Ministry of health probe on track- Investigators

The three law enforcement agencies involved in the investigations at the Ministry of Health say they are saddened by a report in one of the tabloids stating that some Anti Corruption Commission (ACC) officers are frustrated by the manner in which the investigations have been progressing.

ACC Acting Director General Rosewin Wandi says the three law enforcement agencies consisting of the Zambia Police Service (ZPS), Anti Corruption Commission (ACC) and Drug Enforcement Commission (DEC) are working smoothly as a well-coordinated team.

She was speaking at a press briefing in Lusaka today.

Ms. Wandi stressed that, whatever the source referred to as hijacking the inquiry, was not correct, adding that all the three agencies have well-defined responsibilities and an important role to play in the investigations.

She said the joint command has so far made substantial progress, adding that more arrests and additional charges will be made.

Ms Wandi further said, the investigating officers clearly know that communication of any information relating to the on-going investigations has to be done through the established channel of the joint command.

Speaking at the same occasion, Commissioner of Police, Graphael Musamba said members of the general public should leave the investigation to be carried out by the three agencies, for them to do their job.

  1. But Kapoko has the right to bail, there was never a time when he ever wanted to run away. Some of us who know him, know that he was always available when called upon by the police. He was always there in the presence of his lawyers. Unless there is another planet from where this is happening also. The man is innoscent til proven guilty. We all know that. Suppose he comes out clean?

  2. Hope the stolen money will be recovered. And please no protracted court cases where only the lawyers get rich and no stolen money goes back to Zambians.

  5. Commissioner, the Zambian public having been sitting on their hands, for too long, while the leadership run the country aground. Half of you guys have no idea what your job descriptions are, apart from blubbering.

  6. what we want is to see all the thieves brought to book. Whether MMD, PF, UPND, Kapoko, Miti Maureen etc. Let us warn you that we will not accept the out come if it ends only at Kapoko. This is because there are so many people involved , it WAS SANGWAPO!!!!

    we want to see these guys behind bars….now, u want to put them in government once again, think again before you cast your votes.. These people have put our beatiful country into beggers… let not put these criminals again in power…. leave you peolpe,,,,am busy with research degree…

  8. The POST reported a fictitious friction among the investigative wings, i thougt it is just sour grapes on their part. They like to be the ones exposing scams. Reason 2 could be that they want to potray the investigators as unserious to consolidate their own case. Something to use in pleading innocence in their own corruption case at ZA.

  9. P.O.S.T are exhibiting sour grapes syndromes as they have ceased to be the chief exposers of corruption. Not suprisingly they are now on the side of ‘the corrupt’, their job is simple: attakinvestigating officers.

  10. The Post should continue updating us on the progress so that the Zambia Mpombozi do not file the case file. Remember they first said they needed Bwezani’s authority to institute investigations instead of doing their job. I CAN SMELL A ROTTEN FISH.

I don’t know who to believe anymore.There is something fishy really going on.I don’t think the police know what they are doing or who they are working for whether it is RB or the Zambian people.RB is slowly turning the scene into a showdown-so he can prove something???To who??? Does this guy even know the full scale of the economic meltdown? Just how many enemies does he have and want to bring down?How does he ensure that all ministries are running smoothly if half of the time he is out of the country?What sort of law enforcement is there if they are remotely controlled by the president.Maybe he wants to avenge Dora’s resignation but for what?

  12. Tabloids must not saw seeds of confusion in this matter by creating a cartel of sacred cows. RB’s greatest asset is to refuse thus far to govern according to these tabloids. He is certainly bringing back the idea of one legitimate government. The civil service and all those that are intelligent must patiently wait for transparent investigations and give support when he begins to deal with politically sensitive hot culprits. A new political grouping of two tribalists must not sway the the resolve we have come to trust.

  13. # Chachine, It took 10 days for the law enforcement to net your cousin Kapoko after being released.He was being hidden at his uncle Sata’ property as a launch pad to run away from Zambia.It took the use of ‘track one” US acquired covert mobile technology to net him through a phone he made to his uncle Sata for instructions.This chap must be subjected to treason interrogation ways for 14 days around the clock.Make see the sun only when going to court for those few hours.Hand him to a special unit of treason cases interrogators.Denature him he he has committed crime against humanity.No bail for him but intensive interrogations in absolute isolated interrogation site.

  14. Its funny how the focus is on Kapoko, a human resource department worker. I don’t see how donor money ever touched the Human resource department. This simply means this man had a connection with the accounting department and/or the permanent secretary who receives all the money the ministry receives. This Kapoko guy is just a small fish in this huge scandal and i think these investigating wings are trying to divert the attention to save some big names. I agree with the story that was in the post yesterday about the police hijacking the investigation and coming up with charges when they are not ready to prosecute yet. I do see some acquittals in this case, and it will be sad if this just ends on Kapoko. There are big names in this scandal that we wont hear about.

  15. Judge not lest you be judged. Government is a funny place. People are put under pressure to do things they don’t want or to turn a blind eye. #17, you’re correct about Kapoko being a small fish, but it will be interesting to find out how much both MMD and PF will burn because of this issue – everyone’s too vocal and trying to place blame instead of looking at the deeper problem! Heb 12 talks about a time when God will shake world systems. It’s God’s time and his light will shine on all wrongdoing to reveal in Jesus’ name.

  16. Its not just the investigations we are worried about, its the time it takes to investigate! Thats the problem with our investigative wings. Evidence will vanish soon. Wake up and do your work. So much talking, ala!

  17. There has to be a scheme in government that rewards whistle blowers within ministries. That is the only way to curb corruption.
    For every suspicion of corruption that is reported by a govt worker to the ACC or DEC, the officer should be rewarded with a substantial amount of for example, K5m, if it is indeed proved that a corrupt practice has taken place.
    An even bigger reward should be given, if the amounts involved are significant, like in the case of the K27bn scandal, e.g, K20m reward to a whistle blower would change the attitudes of govt workers overnight, if such a scheme were put in place. A payment passes through several officers – PSs, accountants, financial directors, auditors, cheque writers – I am sure officer at any of these levels should be able to detect wrong doings!

  18. Throw them in a cage so that they are added to tourist attraction sites and no more single sourcing prosecution lawyers.
