President Rupiah Banda has reiterated his government’s determination to develop the road infrastructure in the Western province despite the bad terrain in the area.
Speaking on arrival at Kalabo air strip this morning president Banda told hundreds of Kalabo residents that his government will ensure that the Mongu-Kalabo road is worked on.
He said although some remarkable developments have taken place during the MMD administration, he was not satisfied adding that government will work hard to continue developing the area.
The President has since directed Finance and National Planning Minister Situmbeko Musokotwane to find money to commence the construction of the Mongu-Kalabo as soon as possible.
“The Minister of this province has said there is a lot of development that has taken place here but we are not satisfied and we would like to do more. We are determined to provide people of Kalabo with good roads,” he said.
President Banda said once the Mongu-Kalabo road is in good condition, it will be easier to link Kalabo to Angola by road.
The President also called on the people of Western Province to remain calm in order to create an enabling environment for social, political and economic development.
He said development can not take place in the absence of security, peace and stability.
Mr. Banda assured the people that government will also build more schools and health facilities in order to improve the education and health standards in the area.
He said government will also ensure that it creates a lot of employment opportunities for Zambian youths.
President Banda who is in the Western province on a two-day working visit is accompanied by Finance and National Planning Minister Dr Situmbeko Musokotwane, Works and Supply Minister Mike Mulongoti and Tourism Minister Catherine Namugala.
He was received on arrival at Kalabo airstrip by Western Province Minister Mwapela Sikwibele, Works and Supply Deputy Minister Mundia Ndalamei, Western Province Permanent Secretary Ekanuke Noyo and Seth Muleya and other senior government and MMD officials.

ZAMBIA LAUNCHES A THINK TANK
They have launched the Zambia Institute for Policy Analysis and Research (ZIPAR), a semi-autonomous think-tank established to meet the need for capacity building in economic policy formulation, monitoring, research and analysis.
Speaking at the launch during the first annual national development conference, Dr Musokotwane said the organisation was formed as a result of little and sometimes incoherent contribution from professionals and academicians to economic development.

He said it is the desire of Government to make economic policy management an inclusive process and that a semi-autonomous think-tank is well poised to provide evidence-based policy advice and undertake consultancy services to the public and private sector.

Development of roads in Western Province is a good venture as it will connect Western Province to the rest of Zambia and is a gateway to Angola which is experiencing an economic boom.
Western province in the wake of Angola’s economic boom cannot and should not be ignored as it is a sleeping giant that can link Zambia to Angola’s market. This is why I support the construction of the road in Western Province. Yes the road is not included in the budget which is why the president directed the Minister of Finance to find money to fund the project. The PPP (Public Private Partnership) was just launched and this can be a way to carry out the project. Another way will be through the international financial markets if/when Zambia gets its sovereign rating.

The truth of the matter is that both the incumbent and the aspiring president’s are useless material. Sata has had his chance but failed, he was in govt with KK and Chiluba and what did he do? He was a major player in Chiluba’s government and was the force behind the third term bid. He was fully aware of Zamtrop and was in bed with all those who are serving time for corruption. How short are our memories?! The tradegy is that people have been forced to support the old fool because MMD with RB at the helm is so poor. Well done Namakando, you managed to make RB visit Western Province! Otherwise he will have been out of the Country again this time to the Summit in Trinidad. In fact we should be commending Namakando’s bravery because he made this happen, but I can see there is little mention of him with regard to this visit. He is already a forgotten man. Any way what matters is whether the visit will yield any thing at all and should it take complaints from a provincial party head jilt RB into acting, hasn’t he got his own gut-instinct given the fact that he was beaten hands down by Sata, until the Western Province came to his rescue. Without the Western Province’s votes RB would have never sat in that, “Sweet Chair” in State House which FTJ loved so much. 2011 will be different!
It may be right to say that for the first time in Zambia, we have a President who is hated purely from a personality point of view and not for policy. Study RB’s policy on every issue that has assailed this country since independence and in the just over one year that he has been in power, he surely passes by full marks! Zambians will rue the day when this man is gone. He is damned if he does, he is damned if he does not. No one knows everything about Zambia, even if they are the President unless and until they travel. But when the President is coming, the goody 2 shoes will make sure that he only sees what he will like! Perhaps, he should travel incognito and make unannounced visits. The Minister of WP tells him “good news” but he is right to say, ‘I am not happy.’
The President makes policy but he cannot fulfil everything on his own and by himself. He appoints ministers, permanent secretaries etc to carry out those policies. If the Mongu-Kalabo road is bad, surely where is the Deputy Minister of Western Province? That IS HIS job! But the President’s hands are tied because he can only appoint ministers from the MPs in the house and a few nominees. The MPs are elected by the people. When he fires some of these inept fellows, they go around sporeading rubbish about him, making him even less popular. The President’s popularity depends on his appointees doing THEIR work.
Dr KK had bad economic policies and he drove the country into poverty. But he had great personal charm and charisma that he charmed the socks off the Zambian people. Dr Chiluba had good policies on the economy but none on corruption, and yet he too charmed us. In actual fact had Chiluba not gone for the 3rd term bid, we would have never known about ZAMTROP and we would still be singing his praises. The late good LPM had excellent policies on corruption (but selective) and the economy (inherited from FTJ), but the manner of his “annointing” left a bitter taste in the mouth. Soon people warmed up to him and forgot about the ‘family tree’ that he planted throughout the diplomatic world. As a farmer, RB has boosted agriculture. It is our life line.
If we were a very rich country and not dependent on donors, corruption would not be a problem. It was not a problem in the first 10 years of Zambia’s independence. It was there, but it was not a problem. After 1974, the world copper prices crushed and oil prices escalated and preservation of personal security became a priority for KK, then we entered the dark ages. Our state controlled economy was run by people appointed on the basis of loyalty to UNIP than merit. Year on year the goose that laid the golden egg (ZCCM) was being strangled to death. Year on year losses were excused and production reducing from average 700,000 tons of Cu per year to struggling 300,000 by 1985! We should never go back to those times. Let us encourage when leaders do right and criticise when wrong.
Western province is very rich, with its peoples of high calibre but alas, forgotten by GRZ, I am saying this because I have in the past worked all the districts of the western province. Other than donor money from for example, GTZ, NORAD, IRISH-AID, UN to mention but a few, there would havebeen nothing to write about in Western Province.
Today, inflation is at 11%. Base Interest rates at 22%. K200 b trade surplus. GDP growth at 6%. Sufficient maize for the population. Fertiliser distribution on time. Zambia down on the TI Corruption index. Surplus foreign currency for the first time in 38 years! More schools, teachers’ houses and hospitals are being built this year than in any other year since the end of the 1st national Dev plan in 1969 (ref: Zambia Parliament on-line). Peace and security unprecedented. There hasn’t been a coup attempt for more than 10 years now! Freedom of speech- More private print and electronic media outlets, than ever before. More people linked by telephone. (I can call my parents in rural Zambia 24 hours a day) Yes, there is more to be done. BUT give credit where it is due.

One wonders the calibre of people we have serving as ministers under a presido who treats people like they cannot think for themselves! Maybe the priority is to feed the family , as has been mentioned in the past , definitely not applying principles…!.. This man is treating people like they have zero powers of reasoning..!
Anyway , I thought such projects were centrally planned and not the knee jerk reactions we are seeing , just because the presido happens to be in the area…
I’d also like to join # 140 Dingani in appealing to fellow bloggers not to take the bait each time these GRZ mouthpieces spew their stupid rhetoric. It looks like they are doing it just for the fun of it and too many are putting them at a level they are not. # 134, you are absolutely right. Forget the central government, we need to empower ourselves to do such projects. All the central government cares about is selling the country to so-called investors. It is time for us Zambians to fend for ourselves and not rely on the central government, however a sensible and a responsible could facilitate us by building and maintaining infrastructure like roads. How many roads have the MMD roads built in western province? They can’t even complete the Mongu-Kalabo road.
#135 Lepercaun and #136. Dingani: I deal with facts and not rhetoric. I had the same misgivings about President Banda when he became VP and that got worse when he run for President. I supported RB purely because he was the lesser of the 3 evils. I shudder to think how many people would have been in prison right now awaiting trial for treason if Mr Sata had been the subject of the vitriolic editorials. There is no politician in Zambia today who has used the courts more than Sata. He even sued Coca Cola for a cockroach in a Sprite bottle! If he had been head of State, the judiciary would have been even more partisan than it is perceived to be now. Well. I digressed. The facts are really there for all to see. But we ARE ALL being blinded by the Zambian PRAVDA (The Post).
The Post can find nothing wrong in the way that RB has handled the economy. They find nothing wrong in issues of governance. The Post management are law degree holders and they can read the judgements and arguments for themselves. What they have elected to do is to tarnish RB’s image by publishing editorial after editorial of rumour and innuendo. You cannot sue for a comment. Dr Mwanawasa sued the satirist ‘Kalaki’ for defamation and lost. But if the Post had evidence such as in Chiluba’s case, they would have put it out for all to see. Instead, they have latched on to RB’s sons business endeavours. These men have been doing business even when their father was a farmer in Chipata! Sata’s late son was a close friend of one of them. Granted, that if Henry Banda walks into a government office, he will get more attention than any other Zambian, but isn’t that the s.t.u.p.i.d.ty of Zambian civil servants? Surely, you do not blame the President for such behaviour? If people at the Zambia Public Procurement department cannot be professional then THEY should be reported to the authorities.
