POLICE say investigations into allegations sexual abuse at Lilayi Police Training College have stalled because no one has turned up to give evidence.
Police assistant public relations officer Levy Lilanga said in an interview yesterday that lack of complainants coming up to testify is negatively affecting the investigations.
“No victim of the alleged sexual abuse has come forward to help with investigations and this is what is affecting the investigations though they are ongoing,” he said.
He appealed to victims of the alleged sexual abuse at the police college to come out in the open so that the truth is known.
Mr Lilanga said that once the victims turn up, then investigations would go on smoothly and the truth may be known.
Recently, Minister of Home Affairs Stephen Kampyongo said Government had instituted investigations into alleged sexual abuse.
An unnamed retired officer claimed on social media that he slept with hundreds of female police trainees.
Mr Kampyongo said he had continued receiving queries and phone calls regarding the claims, adding that allegations and innuendos that were being peddled concerning the alleged sexual abuse at the police college were meant to destroy the credibility of the police training college.
He said that it is surprising and dramatic that someone can come out in the open and confess to be a molester and abuser.
“We shall get back to the public and inform them about the outcome of this investigation. And we are not going to spare those behind the wrong if it is found to be true,” he said.
That’s a bit of progress that its even being recognised as sexual abuse. In Zambia this is largely regarded as “normal” in army, police, secondary schools universities etc .
Some females joins for that reason. Its like working for airlines.

This is not sexual abuse. It is corruption. Those PF women cadres are not fit to be cops and their instructors know that. That’s why they are demanding pay-off in sexual favours. These PF women should not be at Lilayi in the first place. They are paying before playing the game.
Give victims amnesty. Secondly Zambians are still shy about disclosing such experiences to the public. Find an alternative otherwise the Command at Lilayi might have warned victims. Lastly, suspend the Command if you want to succeed otherwise its a failed exercise

The defensive undertone in Kampyongo’s statement will make it difficult for witnesses to come forward. Fire Kampyongo!

Change the strategy. The environment is not conducive. Witnesses are worried about victimization and ultimately losing their jobs…
Sexual abuse happens everywhere except that people hide it.There’s nowhere in the world where people do not have sex.The only difference is that some people have sex with wrong people.
LET C5 OR ANOTHER INVESTIGATIVE INSTITUTION TAKE UP THIS CASE. IT WILL BE UNPROFESSIONAL AND UNETHICAL FOR THE POLICE TO HANDLE THIS CASE. SIMPLY BECAUSE IT INVOLVES THE POLICE THEMSELVES.
Police must INVESTIGATE and not wait for some victim to come through. Will that be an investigation or a report from the victim? Victims fear victimisation. It clear even Katongo’s talk is intimidating victims. She knows what obtains there having passed through there. In fact she could be one of the victims who is not coming through. So let the POLICE investigate and come up with victims and perpetrators whom they should then summon and interview. Not this the business of “ulinali na suspect” – this is not investigating at all. And stop trivialising the matter so that when we see a lady police officer we should not be saying “so banapitamo kudala ba boss”.
Can the retired officer name the victims thats when the pandora box will be openned.

The government knew that no employee could dare the force. Find better way to cleanup and not rush to close the inquiry.
