity of the day recedes into the distance, women, girls and children converge around taverns, bars and streets to flog different kinds of merchandise ranging from eggs, bans, fresh fish, pre-packed chicken, small packets of mealie meal known as ‘pamela’ – and in some cases sex.
This description may look like an abstract painting from Henry Tayali’s ‘whirl wind’, but this is life in Lusaka’s Kalikiliki, a sprawling township teaming with over 10,000 people.
To a first time visitor Kalikiliki looks like an overgrown village near the swamps of Lake Bangweulu in Luapula Province, what with a dam named after the township in the vicinity.
In reality Kalikiliki is a genre of contrasts.
Fondly known as ‘Jamaica’ by commuter bus call boys, the township stands out as one of the country’s exhibits of urban poverty, yet Kalikiliki shares its borders with affluent Ibex Hill and Kabulonga suburbs on the south.
This is where you have well-to-do people – talk of Kabulonga.
The majority of High Commissioners and ambassadors’ residences are housed there.
Needless to say, both the first and second Republican Presidents, Dr Kenneth Kaunda and Dr Frederick Chiluba live in Kabulonga.
Although modern civilisation has for many years eluded Kalikiliki in terms of good houses and life in general, residents can still find happiness in the midst of poverty.
Baring testimony to this aphorism is the number of taverns and bars within vomiting distance of each other.
It would appear that with very few church buildings in the area life revolves around beer places.
If you don’t drink beer you will be affected by the loud music and its attendant corollary to incorrigible behavour.
To all intents and purposes, the township has earned itself certain notoriety for decadence.
Like its densely populated neighbour, Mutendere township, this is where children, as young as five years old have either entered bars by themselves while selling eggs and groundnuts or sent by their parents to buy cigarettes or chibuku beer.
When it comes to accommodation you don’t need a lot of money to find a house in Kalikiliki because a two-room house without electricity fetches K30,000 and K70,000 for an electrified one-room house.
It is not unusual to see young men carrying a single bed and scanty household property during the day shifting from one shack they once called home to another.
This is easy transportation where there is lack of money to book a van or taxi to ferry property to a new house.
However, cheap as it may look, the mode of transport does not go without humiliation as along the way one meets children poking fan with derogatory chants, “Bakuka, bathaba nkhongole abo†literally meaning (they are running away from rental arrears by way of shifting to another house).
Where there is poverty crime reins supreme, and it goes without saying that crime is part of life in Kalikiliki.
Though there are freelance pastors who preach to residents from the streets very early in the morning, the gospel seems to fall on deaf ears like seeds planted on rocks.
To show defiance against preachers, all told, recently a pastor was killed around 04:00 hours by night muggers who did not approve of his good work.
Apparently it was after their unsuccessful night that they decided to vent their anger on the hapless pastor who woke up many people with his early morning sermons in the streets.
“There are many thieves in Kalikiliki,†says Mailesi Zulu one of the residents of Kalikiliki.
“They can attack and kill you even when you are coming from relieving yourself in the toilet behind your house.
People do not come out of their houses at night anyhow.
We hear there is a group of three robbers who call themselves by the number 666.
They have been terrorising people around hereâ€
Before a police post was set up in the area two months ago, any kind of crime went unchecked.
According to Zulu child dumping was rampant.
“Before the police post was set up girls and women used to throw babies in pit latrines and garbage dumps.
One was arrested recently,†she said.
Many deaths among children resulting from drowning in the Kalikiliki dam have been reported in the area.
Dumping of dead bodies near the dam have also been witnessed by residents, not excluding gunfire exchanges between criminals and police around the swampy area.
It is only last year when a project was started by an investor to drain the water from the dam to develop the area.
Anything goes, and it is not surprising to hear people shouting “hule – hule – hule†a sign that a woman has been found committing adultery with someone’s husband.

Although the township looks disorderly and unplanned, it has a steady supply of electricity unlike Mutendere and other townships like Helen Kaunda to the west who experience an erratic supply of electricity due to load shedding by the power utility company, Zesco.
When Helen and Mutendere are experiencing load shedding from the power utility company, Kalikiliki remains glowing with electricity in the homes and bars of those who can afford it.
When Ibex Hill and Kabulonga were expanding eastwards little did town planners know that they would give an advantage to Kalikiliki to tap electricity from a distribution network in these suburbs.
So despite its downtrodden disposition, the township can share the trappings of happy life.

ZAMBIA APPROVES 20 INVESTMENT LICENSES
Zambia has approved 20 investment licenses this year with total investment pledges of about 413 million U.S. dollars, Times of Zambia reported Monday.
The investment pledges have a corresponding total employment pledge of over 2,000, according to the report.
Half of the 20 projects are in manufacturing sector while the rest are in agriculture, information and communication technology, service, transport and construction.
It quoted public relations and communications manager of the Zambia Development Agency (ZDA) Margaret Chimanse as saying here at the weekend that “investor confidence is generally on the increase in Zambia as a result of certain strategic initiatives such as the creation of the ZDA and the Triangle of Hope among others.”
Under the triangle of hope, Zambia in conjunction with Japan International Cooperation Agency has developed a business, trade and investment initiative to serve as a stimulus for the promotion of domestic and foreign business, trade and direct investment in Zambia.

SMALL SCALE MINERS AIDED
President Mwanawasa says government will not allow Small Scale Miners to remain in poverty while foreigners take away their wealth.Mr. Mwanawasa said the government will help small scale miners add value to their gemstones.
He was speaking on arrival at Ndola International airport, Tuesday.Mr. Mwanawasa said setting up a Gemstone and Lapidary Training Centre will help small scale miners.He said it was sad to see miners selling their gemstones at a fraction of their true value because they had no added value.
Mr. Mwanawasa urged Zambians to make full use of the lapidary centre and realize the true value of their stones.The president also warned against letting foreigners take over the lapidary centre.
Lusaka, August 21, ZANIS – Speaker of the National Assembly Amusa Mwanamwambwa today seriously reprimanded Nkana Patriotic Front (PF) Member of Parliament Mwenya Musenge for breaching parliamentary etiquette and privileges through his unparliamentary behavior at the National Assembly Motel in January this year.
