POLICE in Lusaka have arrested and charged a senior commissioner at the Zambia Revenue Authority (ZRA) for allegedly assaulting a female human resource manager at his workplace in unexplained circumstances.
ZRA commissioner-general Chriticles Mwansa who confirmed the development said the senior commissioner had since been suspended to pave way for investigations by law enforcers.
ZRA sources and police spokesperson Bonny Kapeso confirmed the incident in an interview in Lusaka yesterday.
Sources at ZRA explained that the incident happened on Tuesday when the senior commissioner allegedly reacted in connection with a job evaluation exercise that the authority had conducted.
The source said the assailant stormed the manager’s office and started beating her until she collapsed and was later rushed to a private hospital where she is recovering.
Mr Kapeso regretted the incident and that the assailant had been charged for assault but released on bond.
He appealed to members of the public to find better ways of resolving misunderstandings instead of resorting to violence.
Mr Mwansa said the suspect had since been served with a suspension letter and warned that he would not allow such behaviour by his officers.

The name os the DHR is Mrs Raely(spelling). Her husband was a renowned Seventh Day Adventist Pastor by the name of Dr Raely(spelling). He was the President of Zambia SDA church at one time. I think he is now tno more. This junior employee, assistant commisioner is a psycho who should be eliminated from our society. He clobbered the lady until she fainted. She was admitted to UTH in the high cost ward and was responding well to treatment (to borrow MMD phrases). She has been discharged however though one of her eyes is badly swollen and cannot see. This junior chap was locked up for two nights and was only bailed out by well wishers. He has been charged with assault, bodily harm, danger to the society fimo fimo. We wish Mrs Pastor a quick recovery.

Actually the man has a history of mental illness as some people on this forum may remember him from UNZA days where he was a mature student and once lost his marbles. He is a violent self assumed psychopath who has been terrorising importers and his juniors at work. If you recall, there were riots at Nakonde border post immediately the man was transferred there, so they had to relocate him back to Lusaka. I think i know this fellow. I remembered working with him at ZRA before i left. He is a shushushu and a relative to the late R.Penza. He was actually a teacher at one of the high schools in Lusaka before he joined ZRA corruptly. He is not a human being at all.

I happen to know all the characters involved in this drama as I worked with them before I left Zed. It just shows how Mwansa has failed to run ZRA. These incidents never happened before. First, ZRA, under Mwansa failed to meet revenue target for 1st time in Zambia’s history. Second, the person accused of being the aggressor is one of Mwansa’s blue eyed boys, whom Mwansa kept on promoting despite his deficiencies. Third, the lady at HR is Mwansa’s chruch-mate and close family friend. So the whole episode points to the failings at top level of Mwansa. Can the president please remove Mwansa from that job now or eles more revenue losses, violence, neopotistic promotions will be the order of the day at ZRA!

I concur with # 43. The unfortunate part is that even the senior pipo in HR itself have no idea what an effective JE is aIl about. I work for a parastatal that recently did a so-called JE. A lot of important facets of the whole process were left out and one key person in the process boasts that the process was 99% successful. The JE depended on how well yo supervisor talked on the evaluation day – I forgot to add that no employee was interviewed. In short if, during the JE exercise your boss was thinking about what he would be doing with his 23 yr old lover after the sittings and he fails to articulate himself then you get a low grade. On the othr hand if your lover/spouse was on the panel u get a grade & a couple of notches. I think ba anti-corruption shud be called in.

I worked with Mr Siame at ZRA for several years, i can assure you the man is a savage. He is always protected by Chriticles Mwansa just as in Nakonde where there was a protest against him. This is a summary dismissal, but i wont be surprised if he bounces back as Deputy Commissioner which is equivalent to Director.
The appropriate word here should be ‘assault’ or ‘attack’ not ‘clobber’, and I hope the perpetrator will be clobbered..
