Zambia is a model of good governance – Chuma

Go to fullsize imageUnited Nations Development Programme country representative Aeneas Chuma has described Zambia as model in terms of good governance not only to the southern African region but the entire continent.

He says most countries, particularly those that are emerging from wars and civil
strife can learn lessons from Zambia’s viable democratic process.

Mr. Chuma was speaking in Lusaka today when female delegation of local government
administrators from Southern Sudan paid a courtesy call on him.

The delegation is in the country familiarize itself and learn on how women in Zambia
participate in policy formulation, local governance and women networks.

He said due to the country’s continued upholding of peace and stability, Zambia has
now been recognised as an important source of knowledge for the developing
countries.

Mr. Chuma said UNDP has been working closely with the Zambian government on the
country’s decentralization policy and implementation plan to ensure that development
is close to the people as possible.

He said therefore it is important that Southern Sudan began working on a policy
framework on decentralization and implementation plan that will accelerate the
empowerment of women in that country.

He urged the delegation to ensure that the Sudanese government incorporate the
development of a gender policy framework and action plan in the national gender
programme to help address the gender imbalance in that country.

And delegation leader Tabisa Guwang Awok commended the Zambian government for
accepting to willingly share with them the experiences on local governance,
community participation and gender empowerment particularly on the fight against
HIV/AIDS.

She admired Zambia’s institutional arrangement and government commitment in the
local governance system and gender programme.

Ms. Awok said women in Southern Sudan were eager to be part of the development
process of that country particularly on formulation of policies that will enhance
the participation of women in decision making at all levels.

The delegation has over the past five days exchanged views with senior government
officials, Local Government Association of Zambia, representatives of
non-governmental organizations and international development agencies.

Currently Southern Sudan is embarking on the processes of reconstruction,
rehabilitation, reconciliation and reintegration and this requires the strengthening
of capacities of the different levels of governance in the country.

Provision of basic services particularly in rural communities, is still a major
challenge to the two-year old government in South Sudan.

The protracted civil war which was ignited before independence in 1956 had
devastating effects on various social, economical and political aspects of life in
Africa’s largest country.

He doesn’t even realize that his driver lives in Chibolya compound and only eats one meal a day.   3. Jose, Chuma is NOT from GRZ so his praise can NOT be classed as self, he is speaking as a UN official. I wouldnt claim to entirely agree with him, and he hasnt stated why he thinks so.
    But obviously i do not think we need food hand-outs for us to endorse Levys govt. so if you are full you would then tick off the govt as good?

  5. Good governance? Perhaps. But go to Ng’ombe compound in Lusaka, a literal stone’s throw from my mother’s place in Chudleigh. I don’t think they will have much to say about good governance at 4.30am as they queue for water.

    Political mud-slinging reminiscent of playground quarrels, mismanaged government agencies, missing donor funds and latest model Land Cruiser VX, Pajeros and S-Class Mercedes Benz at the expense of the Zambiam people.

Did you hear what Dr. Manda said on Radio about Luanshya Mine Hostipal. How can patients travel all the way to Lusaka when a competent hospital is at their nose to make it worse these are ex miners.     THE OASIS FORUM MUST BE CONDEMNED BY ALL

    THE inconsistencies displayed by the Oasis Forum over the process of adoption of the new Constitution must be condemned by all because their action is an affront to the democracy they so much speak about.
    There comes a time that a nation has to come to grips with itself, shed off the cloak of selfishness and individualistic approach to national issues and serve the people it claims to represent.
    It, therefore, boggles the minds of patriots why the Oasis Forum, which has been completely embraced by Government as a member of the civil society, an important cog in the implementation of the much-cried-for new Constitution, that it should start shifting goal posts and the whole Government and State machinery should grind to a halt because of inconsistency.
    What does the forum truly want when one day everyone is moving in synchro and everyone is in agreement and the next day, there is something seemingly very wrong about a process they have given a thumbs-up?
    The Oasis Forum must realise that it is not the only stakeholder in this process and, at this point, when the NCC Bill is in the process of legislation into law, they decide they want it out by making unnecessary demands. What the Forum does not realise is that it risks being left on the way side and made unnecessary, and the nation will move on without them.
    Only a few days ago, the Oasis Forum was proclaiming that about 75 per cent of its input to the Bill had been included. Today, they claim they have no trust in the process of lawmaking because they are not privy to the document.
    The true mark of democracy in this regard was seen when the House, except for a few Patriotic Front MPs, unanimously voted for the NCC Bill which has gone through second reading and that should be convincing enough that the paper has credence.
    Please let us leave enactment of laws to MPs. They were elected for that sole purpose by a more representative process in parliamentary elections, just as issues of lobbying of Government should be left to NGOs and pressure groups.
    And as this historic process is sealed, posterity will harshly judge those that want to be seen to having to sabotage a very well-meaning gesture.

    If you compare with other African countries, you would agree with this guy that (as far as democracy is concerned)Zambia under LPM has good governance. Just ask any Zimbabwean, they would tell you.

    I AM compelled by my conscience and duty to comment on the Post Newspaper headline of Wednesday August 22, 2007.“If You Can’t Afford School Fees, Don’t Bear Children – Levy”

    I read the lead article over and over in order for me to understand whether what His Excellency the President stated was in line with the interpretation.
    And on Page four, the President is quoted as saying, “My provincial chairman, you have talked about the fees that are being charged by the schools. I would like it if I could get more details on this: which schools are charging school fees and we know schools have been allowed to charge PTA charges and in this case you know what that is used for”. President Mwanawasa said.

    It goes on further to state “The fees in essence the money does not come from Government. I ask you that any parent who has a school child should be in a position to pay a little which is called PTA.“I want to encourage you to plead guilty to poverty because if you are so poor that you cannot afford to bring up children and put them in school, then don’t have children because the next thing you will be saying is that we cannot buy clothes for these children”.

    The Government through the ministry of Health and in collaboration with the cooperating partners, UN agencies through a consultative process came up with the 5th National Development Plan. Childbirth is a product of planned sexual activity. Couples therefore who are aware of the natural consequences of sexual intercourse should plan for the outcome of such activities.

    In our communities, through tradition, communities planned their families by observing certain traditions for example; the breast-feeding mother was encouraged to breastfeed for at least two years. The husband was encouraged to take a hunting expedition for sometime. Now clearly the issue of hunting expedition is inappropriate in this era, but even science recognises the need for the mother to breastfeed for at least two years. This will allow the mother to regain her strength following the trauma of labour and its attendant risk.

    The spacing of pregnancies has beneficial effect also on the other existing siblings, as they are able to have the emotional and psychological support from the mother and the father.

    From the economic point of view, the couple is able to plan for the upbringing of the children in terms of schools and general support.Zambia like many developing countries have realised that the birth rate that exceeds the economic growth is a recipe for perpetuation of poverty. Therefore in order to balance between birth rate and economic growth, the ministry of Health has put in place free reproductive health services whose objective are:
    To assist couples with relevant information on reproductive health services, which include information on contraceptive, be it oral or injectable, other family planning services and the services available include, antenatal, post natal and free health education on nutrition and immunisation of the new born child.

    Having realised the high poverty levels, the Government of the Republic of Zambia under the able leadership of President Levy P Mwanawasa. SC, has instituted the abolition of user fees in 54 of our districts in rural areas, provided free ARVs knowing the high prevalence rate of HIV and AIDS in our country, provided for an increased sponsorship to train more health workers and gone further to institute a rural retention scheme, to improve on infrastructure and equipment in our health facilities etc.

    Anybody who cares to analyse the President’s statement surely will appreciate the reminder from His Excellency the President as the father of the nation of the need for each individual family to plan not only for their lives but also for the lives of their unborn children.

    The issues of extended families, a good social security has received serious strains in recent years. This extended family system can therefore not be relied upon to provide the necessary support for the many unplanned children. What then is wrong with the President advising the nation to utilise the services in place to assist citizens to plan their families? Can surely such advice be considered as arrogance? It is my considered view that it is not and should not be considered in that manner.

    The problem that I see in our country is that we as citizens seem not to appreciate a person who speaks the truth and yet we all know that the truth builds us all.
    From the health perspective I would like to advice couples to plan for their families, to plan for the spacing of their children, so that economically and health wise they are able to offer the best for their children.

Zimbabwe is in a mess because Mugabe respects the sovereignity of zimbabwe as a freely elected democratic govt and has fought to protect its rights and freedom and wants to make sure that ECONOMIC slavery through imperialistics ideas of the West are not tolerated. He believe that zimbabwe is able to take care of itself and not let the west through IMF and World bank control their resources and economy, that is why they’ve wrecked his country and demonized him in the press. Why do you think SADC countries support him even in his situation, because they know USA and UK destroyed his country and not him. (2). White people will tell you Zambia is a model of democracy because they own this country. They’ve bought our mines, we own less than 30% of our own country. The whole SADC region is laughing at us.
