The Lusaka City Council (LCC) says it has launched a

campaign to educate school going children on the dangers of early alcohol intake and other bad vices.

LCC Assistant Public Relations Manager, Habenzu Mulunda, said the council has started going to learning institutions to provide pupils with information on dangers of alcohol abuse with a view to helping stop the vice.

Mr Mulunda said in an interview with ZANIS in Lusaka today that the council is, among other things, giving motivational talks to pupils aimed at helping stop alcohol abuse and concentrate on school.

He said the move is in line with President Rupiah Banda’s directive for the councils to reinforce by-laws and stop under-age patronizing bars and taverns.

He also said that council police have continued monitoring bars and taverns that are abrogating the laws by allowing under-age patrons and opening before stipulated time of 10:00 hours.

Mr Mulunda said the LCC sends out patrols to ensure that bar and tarven owners abide by the laws and open from 10:00 hours and close at 22:00 hours and do not allow under age patrons.

Mr Mulunda said the council has received a number of complaints from the public concerning these issues since the directive was given last month by President Banda, and thanked the public for their positive responses.

He said the council has received particular massive response from residents in Kabwata and Luangwa Compound in Garden who have tipped the council on illegal sale of alcohol in the areas.

Mr Mulunda said under the Liquor Licensing Laws, it is illegal for individuals to sell beer without a liquor license, adding that it is also prohibited to sell beer to under-age children.

He said the council has reprimanded some and also moved in to close other bars and taverns for committing different offences.

Mr Mulunda has reiterated the council’s commitment to close down flouting liquor businesses, especially during the long weekend.

  2. Bars close at 22… ok……yes please educate them… ukwangala takupwa… its even better when u independent with your own sheets….Under 18s should never be sold alchohol… infact the person who sells them must pay a fine

  3. Huh…walai,,,,, have u noticed that that boy has urinated in his pants?…is that what u used to do when u were at school?

  4. DAISY BAY BAY..THATS A TRUE POINT..THE THING IS THAT YOU CANT STOP KIDS FROM DRINKING..THE MAIN AIM SHOULD BE TO PUT STRICTER MEASURES ON THOSE SELLING THE BEER.. MOST COUNTRIES AND EVEN JUST THE UK HERE.. ITS WILD.. EVEN FOR ME WHO LOOKS OLD ENOUGH THEY ASK ME FOR ID TO BUY BEER… AND THEY DONT CARE WHETHER YOU HAVE BEARDS GROWING OR NOT

  5. But imwe ba council, even the bar tenders are under 18 themselves. Where is the sensibility? And besides, where have you been all these years when the opening hours of bars and tarvens have become earlier and earlier until placs like Ng’ombe have all night bars?

  6. Charity begins at home. If the parents drink, chances are children will drink at an early age. Good luck LCC.

  7. Walai.

    How are you lelo.

    Lusaka.

    How is work?

    Daisy,No doubts you are fine.

As for my friend pa pic find something to do beer will never take you anywhere.

    Woman of Substance.

  8. Once a monk, always a monk. Ba-Habeenzu Mulunda, I am greatly impressed by your progress following “LCC Assistant Public Relations Manager, Habenzu Mulunda, said the council has started going to learning institutions to provide pupils with information on dangers of alcohol abuse with a view to helping stop the vice“. I hope I am not mistaken.

Please, keep shining as an example in this world of frustrated individuals who fundamentally drink alcohol too much. Your work by God’ grace is a noble one and I can only write keep it up by performing at LCC as you have indicated.

Be blessed and see you soon, by God’s grace.

As for the drunkards and alcohol waterloos, please abide by laid down laws. To the children, please do the right things.

  9. Daisy-am sure this boy drunk kachasu for him to have a wee in his trousers. And these illegal brews dont even have a closing time.It closes once one is done & taken on a wheelbarrow lol

  10. At this juncture, I thank the President Rupiah Bwezani Banda for the “He said the move is in line with President Rupiah Banda’s directive for the councils to reinforce by-laws and stop under-age patronizing bars and taverns“. Sanity must be brought to all characters who are encouraging laziness in Zambia.

Just to register solidarity to M(r)s Masebo, I really liked your “I am not driven by fear but by what I believe to be right. Anybody who has worked with me will vouch for me.” As indicated in the POST is good principle. Let your Keep Zambia Clean Campaign yield positive results in the wake of the alcohol business clean up that LCC has started doing.

Have a blessed day all and until the next time!

  11. #11-u are very right.what good do we see in this boy? nothing. he would have done better buy having a nice cool soft drink.

  12. The scripture says “Wine is a mocker and strong drink is raging, he who is deceived by it is not wise.”
However, note that the Bible only condemns drunkenness but not the consumption of strong drink in itself. So it is all about responsibilty. Yes LCC, please take the responsibilty and educate the children.

  13. Greetings Matworld, the problem is not with drinking beer, it is because some people don’t know when to stop. That’s when you end up like the fellow above.

In his first miracle, Christ produced 700 litres of wine. The wine must have been strong because the guests recommended it saying “every host serves the best wine first and when the guests are drunk, that is when he serves the bad wine.”

  14. Ba Dugan.

Thanks my dear. You know what? I really spend much of my time analyzing some of the things that we do as human beings, and drinking beer is one of the things i have spent my time pondering about.Too all the pipo who drink, please don’t crucify me iam not judging you neither Am I condemning you,but just spent some time to think about the benefits that you get in beer and the conquences,if you find that the benefits are more than the conquences then please iam begging you in Christ Name don’t stop, but If they are less than the consequences then iam also begging you in Christ name think twice,Iam saying this not becoz iam perfect no,but this is a friendly advice.

    Good day my beloved friends.

  15. 9Chale
The problem is starting in the first place. Why start to drink the beer? Simply because it is there?

  16. Nice Chale .

    Greetings to you my brother,

You are right my brother,I like the points you have raised,Those who drink they don’t know when to stop that is very true, the Bible has also emphased on that one,The Bible says Do not drink in excess.

  17. Zambians confuse needs and wants. Beer is not a need it’s a want that doesn’t bring any tangible benefits just temporal ego flattery. Theres nothing wrong with drinking it in moderation , the problem lies in the people that drink it to drown their organs or marinate their insides. I think people in zed drink a lot to drown problems and frustrations, but what I don’t understand is why drink your problems away when they will be waiting when sober. It’s amazing to see how much alcohol destroys people I have cousins younger than me that look way older and some have the ‘shakes’.

  18. Children of the Most High God.

Good night.Let me try to do something otherwise I can end up being like the guy on the picture.

stay blessed and peace be with you saints Ha ha ha ha ha ha ha ha ha ha ha!!

  19. #20 Lusaka that is why we need to educate the youths. They must know that beer is not the only beverage there is. That is better than prohibiting consumption with laws.
As for adults, everyone should be able to choose what is right for them. This is what makes out human freedom. As Paul said:
“I am persuaded by the Lord Jesus that there is nothing clean of itself: but to him that esteemeth it unclean, to him it is unclean” and again:
“For the Kingdom of God is not meat and drink, but righteousness and peace and joy in the Holy Ghost.” Roman 14: 14, 17

  20. Before I go,allow me to give enough rest to my man.Iam sure everyone has got someone he/she likes in terms of comments,as for me. Slumdog Shalapungu is one of my top five.

    Slumdog Shalapungu.

You have just spoken of my behalf, that is what i tell pipo who give problems as an excuse for their careless drinking.

My dear Slumdog Shalapungu you are great.

Good night may the Lord add more wisdon on you.

  21. Nice Chale.

  23. The government needs to strengthen the by law or is it the local councils that need to. They must make it mandatory to have ID when buying alcohol, and no one can say they wont have ID because in Zambia you must have an NRC when you are 16 years old. They must make sure that they fine the bar owners that sell alcohol or allow under age patrons in their pub bars and/or clubs. On top of that i think opening bars at 10:00am is not a good idea, in the Kaunda era all bars couldn’t be opened before 2:00pm. I don’t know when they reduced the time. People can’t start drinking in the morning, what time will they have to work? This should also apply to smoking in public places. Smoking under any roof should be illegal including bar and peoples cars with infants on board!

  24. I don’t think that LCC will do that. If you think so .. how will they implement their action? How will it work while street vending still going on despite of comodity NOT fit to be sold in streets. That LCC man is just raising high expectation as nothing will happen thereafter.. LCC stop cheating people in front of camera, media etc..

  25. Ba council muladabwisha,so if RB didn’t give a directive you wouldn’t have done anything? no wonder mwalichelwa.most of these chaps come from broken homes and they are authority unto themselves.very soon some of the public service workers who went on strike will find themselves on the street as you goverment seems to embark on vengeace and eventually they will start putting lotions on the table of their teenage daughters.what do you expect? And every man with a wallet nowadays is looking to a school girl for that steamy sex.because abakulu nabadulu.rent for the house, transport to and from work, problems in the familyyou have to subsidise, talk time ni 20 pin.but ka school gal ni savana 5 na talk time 10 pin.elo kachili fresh na pa bond kekala umufyashi crunch yalimwikata.bwafya kanshi?

  26. meant to say they will start failing to put lotions on the tables of their daughters as your goverment embarks on vengeance pruning those public service workers who went on strike.

  27. Hi Matworld#7 – Thank you for the greetings

Apparently in Zambia the motto is – Save water, drink beer

  28. I remember a friend told me there are places where they make sure you tie up the the bottom part of your toloshi before nwe. Notice how tight the toloshi is at the bottom you are meant to carry it with you and not leave it behind LOL

  29. matworld my friend.. sorry voyi.. was out with my girl.. ya its a job with this woman i have. but u were hiding yourself/.. yesterday you did not even comment on any story whatsoever.. i am sure you are busy with school.. please read hard my dear friend.. we know you can do it.. Zambians are always pa top.. even here we are representing bad kind.. hope to meet you here tomorrow.. its true about the drinking.. i used to drink carelessly in my school days but atleast i could control myself..now i drink occasionally.. its also to do with growing up sometimes..so these kids drinking they will grow up but the only problem is that not everyone comes out of it.. some continue drinkn badly and waste their lives..as the famous saying in zed goes.. “if beer is not in your blood then pliz dont…

  30. the scary thing is that that guy in the picture might end up being a minister..really scary..any way atleast all the chakolwas would know that they would be getting some free drinks.. awe but vinamu fwapa mufana.. azitundila even! awe i pity the mom

  31. Hahahaha…ba LT kwena picture mufwantile pamulu iya mu guys nakolwa yansekesha sana.It dated me back to those when i was in zambia when we used to go pana malama apasangwa ubukali.I remember seeing the punters of pana malama drinking “kancina” crying while swallowing the sip of kancina. All in all i don’t think the guy on the above picture is a pupil!

  32. Ha! ha! fopo aka mu boys that should be lutuku or imbambe bane, kachaso yalikwatako ka respect panono atleast you can remeber your shoes and you only wee in your pants after 1 standared bottle.i just hope be L.C.C will do it this time

  33. I DNT THINK THAT GUY IS A STUDENT, ANYWAY IM FROM NGOMBE WE ARE STILL DRINKING, CHEERS! TOMORROW MORNING AGAIN

  34. i will organize a good lawyer for this Chap and will go for a MEGA LAWSUIT against LT for defamation and assasination of character

    lool..:)

  35. Why should LCC educate pupils in schools (who are not drunkards)? I was expecting them to educate street kids like the one on the photo. I think something is wrong in Zambia. Wrong priorities all the time.

  36. DRUNK KIDS ARE ON THE STREETS AND NOT CLASSROOMS. USE THAT MONEY TO CREATE JOBS FOR SCHOOL LIVERS AS WELL AS GRADUATES AND THERE WILL BE LESS NUMBERS OF DRUNKS ON OUR STREETS. BETTER STILL PAY NURSES IF U DON’T KNOW WHAT TO DO WITH UNPOCKETED MONEY.

  37. the problem of alcohol abuse is a world wide one.if you want to reduce alcohol abuse find things that’ll keep the youths busy:build some football fields, parks and th9ngs like that .right now the only places youths have to recreate in are bars and tarvens.what do you xpect?

  38. I like the directive the lusaka city council have undertaken ,of going in schools to educate on the dangers of alcoholism and other off the counter drugs . however education and sensitising alone won’t do any good ,to the Zambian youth and society at large . My suggestion is that recreational facilities will be an added advantange ,to the young people . For instance even here in the usa , I am always carded each time I ask for a beer in the restaurant ,and the rules are taken seriously ,why not do the same .in our Country ,this will ensure a healthy future for our Zambia .
