Chief Government Spokesperson Lieutenant General Ronnie Shikapwasha says government performed well in most sectors in 2009.
Gen. Shikapwasha who is also Information and Broadcasting Services Minister pointed out that there are numerous achievements that the country recorded this year especially in the education and health sectors.
He said in 2009 alone government managed to construct high and basic schools in all provinces in the country.
Gen. Shikapwasha noted that the construction of hostels at the University of Zambia is another major achievement scored in 2009 in the education sector.
The Information and Broadcasting Services Minister said an average of about six thousand teachers have since been employed to supplement the teacher ratio in peri-urban and rural areas in an effort to improve the education sector in the country.
Gen Shikapwasha highlighted these achievements scored by government through 2009 in an interview with ZANIS in Lusaka today.
He also pointed out that government had embarked on electrification of schools in rural areas to try and improve the education sector in remote areas.
Meanwhile, Gen. Shikapwasha disclosed that in 2009 government constructed more hospitals and clinics in most parts of the country.
He said the construction of a cancer hospital at the University Teaching Hospital (UTH) and the ongoing construction works of a general hospital in Lusaka are some of the many projects that government embarked on in 2009.
ZANIS
Go detail by detail of nine major/capital projectsin all provinces. Or publish the same down to district level, not this self praise on baseless details. MPs come with what has been done in you districts especially from opposition who have no access to government funds as th Veep policy.
Yes yes my A……..***** we shall see what you will do for us in 2010 all the best come 2011 I want you out.
Shikasushi is worse than Squealer in Animal Farm!
Muoneni kumenso ainila kumozi na meno when the vast majority are suffering peacefully. Yes the governement performed well in your pockets nothing more nothing less. Ba Chuchu imwe. Vikawalala. Anyandule imwe. Zambians worked hardd and you have enjoyed the sweat of all the people. Come 2011 you will go whether you like it or not.
Kangachepe Kalila M´tembo
kuina kwavuta, just go to your nearest clinic and see how many people have weight problems. Jyms have sprung up everywhere in the country to carter for women tryn to loose weight. For the first time in years the number of deaths as a result of heart attacks per year is higher than festive season fatalities. If being fat like shikapwasha means living well then this country is doing very fine. just ask vehicle spare parts dealers for the highest selling spare part of the year, it will no doubt be Toyota sprinter shock absorber!!
Most of these projects in education are still work in progress bwana minister, they are incomplete for various reasons either the contractor ran away with full payment or they have run out of raw materials. You cannot score success by the way with just buildings in education. It is the impact that these buildings bring that should be scored.Like the reduction in iliteracy, this can be achieved by providing learning materials.
In health lets not even go there no medicines in clinics and hopitals which are long established so even if you build more hospitals they will just be white elepahants with no staff to man them and no medicines.
How can these chaps spearhead development in our country when thay don’t even know how to measure performance. shame on you shikapwasha.
Yes, # 1, I too would like to see statistics, not just words. By Shika & Co’s standards, all’s well in Animal Farm – # 3. I’m not surprised. They had wonderful times in foreign hospitals, after all.
These fellows have no sense of responsi bility to the people. They consider it OK for them to lie, dream up lines and sentences and get paid for that. Our biggest problem is lack of real chaecks and balances. We don’t have a Legislature that can take the Executive to task over real issues. The budget is prepared by the Executive and passed by the Legislature without real scrutinization. The Judiciary has never – well, I live ten thousands miles away, but correct me if I’m wrong – never taken the Executive to task over real issues. They’re scare of the man that appoints them to the comfort of those Supreme Court benches. Until such time that we have real men and women with proper educational grounding, understanding of basic common knowledge and all, the Legislature – which is the…
cont. from # 8 – The legislature, which is the icon of democracy, as it makes all laws in the land – the constitution, the electoral process, obverseeing Executive delegation, etc. – must first have confidence in itself. The Speaker shouldn’t be a bootlicker, but every man’s speakesperson. We must raise the educational levels of MPs and the President, if we want to move forward. It’s a must. People like Shika should never see the inside of cabinet meetings, except to salute those who sit there. Mu ling’, bana ba hesu? What say you, people?
Do I hear the church say “Amen”?
How sad. Some one thinks the Government performed well??? ah??? You people???
Let them dream on with their achievements…but Shika’s must also talk about the negatives i.e. Dora scandals, Kapoko revelations at MOH, Suspicious Aquitals (how many, we know them though), resignations of high profile people, Kanitundila incidence, the failure by Renard to even give us COSAFA,CECAFA cups let alone not going to the World cup…the list is endless.. Let him ask himself, ”what outweighs the other?”. NALEKA..!!

Puliz! those projects did not start in 2009,most of them started in 2002.
What achievements were recorded in the education and health sectors?
Mprorokoso Sec. School (neglected since 1966!) and the Microbicide Gel Research scandal are just 2 drastic examples of a failed government in both respective sectors.
performed well?? in your day light dreamz sir…now i know why things are not moving and getting better. Its because those who must improve things think theres improvement. i dont know if its blindness, dullness or just lack of care for the poor of the poorest. If these leaders care about the ground status of hospitals and schools they wouldnt have celebrated their gratuity which they got in 2009. shame on you all. And on ‘ …He said in 2009 alone government managed to construct high and basic schools in all provinces in the country..’ which provinces? give us numbers showing need vs achieved! this is pure nonsense whom are you cheating?
Unicef says that the maternal and infant death rates in Zambia have fallen. HIV infection rates have also declined and more people are receiving ARVs to name a few examples. Lets not criticise for the sake of criticising. Zambia is by no means a ‘failed state’ as one would describe Somalia, Afghanistan or Zimbabwe. Just because you hate RB does not change the fact that the government has had some success in governing the country.
Dummy nose talks dumb
Squealer is at it again. Bamutuma kuti alankule maboza nayenangu. I keep saying Squealer’s job is not easy coz he has to please the hand that feeds him even when deep inside him he knows that they are all lies. We can see through all the lies that he utters day in and day out. Roads in our townships are being narrowed by swelling garbage heaps and potholes because the local authorities are incapacitated.
There was a bumper harvest last year, inflation is falling as is the number of people living in absolute poverty. IMF expects the economy to grow by about 6% this year. A report yesterday stated that the manufacturing sector is picking up and the kwacha is stable. So yes it is true that the govt of RB has been a complete and utter failure in 2009!
#8, #8, #9 Mwanamusutu you have given constructive advise and observation. Zambia should find ways to create accountability, usage and moinitoring of public funds and goverment development activties.
This horrible MMD party refuses to let the Zambian enjoy the windfatax profits. Levy tried…but RB , Kunda , Shikapwasha Chilubanised puppets do not care!!!! Can they advise what the total amount of revenue contributed to the economy from employment of these mines. We need stats in revenue from the workers????? the mines revenue is not even being planned for the benefit of the Zambian people by MMD .
I we Peter Chipango what IMF are u talking about when were you last in Zambia? Yes they may have been some very little progress but most of the programs are a carry over from Levy’s administration. Have ever read the budgets under Banda? Have you travelled in Zambia out side Lusaka to see how people are suffering and the state of roads in all parts of the country . There is nothing to celebrate for after 45 years of indepence the road from livingstone to kaputa and from Lusaka to chipata, Lusaka to Solwezi should have been all dual carrigeway. Have you been to Katota basic school in chief Chama and see it’s state. Have you drive to Pambashe constituence via must to chibote or Mambwe to luwingu and see the peoples suffering and how there are no roads? Please don’t talk of the IMF crap

It is the people who can tellyou that you have perford very well. You are fat, the government has performed for you only and your families and controlled media. The more you you talk carelessly like this the more people are getting anoyed with your Government.
You are very right Ronnie. Here are other achievements you left out:
1. we successfully acquitted our friend FTJ. He had suffered too much.
2. We brought back sweet Dora after she resigned amid zamtel saga.
3 The year didn’t end without strikes. As you know, these are more like tradition ceremonies to us.we enjoy them.
4 Fuel shortages were there as per tradition. This is healthy 4 the nation.
5 we removed windfall tax even if there was no need to do so as prices of copper had declined. This was 2 pliz our friends(investors) who fund our conventions.
6 we ensured that there was development in the pockets of chiefs. Chitimukulu & Mukuni can testify to this.
If somebody can not see these as achievements, then I don’t know. Mwanawandoshi!
The government did a tremendous job in 2009, lets give credit where its due. NOT!
The Zambian Govt did more harm than good in 2009.
#24 Was in Zambia last month. If you want to be negative and bury your head in the sand then feel free to do so. I saw people building houses, I saw people driving decent cars. I saw people in shops buying goods. There was a fuel shortage but not to the extent that there were no cars on the roads. In fact what you see in Lusaka is traffic jams. Yes we still have a long way to go but as far as am concerned we are heading in the right direction. If you dont want to believe UNICEF when they say that infant mortality and maternal mortality are falling then who will you believe? The head of the manufacturers association yesterday said that manufacturing is picking up, if you dont want to believe him you are entitled to challenge him. As far as am concerned, well done MMD in 2009!
#29 Bo Chipango I think you are mad. How can seeing people driving decent (imported) cars and shopping imported good compounded by traffic jams on the roads constitute “doing well for an economy”? I would strongly recommend you read Dr Ali Mazrui’s “Tools of Exploitation” because this pattern of consumption you think constitutes a thriving economy i.e. driving cars for which you lack the technology to build or and buying goods imported from elsewhere amounts to nothing but a dependency syndrome that will only destroy Zambia. It’s like Banda’s new Mercedes Benz S class armoured Pullman Guard state limousine, what will stop it from breaking down like the Levy’s one before? I mean, who in Zambia can repair this car? Nobody! So why buy it? Kulimonesha ta!
#29 the reduction of infant and maternal mortality should be given to the donor countries not MMD. Have you forgotten they even refused to increase the wages of doctors, nurses and teachers which would have trickled some wealth to the community in contrast to the selected 15% privileged few.
329 please advise how many manufacturing companies are actually owned by Zambians??? Or what % of shares do Zambians own in these companies. How many universities does Zambia own? What were the stats on how many people had degree’s incomparison to other countries? How many educated Zambians have left Zambia since MMD became the ruling party? What incentives are there for Zambians to start business in Zambia?

Well done MMD ,please continue with the good works .You can’t please the arm chair critics how are based in the miserable norther hemisphere .They are happy when the kwacha is too weak so that the little money they send home sounds big.Keep it up RB .Continue been toug you a man of your own making.Thank Ronnie for the info.
Continue been tough.RB
Carry on criticising your country if you will but I will remain positive. There many things that still need to be done but it is wrong to say that nothing good has come out of RB’s administration. The end of year should be a time for honest reflection and I for one can see positives in the Zambia I saw last month compared to the country I left in the 1990s. I am preparing to go back home in 2010 as soon as I have finished building my new home in Copper Chalice. If you want to stay in the cold of the diaspora that is up to you but for me it is ‘VIVA MMD’.
Inflation falls to 9.9% which should mean that ordinary people have more money in their pockets!
The statistics we are being given are meaningless. The prices of goods and services are rising, not declining. People are poorer than ever before and some people are showing off that govt has done well. Doing well should lead to an imrpovement in our lives not a currency that has so little value.
He should have ended with the sentence ‘ we know we could have done even better …….next year we promise to improve in certain areas…….’. But because he thinks we’re all illiterates like VETERAN he makes a fool of himself by blowing the trumpet this loud as if building schools etc isn’t Government’s responsibility.
For one to obtain a PHD I thought is bieng highly educated. What we are reading about this educated people of late is alot of sensless things. Just look at this Dr. Chiguta. is what he is saying making sense? who is fighting corruption was it Levy or Rupia. you educated people why are you sending such bad signals about your type of education? No wonder we still can have welders as expertiriates in this country. Please show us your real level of education. This is what happens when people obtain degrees thruogh Mwembeshi set lite, they will never be quality PHDS.
What does this big-nosed f.o.o.l know about performing well?
With Kunda, I think the noose is closing fast on his smelly prat.
