THE Energy Regulation Board(ERB) has increased the pump price of fuel and other petroleum products by 15 per cent with immediate effect.Acting ERB executive Director Joshua Malupenga said the excise duty on diesel had also been revised upwardly.
Mr Malupenga said the move followed the board’s decision to increase the prices of diesel, petrol and kerosene by 15 per cent with effect from midnight last night. “The increase has mainly been necessitated by a rise in prices of crude oil from US$40 per barrel in early 2009 to the current price of about $82 per barrel.
“Consequently the cost of a 90,000-tonne cargo has increased from US$40 million in February/March 2009 to $70 million in December 2009,” said Mr Malupenga. He said, the excise duty on diesel had been adjusted from seven per cent to 10 percent with effect from January 1, 2010. The new Tazama pumping tariff of $53.52 per tonne approved by the board last month had been applied as opposed to the previous rate of $39 per tonne.
Mr Malupenga said the new prices were necessary to ensure that the product from the 90,000 tonne Iron Monger Cargo that docked at the port of Dar- es-Salaam in Tanzania in December, was sold at an appropriate rate for sustainable supply. In Lusaka, the new pump prices would be K6, 691 for petrol, K6,300 for diesel and K4,409 kerosene while, in Kasama the new prices are K7,508 petrol, K7,119 for diesel and K5,114 kerosene.
In Livingstone petrol will now cost K7, 148, diesel K6, 757 and kerosene K4, 804 while, in Chipata petrol will be K7, 347, diesel K6, 958 and kerosene K4,976 and in Solwezi petrol will be K6,943, diesel K6,552 and kerosene K4,314. The new price of petrol in Kabwe is K6, 661, diesel (K6, 270) and kerosene (K4, 384) while in Mansa petrol will cost K7, 370, diesel K6, 981 and kerosene K4, 996 and in Mongu petrol will cost K7,455, diesel K7,066 and kerosene K5,069. For Ndola petrol will cost K6,579, diesel K6,188 and kerosene K4,314.
Mr Malupenga said: “It should be noted that petroleum product prices were last adjusted in December 2008. The prices were largely kept stable from 2008 to date through government subsidies meant to cushion customers.”
He said that in view of the changes, retailers were expected to issue receipts for all sales made, while customers were advised to demand and keep receipts that clearly showed the name of the service stations and other purchasing details. Mr Malupenga said the record was important for future reference in case of any dispute or complaints of overpricing.

Not so long ago, Sata inforned the nation that the govt is about to hike fuel prices. some spokesman said he was telling lies and alarming the nation. am sure the so called spokesman has nothing to tell the nation this time around. Expect price increaments in almost all essential commodities, tomato tomato balunda……..
Perhaps what is more surprising, when we remove all of the political chatter in the comments, is the fact that the country did not adjust prices upwards or downwards for over one year. Given that this is a commodity whose price is somewhat volatile, the implication is that there were subsidies and surpluses over the period that we are unaware of. The subject of fuel pricing in Zambia is an unpleasant one. But the authorities need to be more transparent about what is exactly going on in the sector and remove the shroud of secrecy that at times surrounds it. More in the second comment….
# 7 POLITICAL PROSTITUTE- My brother the problem here in Zambia is that many people will support what ever MMD does because currently they are benefiting. But what they forget is that as long as 80% of our people go hungry our homes and property will not be safe. You will continue puting burglary bars in your windows and build wall fences around your homes. Given the structural rigidties in the Zambian oil sector at present, it is unlikely that pricing will ever be comparable to that of neighbouring countries. If the idea is to reduce prices on the Zambian market then government ought to adopt a more long term view. Firstly, we need a real refinery. Part of the reason why Zambian fuel is expensive is the fact that an already finished product, diesel, has to be procured along with crude and condensate/naptha (so we refine already refined diesel!). Also this unique cargo mix raises the overall cargo cost since not many refineries around te world need to do this. The pipeline and stuff at Dar also need fixing. These are the real startegic issues for pricing in Zambia, not artificial price fixing for short term political mileage…..

Sata suggested we build a plant that will refine oil from Angola. it is an expensive venture but is cheaper in the long run. Western province is a potential oil producer, why not explore into it? we have continued importing from far flung Saudi Arabia because of treaties signed agez ago that a citizen is able to terminate if deemed liable. Someone read this and told Sata about it and as usual he knew the likes of Dawa, ukwa and benos do not follow issues and so if I say it they will believe and glorify Sata as a “prophet”. FYI PF members are part to the approval of this budget is parley so what are you saying. You should be following these issues baice imwe katwishi ngamwaba pa UNZA or CBU. In our time at UNZA we had real tools of critical analysis. I do not like the hike and so i suggest the GVT should think of a new hitech refinery. And how is your Shichilufya Sata going to keep the prices of petrleum products down when the price per barrel on the international market has almost doubled since early last year. I suppose you think he has some magic. The Ugandans thought so when Amin took over. Amin thought that to increase salaries you just print more money. Even Chiluba was not mad enough to put Sata in charge of the economy but you are free people and you can do what you want.
And how have other sorrounded countries have lower fuel prices than Zambia? Why has Zimbambwe lower prices of fuel despite being in problems? Do you Zambians think?????
