Government has dismissed a media statement attributed to Patriotic Front Leader Michael Sata accusing it of scheming to get kickbacks from LITASSO a Russian oil firm as a lie.

Reacting to media reports by PF Leader Michael Sata that government was maneuvering to manipulate the tender process in the supply and delivery of crude oil for the 2010-2012 period in favour of Russia’s LITASCO which energy Minister Kenneth Konga is alleged to have negotiated with, Chief Government spokesperson Lt Gen Ronnie Shikapwasha said the opposition leader’s statement reveals how ignorant and uninformed Mr. Sata is about the major players in the oil industry.

Lt.Gen Shikapwasha explained that LITASCO, the company that Mr. Sata made reference to, is a reputable company, contrary to his claims that it is a “conman company”.

He said if Mr. Sata cared to tell the nation the truth, he would have taken time to visit the website for LITASCO before commenting.

Lt. Gen Shikapwasha said it is very disheartening to have leaders who are so poor in accessing free information on the internet.

He said everybody knows that Russia supplies oil and gas to most of West European countries and it is not true that Russia does not have enough oil for itself.

Lt. Gen Shikapwasha who is also Information and Broadcasting Minister assured the nation that none of the companies being considered to supply oil to Zambia is a “conman company”.[quote]

He further said that the people of Zambia should know that government is looking for better and greater opportunities for Zambia to have the best and stable supplies of oil products.

Lt. Gen Shikapwasha added that it is against this background that all the companies that bid to supply oil are being considered by the Zambia Public Procurement Authority (ZPPA) professionally.

The Chief Government Spokesperson said government is convinced beyond every reasonable doubt that ZPPA will choose the best bidder, in the interest of Zambia.

Lt. Gen Shikapwasha further said government believes that Energy Minister Kenneth Konga is on course and must be supported by all well meaning Zambians to ensure success in the commodity provision in the country.

He said government is aware that the only reason why Mr. Sata sees corruption in everything that the government is doing is because he would induce corruption in such transactions if he were to run government.

Lt. Gen Shikapwasha reminded the PF Leader that his past is well recorded and known by most Zambians.

Meanwhile Lt. Gen Shikapwasha has charged that government takes strong exception to Forum Democracy and Development (FDD) President Edith Nawakwi’s Comments on corruption.

He said the perception that Zambia is a corrupt nation started with the infamous Carlington Maize deal, which Ms. Nawakwi knows better and the role she played in the deal.

  1. Who is playing ignorant here? A lot of conmen companies do have very good website but that does not necessarily mean the company is legitimate, wake up Shiki a pwashya.

  2. Sata again and his trademark per second lies. Like I wrote in my other blog on Mangani/NRCs, fellow bloggers just scratch your head to re-invigorate your brains if they are tired.

  3. Too much of anything is no good for anybody. By Christmas 2009, well before 2011, Sata and his Post will have lost all credibility. I have noticed that even their supporters on this blog are fast losing faith, techakupapa ubufi bwafulisha bane.

  4. So, it makes sense and cheaper to import for Russia instead of the Middle East? This explains why oil prices are about to go up as per report Shiki-a-pwashya is referring to.

  5. The same government said about RP Capital that internet sites were not reliable as sources of information. What has changed now? Kanjani?

  6. Michael Sata, HH put these people on speed…FAKA SPEED MUFANA.

  7. Shikapwasha ifyakulya ubushiku fitulikila kuma lushi, try to be more transperant in dealing with government deals, right now zambian people are in dilema about fuel crisis and what government is doing about?

  8. All Sata is asking for is transparency and accountability.
No corruption like in the ZAMTEL SAGA to which we still await the valuation report.

  9. Shikapwasha, Now you are talking. So, can you tell the country what transpired in the Carrington maize scandal as you seem to have first hand information.
We need the Carrington mainze scandal evidence to prosecute and convict the thief, FJT Chiluba.

  10. if everything is done right why not just come into open and show the people of zambia what is transparent this govnment is doing. Instead of atacking sata and calling him lier. shikapwasha tell your boss RB to bring the facts on the round table and expose those making falls accusations.

  11. There is too much black market dealings in this government. Show the people of zambia the method or procedure which was used to come up with LITASSO

  12. This is the same man who a few weeks ago said that websites cannot be relied upon to give a clear picture of what a company does, now he turns round and says we should visit LITASSO’s website to check its credibility. God help Zambia, meanwhile, the issue is not about how credible this oil company is,its about the way the tender procedure is being handled, its about how the govnt is scheming to get kickbacks from the whole procurement process…fiber, maybe you are the one who needs to scratch your head, what do you think

  13. Shikapwasha is the boy who has cried “Lion” a lot so its very hard for a reasonable man to believe him. Imagine the number of times when he told the nation Levy was making good revovery progress when the man was actually breathing his last? It was the same with Dora, he issued a number of statements, first denying Dora had signed anything before the Post revealed more damaging information. So even with this conman LITASSO oil company Shikapwasha only knows from the website, I will not be suprised to hear later that millions of our money are missing and the company has “disappeared”. The MMD are a costly lot. By the way, just what diseases have afflicted Kalumba and Koonga? These chaps, be it diseases or corruption, its fullu fullu!

  14. He said if Mr. Sata cared to tell the nation the truth, he would have taken time to visit the website for LITASCO before commenting- How phoolish. To day there are all sorts of conmen with websites such as Google Lottery which con people using seemingly legitmate letter heads of reputable banks like HSB. One can easily fall prey to their tricks. Even Kenneth Kaunda was duped by a certain Winson on FUEL from GRASS- the technology is there but this individual had no knowledge in this field. KK took him in and paid him money for the PROJECT only to disappear from Zambia. Of course Shikapwasha cannot admit. Am sure once RB is out of office this former Cadet Officer will change stories. He will abandon RB the way he has abandoned his in law LPM.

  15. the post actually exposed the fact that govt had already settled for these LIsatco watever dudes and that the tender process was just a rubber stamp thingy. Ronnie never disputed that and the fact that he is defending this russian company means that yes they did override tender procedures and any normal human being would expect there to be kickbacks if legitimate procedures were dispensed with.

  16. To insinuate that LITASCO which is a Soweto market company when its part of LUKOIL ‘s Global oil chain daily meeting Global needs is dangerous protruding ignorance. If anything, the administration does not need Sata’s signature to settle for any of the legitimate applicants in a tender. If he thinks Transahara have a life time monopoly in supplying Zed oil, then he is a dreamer.

  17. Politics of irrationally hyperventilating on everything has kept failing Sata. Leadership demands that reason prevails and impulsive lose talk resisted.Alas, birds of the same feather flock together: the two tribal leaders believe in what they are doing.

  18. OK Veteran maybe you can explain to us how the tendering process works and how, in this case, it was followed absolutely correctly as it should be under the laws of Zambia (i.e. show how it was not done behind closed doors at State House). Thank you in advance

  19. What does Shikapwasha know about websites? Doesn’t he know that there is a lot of junk on the Internet? He should know that even a ten-year old can create a website. What more a company that is eager on marketing itself? It would appear that it is very easy to dupe Zambian government officials. Or is corruption so wide spread that those in government can defend it vehemently. The ACC should move in and cage all those who will receive kickbacks. The Scorpions (now the Hawks) in South Africa have arrested a number of people who received kickbacks in order to favour certain bidders.

  20. Ba veteran you a shame. Opposition politicians are not supposed to be praise singers of those ruling. Sata and HH are making sure that your masters dont continue putting cotton over our eyes. Imagine a Zambia without the Post, Sata and HH! Shikapwasha and the lot would be riding roughshod over Zambians. I that is your ideal world. But for a moment exercise your brains man! It cant all be just about which side of your bread is buttered. Look at the bigger picture, the country man! SHAME!!

  21. It appears Mr Veteran is competing with Mr Shikapwasha so that he can be appointed as the GRZ spindoctor. Why is it that everything MMD and GRZ are is rosy in his eyes even when others can punch holes through some? Shikapwasha watch out Veteran is eagerly waiting in the wings.

  22. This smells of corruption. But ba Sata nabo, he should check facts before uttering some of these things. Russia is a big oil producer. A future Presido will need to watch he is saying now.

  23. Sata is a disgrace to his family, cadres, the country and katolikas. The katolika have lamentably failed with this choice in their agenda to get one of them for Plot 1.They have picked a mentally challenged loser now irrationally venting.Plot 1is an institutional office that deserve a sober statesman than a Kaponya Sata has relentlessly proved.

  24. # Commentator. Sata is not saying Russia is not a big oil producer. He is questioning the process your MMD gov is following to appoint the suppliers of crude oil. Is LITASCO the only company bidding and capable of supplying us oil? Please we are tired of this kind of kak. A tender of this magnitute should run for at least one month in various countries supplying oil.

  25. Iwe mata.ko yobe # 30 Veteran dont bring in the Catholics. Just explain how your fellow cro.oks are considering LITACO(LITASCO) for our oil. Dont forget its our money. As other bloggers have said before just start preparing for your return home. Elyo yalikosa pa Zed. Come 2011 no more free things. You have to compete na batamanga pa Katondo. Good Luck!

  26. That’s what you get when you have low calibre illiterate chaps vying for the most powerful office in the land. I wonder why some bloggers can even be supporting a guy like Sata. He belongs to the Kaponyas not the educted elite. Which is why my heart bleeds when HH seems to be the megaphone for Sata these days!

  27. 33 Mukango what’s so wonderful about the educated elite? I know a lot of them and they are totally useless, just eating and fornicating and driving their expensive cars with their sweaty fat necks. How does that help the country in any way?

  28. #31 Verbatim Post newspaper of 2nd December 2009:
“This is corruption because since independence, even before independence, we get our oil from the Middle East. The Middle East is closer to Zambia. ****Russians don’t have have enough oil to satisfy themselves and sale other people****….”. I cannot add more.

  29. # 35 Well thats a fact there is more oil from the Middle East than Russia and it will be cheaper. Why are you avoiding the main question. Is your MMD mates following the right procedure in awarding the contract to supply oil?

  30. Sata, Shika, Katele, Mlongoti…What’s the difference. Birds of the same feather. It’s a family affair; they don’t need no help from strangers. They know each other’s tricks. They have all done what each and every other fellow in the family has done. We’re just waiting for their exit, because they bore us and are killing us fast.

  31. Shika should not silence Nawakwi with the Carlington mail deal. That’s black mail. What we are asking for now is LITASCO. Umono bukulu shikapwasha. If it’s too hot for you get out of the Kitchen. Blackmail SHALL NOT WORK

  32. Poor Zambians shall continue dying while Cinior Citizen Veteran continues growing fat. But wait a little while you will be done squarely Veteran. Just wait you will die in just a month coz of depression…You will have no job. I feel for your wife.

  33. These are but rantings of cenile old man. You cannot expect a country to be lead by one who opens his mouth without reasoning. To think that mature people on this blog can find reason to support Satan is simply disgusting. Satan needs an old age home PERIOD!! It is time for the youth to relive these old men from their duties, freedom strugle is over, it is time for economic independence, let the academic papers work for the country.

  34. Get real you people. Sata obviously displayed ignorance on this issue. Lukoil is definately one of the major producers and suppliers of oil. All those who say otherwise are as ignorant as Sata. Can any of you state that Lukoil is not a majore player. Much as you like Sata; when he messes up you should be mature enough to admit it.

  35. #41 Jay Zee. Sata and the people on the blog are not saying Lukoil is not a major company in the oil industry. They are questioning the Tender procedure. Even big companies are crooked. We dont want to make other people rich because the facilitated the oil deal. Its not about individuals but our country,Zambia. checks and balances…….

  36. iwe ka veteran can u leave my catholic church out of this nonsense.who told you that the catholic church had a hand in the formation of the PF and sata its leader? you also want to behave like shikapwasha.please tulekeni fwebene tuleipepela kumatwi tondolo.yes sata is catholic but this does not mean that we fellow catholics have choosen him 4 state house.ubukopo we chungwa we.

  37. Has Veteran and his hound d o g Snr Citizen followed the Russian history? Have they ever heard of th ORLIGARCH and the RUSSIAN MAFIA.? Like I ve said before chaps like these two can go to the grave with a dead body. It is there for all to see. One momment Shikapwasha says state house has nothing to with oil procurement, the next momment he is defending an oil deal struck at state house. Do these people have relatives or they just dropped from somewhere like TERMINATOR.? Talk of who is ignorant.

  38. FIBRE the way you come out  its like you also receive BROWN envelops from the top. SATA cant talk without the facts. shibuka iwe FIBRE.

  39. veteran aka senior citizen “THE MMD DISC JOCKEY” lol. Thank You MR DJ for playing my song, thank you thank you…..
