RB concerned with the slow pace at which the NCC is operating.

President Rupiah Banda is concerned with the slow pace at which the National Constitution Conference is operating.

The president has since called on delegates to make sacrifices and complete deliberations on schedule.

He says the twelve months given to the NCC expired and he has given the conference another four months in which to conclude its business.

Mr. Banda was speaking during the ceremonial opening of the fourth session of the Tenth National Assembly in Lusaka on Friday.

The official opening of parliament has been brought foward due to a change in the budget cycle.

In this session the house will debate and approve the budget to be implemented from January to December next year.

During the same address President Banda directed the Ministry of Local Government and Housing to abolish crop levies charged on farmers by local authorities.

Mr. Banda said levies cause problems for farmers in marketing their produce.

He also said government is rehabilitating silos countrywide to ensure crops do not go to waste due to inadequate storage facilities.

And the President said the fight against animal diseases will be strengthened next year.

He said disease control zones and breeding centres will be established to promote the livestock sector, which is essential for food security.

President Banda also announced the formation of a team of eminent persons to spear head planting of trees to curb deforestation.

The President says the team will be headed by First Republican President, Kenneth Kaunda.

Mr. Banda also said government has started revising the forest policy to deal with the high rate of deforestation.

He said issues concerning the environment and natural resources can have a negative effect on Zambia’s achievements if not properly handled.

Mr. Banda also said government will present to Parliament a bill aimed to enhance conservation of wildlife.

He also said government will revise the national water policy.

  1. Mr. President, Commander in Chief- You hold the power to set the deadline for NCC. Your role is to command so can you please step up your game as you have done in other issues. These are not rocket scientist who have to come up with formulas. Most of these tasks are pure logic and common sense. If you seek my expertise please contact me and I can wrap this up in 24 hours.
    I commend all the ideas but what good are they if only on paper or word of mouth. Roll your sleeves and let us get to work. Yes we can!

  2. RB ensure that tree planting is a priority. In some places deforestation is a serious problem and Zescoand Local Govt Ministry should be made partners. The other things are usual political talks year in year out.

  3. What is RB talking about. NCC is a money generating project for CB and the likes and they will do everything to ensure that its mandate is extended even beyond 2011. As long as RB does not pay PAYE he does not feel the pain.

  4. We are always wasting money in zed. NCC has been going on for years and yet other countries have had their constitutions done within a short period of time. these guys are just thieves who want to be rich out of ncc. May be they need to ask Bob down South for help.

  5. One must be a die-hard enemy of President Banda not to see the vision in this speech. Obviously it is totally unreasonable for an opening of Parliament speech to mention all the issues at stake. The speech has to do with what will be the government’s program of legislation during parliament sitting. The President will announce government intentions that will cost money in order to prepare for budget debates. This speech is the best speech I have heard in 20 years! The delivery may be uninspiring, he is no orator, but the substance is worth a ton in gold. It has addressed ALL the major issues. Mpombo is behaving like the opposition. MMD must get rid of him now. Thank you, your excellency!

  6. One of the most interesting documents in history is the United States constitution. The original document was drafted by only 55 delegates from 12 States! Not all the delegates approved of everything but it is still a remarkable document. Inspite of the difficulties of travel and technology in th 18th century it took just about a year to draft this constitution. What a shame on Zambians!

    Can you enlighten us on the rate of growth of the Zambian economy vis-a-vis the SADC countries average as well? I am sure other blogers would also like to know. Much obliged.

  11. RB does not have a program and the man does not know what he is talking about. Kunda will continue manipulating him. RB is insiting that the extension is only four months and he does not even tell us the effective and end dates. Kunda says the extension is for 10 months except some months have already elapsed. Again he is not telling us the effective and end dates. These people are so craft. They just want to continue fundraising for their pockets through NCC.
