Zambia will degenerate into a totalitarian dictatorship if PF-UPND pact wins 2011 polls-Chizyuka

NAMWALA member of Parliament Robbie Chizyuka has warned that Zambia risks degenerating into a totalitarian dictatorship should the Patriotic Front (PF) and United Party for National Development (UPND) pact form government in 2011.

Totalitarianism is generally characterised by the coincidence of authoritarianism where ordinary citizens lose their freedoms and other civil rights and have no significant share in state decision-making and ideology.

Major Chizyuka, a UPND MP, has advised Zambians to reflect deeply on the kind of government that would be led by the PF president Michael Sata.

Major Chizyuka said in an interview that Zambians should start praying that the PF/UPND pact does not form Government next year.

Major Chizyuka said it is unfortunate and disheartening that Mr Hichilema has lost the original vision of the founders of the UPND and has since sold the party to the PF.

He said there is no way that Mr Sata will consider Mr Hichilema as his deputy when he (Sata) knows that he is much stronger in terms of popularity than the UPND leader.

Major Chizyuka accused the PF of violence and that the abduction and beating of its party senior members and the harassing of journalists at the Mazabuka Radio was evidence of this.

“God forbid! Should the PF-UPND pact form Government in 2011 by any unfortunate reason, Zambia will degenerate into a totalitarian dictatorship.

Zambians must this year deeply reflect on what kind of leadership Mr Sata and Mr Hichilema would provide,” Major Chizyuka said.

Major Chizyuka charged that Mr Hichilema is going to be the most disgraced politician that has ever ascended the political platform by offloading his party to another opposition political party.

Major Chizyuka maintained that the PF and UPND are political parties with the leaders that are diametrically opposed both in their manifestoes and style of governance.

He said the PF/UPND pact is doomed to collapse because Mr Sata has already declared himself the presidential candidate for the 2011 elections.[quote]

“I see Mr Hakainde Hichilema being appointed as Minister of Tourism in Mr Sata’s administration. And all the UPND members of Parliament should realise that there shall be nothing for them. History has shown that political pacts have not favoured those from the minority in the pacts.

Often, those in the minority receive the remains of what is in Government and this is what Mr Sata will do,” Major Chizyuka explained.

He recalled that just before Zambia’s independence, African National Congress (ANC) president Harry Mwaanga Nkumbula threw his weight behind UNIP but was only awarded with the position of Minister of Education.

He also said that in 1991, Mr Baldwin Nkumbula, who was one of the major financiers of the MMD, was appointed Minister of Youth and Sports.

Major Chizyuka also said Mr Hichilema’s political strength depends on his riches.

“I have always analysed the strength of Mr Sata and Mr Hichilema and we all know that the PF leader controls mainly two provinces which are Lusaka and Copperbelt plus Northern and Luapula.

Mr Hichilema controls one province which is Southern and has a paltry 23 MPs while the PF have about 40 MPs. So what guarantee is there that Mr Sata will allow Mr Hichilema to lead the pact?” Major Chizyuka wondered.

But UPND spokesperson Charles Kakoma has told Major Chizyuka to stop making comments on the pact because he has ceased to be a member of the UPND.

Mr Kakoma said Major Chizyuka does not understand the tenets of democracy and is therefore not qualified to comment on the PF-UPND pact.

Mr Kakoma alleged that Major Chizyuka rejected the intra-party democracy when he opposed the formation of the PF-UPND pact.

Mr Kakoma said that it is out of bitterness at being expelled from the party that Major Chizyuka is charging that the country will degenerate into a totalitarian dictatorship should Mr Sata become president in 2011.

Major Chizyuka has also condemned Mr Hichilema for his continued attacks and insults against President Banda and his Government.

Major Chizyuka wondered what political capital gain Mr Hichilema is getting by peddling insults and lies against President Banda.

Major Chizyuka advised Mr Hichilema to get back to practicing politics based on issues rather than insults.

He said that as a man coming from the corporate world, Mr Hichilema should know the value of respecting other people saying you cannot start degrading the very people you wish to conduct business with.

Major Chizyuka said it is uncultured of Mr Hichilema, who is much younger than President Banda, to continue using unpalatable language.

He said traditionally, Tongas have respect for elders adding that Mr Hichilema should be reminded that he is still an African and cannot insult his father in public.

The pact should find a formula to use if sata is choosen as pact presidential candidate or HH. Otherwise, they will not win the elections, people do not trust sata and is posible

  13. ADVISE TO PF/UPND PACT is that please keep on keeping on.
    If you go for election alone it will be another loss. PR and UPND have lost about Three to four times already.
    Now i suggest that you even compose a song and play it as an advert like the one Lucky Dude composed ‘That we were young when we married and some thought our relationship wont last. And now here we are still going on strong’
    The MMD is scared of this pact and that is why they want to disrupt it from left right and centre. It is better for one of the two to be Vice President than not at all. Look at how UNIP was removed. It was by a Movement of different groupings. Now to remove MMD it will only take such a PACT.
    Dont worry a lot on the president. Let it be fine that for now any of the two can do well.

  14. As much as I do not approve of RB, I shudder at the thought of Sata as President. Those of us who have lived in Lusaka remember very well the violence he unleashed on people all because of his support for the then unpopular FTJ’s third term bid- something of which he has never apologised.

Whe the time for change has come noone can stop it. it can manifest in the form of unlikely marriage of the pact or Sata on his own can scoop the elections. i find it disheartening that Mr Chizyuka is so afraid of change he would even go against his party. i think the pact would be beneficial to him as once it is in Government he might land himself a cabinet position

    I f their is way of even cancelling the elections and hand over the running of the government until we find a suitable person to be president, I would personally propagate for it.

  23. I think MMD is at its weakest level but the opposition seem to be heading for the worst with its pact. If zed had a proper democratised, and strong opposition we could be saying MMD is going out. but now the opposition has created a problem of its own by forming a pact which is bringing more complications.

To those of you who dismiss Sata,remember Abdullai Wade of Senegal he was the longest serving opposition leader in African history but is now president of Senegal.He stated contesting elections in 1974 and only became president sometime in 2000 ansd something.Sata is not a failure thats why he keeps on trying despite fraudulant elections in Zambia.If you think Sata has failed then people like Miyanda and Ngondo are dead and buried!     WHEN Mr Hakainde Hichilema, otherwise known as HH, took over the leadership of the United Party for National Development (UPND) following the death of its founder, Anderson Mazoka, the expectations among party members were high that he was going to lead the party to greater heights. His educational background as a university graduate with a masters degree and reported financial muscle were the key factors in his favor.

  30. In his early public statements, HH promised the people of Zambia that he would do away with the culture of insults in politics. The public appreciated HH’s emergence on the Zambian political scene as a welcome start in politics. True to his word, HH loudly talked policy while other opposition leaders such as Michael Sata of the Patriotic Front (PF) continued with business as usual.Mr Hichilema even ridiculed Mr Sata as an old-fashioned politician who belonged to the past.

  31. But the manner in which HH bull-dozed his way to assume the leadership of the UPND raised some worries among some senior party officials. The officials warned their fellow party members about the political immaturity of Mr Hichilema and his intolerance to other views.HH’s claim to the top position of UPND was tribal.Mr Syacheye Madyenkuku, the recent defector to the PF-UPND Pact, together with Mapatizya Member of Parliament (MP) Ackson Sejani, are the ones who championed HH’s tribal campaign against Sakwiba Sikota, who was forced to resign to form his own party, the United Liberal Party(ULP).

  32. The reality of the warning by senior UPND officials has since come to pass. HH assumed the leadership of Zambia’s then second largest party without any obvious political credentials. While his predecessor, the late Mazoka, once held a position as a branch chairman in Bauleni Township, HH has never held any political position in his life.Not surprisingly; the performance of UPND under Mr Hichilema has been a political disaster. From the political heights that the party reached under the mature leadership of Mr Mazoka, UPND has since crash-landed into a tribal cabal of mostly Tonga-speaking people in the Southern Province.

  33. Recent election results are illustrative here. The election results, when measured in terms of consistency in performance, gain or loss, and convergence, show that the performance of the UPND presidential candidate (HH) and, by proxy, UNPD, has declined considerably since the 2001 elections.As shown in graph one, UPND was a formidable electoral machine under the leadership of the late Mazoka. In the 2001 elections, the performance of UPND, especially among presidential candidates, was almost at par with that of the MMD.The late president, Levy Mwanawasa, beat the UPND candidate with a very narrow margin.

  34. However, as graph one shows, the political fortunes of UPND have considerably declined since HH took over the leadership of the party.This is further reflected in the other graphs which reveal a tragic decline in UPND’s share of the national vote.Graph two shows that UPND had won 45 per cent of the national vote in the 2001 elections. At the time, Sata and his PF – with a mere six per cent of the national vote – were a non-factor in Zambian politics.

Under the leadership of HH, UPND’s share of the national vote under the United Democratic Alliance (UDA) declined to 26 per cent in the 2006 elections.As in the case of UPND, HH’s leadership of UDA was a political disaster.His political immaturity, greed and dictatorial tendencies forced seasoned politicians like Edith Nawakwi of the Forum for Democracy and Development (FDD) to quit the alliance.Against all advice, HH, now with an inflated ego, went ahead to contest the 2008 presidential by-election, following the death of president Mwanawasa.

His participation in the election further reduced UPND’s share of the national vote to 20 per cent, as shown in graph four.In contrast, the PF under Michael Sata has continued to grow and has overshadowed UPND as Zambia’s second largest political party.Overall, the Movement for Multi-party Democracy (MMD) has remained the strongest party in the country.Unlike both the PF and UPND, the MMD is the only truly national party with support across Zambia.PF is largely Northern-based, while UPND is now mostly still surviving in Southern Province.

  37. HH has no vision and viable strategy for the revival of his once great party.What is even more worrying is the ideological bankrupcy of HH. From a promising start when he assumed the leadership of UPND, HH has metamorphosised from a sleek, suave and intelligent young politician with a good grasp of business management into a dangerous, insulting political thug.This has earned him the unenviable name of ‘Prince Cobra’ – so gained because his superior in the PF-UPND Pact, ‘King Cobra’, is infamous for his language, and behaviour.

  38. As ‘Prince Cobra’, HH has also become a snake full of insults! The result is that the PF-UPND Pact has become an evil double-headed serpent that is devoid of an alternative programme to what the ruling MMD is offering the Zambian people.This double-headed serpent focuses more on insults than on developing a programme for growth and poverty reduction in Zambia.Under HH, UPND has become an empty shell of itself.

    It is now all too obvious to the Zambian people that, while HH may not go financially bankrupt any time soon, he has become bankrupt in terms of ideas and ideals.This is alienating him from decent senior members of his party.During the hey days of UPND under the late Mazoka, the party used to publish rational alternative programmes to those of the ruling MMD.For instance, each time the Minister of Finance announced his budget in Parliament, UPND would come up with a ‘shadow’ national budget to challenge that of the ruling party.

  40. This is the essence of opposition politics. Opposition parties are supposed to operate like a government in waiting.In this, UPND under the late Mazoka distinguished itself as a serious opposition party in Zambia. But not any more. This is a tragic loss to the nation as UPND was widely seen as a credible alternative to the MMD.Under the current leadership of HH, all that UPND has done is to come up with a cocktail of insults, violence and expulsions.The recent victims of this cocktail are Tiens Kahenya and Major Robbie Chizhyuka! The party no longer has any rational alternative policies and shadow budgets.

  41. This should be a source of serious concern to UPND supporters everywhere.HH is a vicious and greedy young snake with an exaggerated sense of importance.He does not smile in public. His face is in perpetual annoyance. This speaks volumes about the real character of this man. UPND insiders allege that their leader is intolerant to his colleagues’ opinions. He views any rival opinion as a threat to his fragile leadership of the party. He only surrounds himself with politically spineless stooges who are only too ready to swallow his political vomit.

  42. Is it any surprise that, following the death of Anderson Mazoka, such UPND luminaries as Bob Sichinga, Patrick Chisanga and Sakwiba Sikota quit?This has deprived the party of credible national leaders. To survive politically, HH, against the advice of some senior party officials, jumped into bed with the same man that he used to demonise. But clearly HH is the junior partner in the PF-UPND Pact.Despite all the pretence to the contrary, Mr Sata is the official Pact presidential candidate in 2011.

  43. There is no way that the Cobra can cede the leadership of the Pact to HH whose declining political fortunes he is fully aware of.The PF and the UPND are two totally different political parties with different political backgrounds, philosophies and manifestoes, although both parties are ideologically bankrupt under their current leaders.The PF is a party whose ideological direction is unclear.UPND was formed as a social democratic party.Following his alliance with Mr Sata, HH has been busy transforming UPND into a party ready to give up its genteel tradition for momentary expediency. HH himself has become so well versed in using unpalatable language that he is now outdoing Mr Sata.

  44. This has killed the spirit of free and quality debate in the party for which UPND had become famous under the leadership of the late Mazoka. Apart from their fixation with removing the ruling MMD and President Rupiah Banda from power, the double-headed serpent leading the PF-UPND Pact has failed to tell the people of Zambia what they will do to reduce poverty, stimulate growth, create jobs, and achieve other goals.

  45. The PF-UPND Pact has no unified manifesto.It is difficult to imagine how parties that lack any common programme can work together to promote development. As the 2011 elections draw near, the people of Zambia, especially those in the Southern Province should begin to question the real motive behind the PF-UPND Pact. The support for UPND in the province is not based on the party’s policies but primodial loyalty. It should, however, be stressed that even in Southern Province, support for UPND can no longer be taken for granted. In the 2011 elections, there is no guarantee that the peace-loving people of Southern Province will be taken in by behavior of the UPND leader to vote for the party.

  46. As shown in the graphs, both President Banda and Mr Sata marginally increased their support in the province in the 2008 election, while UPND suffered a slight decline.The decline in support for UPND in Southern Province is likely to continue in the 2011 elections given the poor performance of many UPND MPs and UPND-run councils in the region. To conclude, UPND under HH is hurting and is clearly in need of new credible leadership. Under the leadership of HH, the party has lost its vision and national appeal to the extent that it has been reduced to a tribal outfit, mostly restricted to the Southern Province.(The author is a policy analyst at the Centre for Policy Initiatives, Pretoria, South Africa)

    Zambian Supreme Court throws out petition against Chiluba’s acquittal

    The Supreme Court of Zambia has thrown out a petition by an opposition Member of Parliament (MP) to have the Frederick Chiluba criminal case restored before the courts.

    Former President Chiluba was acquitted of all charges of theft by a lower court, the Lusaka Magistrates’ Court last year, in controversial circumstances.

    After the acquittal, several interest groups demanded that the state appeal to a higher court against the acquittal, but President Rupiah Banda said he would not allow any appeals against the judgement.

    This prompted several aggrieved groups and individuals to seek a court action that they hoped would compel the state to restore the Chiluba case to a higher court for another trial.

    One of these petitioners included opposition Patriotic Front (PF) Member of Parliament Mumbi Phiri.

    She said in her petition to the Supreme Court that it was illegal for the state to refuse to appeal the case before a higher court and she wanted the court to order for a retrial in a higher court.

    But Supreme Court Judge Philip Musonda said in his ruling on Sunday that the petition had no merit and threw it out.

    This means, the state will not be compelled to take the trial of Chiluba to a higher court as has been demanded by many.

    Anyway , back to the issue at hand….The major does not seem to appreciate the concept of multi-party democracy. If the PF – UPND pact gets to govern the country then it will be his and other opposition parties’ job to provide the checks and balances that ensure that totalitarianism does not occur. That is democracy at work.

  54. No. 62 Zambia just call the American Department of Immigration. They should have information as well updated from the Zambian Embaasy. Here in Oz we got all the info from the Aus Immigartion because we had to renew our passports. We then sent them to our mission in Japan and they were quickly processed for our families.

  58. Let those have the time to organize presss conferences do so because democracy is like that. If some poeple want to disrupt major Chizyuka’s press conferences let him do so. If you disrupt then you are afraid of something. opinions are formed and can Ieither be accepted or rejected. I was taken aback to see a mob going to disrupt a press conference. Somebody help me is there no security (police) organized in these things? or is it a free for all just wake up go and call a press conference? Whatever it is police must control arnarchy coz bpeople will be injured and worse still be killed by unrully mobs.

We need younger people with brighter ideas and not failed independence struggle politicians. We need people with proper education and not Standard 1 drop outs! Lets hop that when RB retires in 2016, he’ll assure a young properly educated young person will take over from him.   61. Major chizyuka is a typical example of little frightened men who don’t seem to know what is good for them. In case the major is not able to see the writting on the walls; Zambians are now fed-up putting-up with tired and recycled politicians. Come 2011, we are having a new man in state house. No one shall have the capacity to stop this silent revolution; not even the MMD rigging general. People are extremely angry with the rubbish that is going on everywhere.

  62. Chizyuka has a point. Trashing him out is being inconsiderate. HH is misleading UPND sympathizers and actually himslef by thinking that he can mutate into a snake to suit in the Sata armpits. HH is young and intelligent: with time he would attain his goal if only he was patient enough to carry on the fight without having to engage into the so called pact with a party that has never had even a single element of democracy. I doubt if anyone can sight a characteristic of democracy in PF? MMD would have been a better partner for UPND as it is the only party in Zambia that has opened up opportunities for opposition guys even at the highest level of governance. It is never too late for HH to renconcile with RB, just to save Zambians from what is likely to be an Abacha style of governance.

  63. Zambians we must not fool ourselves by thinking that Mr.Sata can suddenly change his dictatorial tendencies. Mr.Sata is believed to have told the pipo of Mwandi in Sesheke between 1994 and 1999 that, building a University in Western will lead to cessation of Barotseland from Zambia. This allegation can be confirmed from some teachers at Mwandi Basic as it happened when Salvador was Dr. and arround the same time Mwandi Mission Hospital was being upgraded. If HH thinks this is the man he can make friends with, I feel sad for him. What kind of President would Sata be, if he fails even to recognize the role of higher education to regional and national development? I am sorry Zambia may not be worth living in if Sata becomes president.
