ZAMBIA’s cooperating partners have implored the Government to devise mechanisms that will curb the abuse of public funds and called for enhanced accountability so that the resources can benefit Zambian citizens.

Speaking on behalf of the country’s cooperating partners, European Union (EU) head of delegation to Zambia, Derek Fee said that if the Government was to make meaningful progress in reducing poverty, there was need for enhanced accountability mechanism in public finances.

Dr Fee was speaking during the EU end of year media briefing in Lusaka yesterday.
He said cooperating partners were disappointed that some colossal sums of public resources could be misappropriated, particularly in the Ministry of Health.

He said such a development was detrimental to the well being of the citizenry.
“To be honest it is not fair that one person can misappropriate huge sums of money. There is need for the Government to devise strategies to curb abuse of public resources,” Dr Fee said.

Dr Fee explained that it was disgusting to the cooperating partners that a few individuals, particularly in Government institutions, could be living luxurious lives at the expense of critical needs for the nation among them, the health and education sectors.

But Chief Government spokesperson Ronnie Shikapwasha said he would only issue a comprehensive statement after talking to Dr Fee.

“I cannot comment immediately until I get a full report from Dr Fee,” Gen Shikapwasha said.[quote]

However, Swedish Ambassador to Zambia Marie Anderson de Frutos said the media was an important instrument in the governance of the nation.

She said the media was critical as it ensured that there were checks and balances and eventually, accountability in the utilisation of public resources.

Ms de Frutos said that the media should be free and allowed to operate without any interference for it to make a meaningful contribution towards the governance of the country.

And EU Head of Operations Eric Beaume said that the Government and the EU were working on a new programme for 2010, which would be complementary to the national budget.

    This is a very strong statement coming from a corporating partner, they have seen the extravagance being exhibited by individuals in government,it couldnt have come at a better time when RB has just acquired a Limo

Go to the ministry of Works and supply and check the records. RB has not ordered any new cars for his fleet. I think you are too intelligent and smart to be used by the POST newspaper.

Just because it takes them a greater party of 10 years to draw up a constitution for a country with 11 million people they think that they will sell the same story to us that it takes 2 years from point of order to delivery of a an S class armoured pullman state limousine mabe just next door in East London, Estern Cape Province of South Africa. Just watch how fast some stooges of Bwezani are going to leep on to the site claiming the car was brought from Stuttgart, Germany, when it was in fact ordered by Bwezani in March this year long after Levy was dead. Maybe Levy arose from the dead temporarily to be used, no wonder Lambas are up in arms.

They want to drive expensive cars which those who give them money dont drive. Take a leave from the people who give you money. For example sweden where I am , the guys are so humble in the way they spend. Just think of a proffesor on a bycicle going to town or school. They always think of how to develop their country.These are the guys who get a lot of money but they dont boast the way these d.ull Zambians leaders do. If only there was a parallel system where the donated money was supervised to the last coin by the donors themselves other than the funds passing through the MOF. Come to think of it there are projects where the donors have implemented projects without the involvement of central government and people have benefited at the grassroots. I wish donors were just told what projects to work on and not wire any monies to BOZ. There are magnets there attracting donated money once it goes to MOF.

  15. The EU is hardly a bastion of accountability itself. Corruption in the EU is rampant to the extent that the organisation has not had audited accounts for years! This is why we need to find ways of funding our own projects without haveing to be patronised by a lowly muzungu. If the EU is so clean why is it difficult for them to hand back money that is squirreled away in their countries by dictators such as Abacha? If the EU is concerned about poor Africans then why do they continue to subsidise their farmers which means that local African farmers can not compete? In many EU countries there is a body that regulates press behaviour and their are laws regarding the privacy of public individuals.

Just like Mwanawasa was accused of buying the Chopper and Challenger despite the fact that they were ordered by Chiluba. One needs to realise that buying a custom made vehicle is not the same as buying clothes……the corrupt chaps Dr Fee is talking about are people we live with, drink with, are our relatives and neighbours. There are even bloggers here who have an education in a developed country because of plundered money. Why don’t we start with asking our civil servant relatives how they build mansions in Chalala when they earn less than K2 million and don’t own businesses.

  38. I dont know about the car but i concur with an earlier blogger that our political leaders are not neccsarily the thieves. It is us !!! Yes , you me and our neighbour working in the Govt, the business man who supplies stationary and vehicles on hire. Our very friends who buy beers or are always on holiday. Even our parents who are able to give us a better life. It is not only Mulongoti and Shikapwasha, it is also Kapoko, Tembo, A and C traders, etd. And I am not saying that I detest succesful people but that so many of us are part of this stench

Its not only ministers and other government officials encouraging corruption its all of us. When you call a government official after hours and bribe him so that he gives you a contract, don’t blame him alone for corruption, blame the people bribing the officials also. Government officials wouldnt be corrupt if we refused to corrupt them, same goes tot he police.

My advice to the donor community is to learn from the Japanese Govenment (JICA) and German (GTZ) where personnel from respective countries are engaged in the monitoring and implementation of projects that are funded by them. In this way, at least money is spent on intended projects and not on salaries, for GRZ staff and elands for individuals in top echelons. Alternatively, donor should channel such monies through the United Nations. “Its not being mean but it works”.

  42. A basic S600 MB vehicle costs about 1 Billion+ in Zambia Kwacha (Not a Limo and no additions). To mend pot holes in the UTH grounds can cost less than 20 Million Zambian Kwacha, to save a live by providing clean and safe water can cost only less than 1 Million Zambian Kwacha ( A LIFE), To save the environment can be achieved by reducing a few of RB’s internatioal trips. Its a waste of time talking about reducing carbon emission when you have voted for an international tourist as head of state. Zambia Twasebana (Great politicians like Simon Kapwepwe) and Kenneth Kaunda could not have fought for this country if THIS IS WHAT YOU CALL INDEPENDENCE, from WHAT??

  45. I find it difficult to be counselled by donors. The donors have been here ever since but no meaningful development has taken place. The EU rep gets lots of money and he can not sympathise with us. He sees poverty every where he goes but he still gets his dues in the name of working in Zambia. That the injustice by EU and other donors. If you worked with them, you will see how much they take compared to Zambians working with them. Again, its sad that we are also stealing from each other as owners of the country. The politician and the rich stealing from the poor mass who can’t afford daily needs, shame and EU should not tell us but ourselves should Our politicians are a let down tho the stupid thing the same donors fund political parties to secure their stay.
