Home Affairs Minister Lameck Mangani says calls for Inspector General of Police Francis Kabonde to step down to pave way for investigations into his alleged involvement in the overpayment of K1 billion to a South African traffic equipment and car dealer, are premature

Transparency International Zambia has asked Inspector General of Police Francis Kabonde to step aside to pave way for ongoing investigations in his alleged involvement in the overpayment of K1 billion to a South African traffic equipment and car dealer.[quote]

Mr Mangani says government will not bow to pressure and fire Mr Kabonde unless the Anti Corruption recommends so.

He says should the ongoing investigations find Mr.Kabonde with a case to answer, he will be asked to step down.

Mr Mangani adds that government did not ask private prosecutor Mutembo Nchito to resign when he was being probed over the Zambian Airways saga and it will not do so with Mr.Kabonde.

A Joint investigations team consisting officers from the Anti Corruption Commission (ACC), Drug Enforcement Commission (DEC), Zambia Police and the Zambia Security Intelligence Service (ZSIS) has recorded a warn and caution statement from Kabonde in connection with unaccounted for K1 billion overpaid to South Africa’s Instrumentation for Traffic Law Enforcement (Pty) Limited.

  2. I’ll have to use L T’s currency converter to find out exactly how much this is in U S dollars.
    If i remember correctly some ZAF and ZA officers were sent to jail for similar offences.
    So what does ‘warn and caution ‘ mean ?….Does that mean there is insufficient evidence?
    If the IG of police is formally warned and cautioned , then should that not be enough for him to stand down until investigations are complete? You can’t compare his position with that of a private prosecutor !

  3. Mutembo did not resign from the Task force even when a similar institution was investigating him for the Zambian Airways Saga. Thats a good one Mangani

  5. Where does Mutembo fit into Kabonde’s case?The comparison is misplaced as Kabonde is IG and the people investigating or questioning him are his juniors!Mangani is another clown who doesn’t seem to understand his job coz his statement doesnt make sense!

  7. [-( The culprit here is former IG Ephraim Mateyo and that’s why he was relieved of his duties. Kabonde was his deputy at the time and that’s why he has been questioned by the investigative wings to shed more light on the matter. But The Post as usual want to twist facts and make Kabonde look like he is the culprit when he just followed instruction from his boss Mateo to process documents. Please let the investigators do their work professionally.

    What is this comparison between the thief kabonde and mutembo nchito? Really, what level of reasoning is this from a Home Affairs Minister and does Rupiah Banda agree with your nonsense?
    This Kabonde thief should not be fired but should step aside by going on leave until the investigations are completed.
    There is no politics in Kabonde stealing from the public (if he has stolen), and hence the investigative wings should be allowed to investigate unhindered. This is what is normal. PERIOD!

  14. I think Dishonourable Mangani is a Ministerial Misfit! How else do you bring in the Zambian Airways Saga, a private institution with private ownership and compare that to a very highly ranked public officer? I think the Degree issue shuld be extended to MPs, also because however the allegations I think the comparison is totally misplaced. How different is this allegation to the so called theft of K27b at the Health? A lot of officers that were suspended had nothing to with the alleged theft except that they were the office bearers at the time! What crime they may have accused of commiting was someting that was done in the course of their duties. No different from Kabonde! Pity they have no one to speak for them! And where are they now? They were sent on forced to pave way for investigation

  23. Yayi, a Mangani mwalakwa. You cannot compare Nchito to Kabonde. Kabonde is the most senior police officer in the land and there is no way an investigation can take place by his juniors while he is still in office. Please, let justice be seen to be done. If he is innocent, well and good. It is for the good of the country that he should either be suspended (even on full pay) or he resigns. I love our President but I beg him to do the right thing here. Probity, probity, probity!

  26. To those who doubt that Veteran is Ben Kangwa, have you seen him comment lately on this blog? No. The reason is he is in Los Angeles were your first lady (Ghost Worker) Thandiwe is right now. Probably he has no laptop or he is sharing hotel room with someone in the entourage or from the embassy. I will let you know when Ghost Worker leaves LA.

  28. Mangani hasn’t changed his behaviour even when he was my teacher in junior high school he could give examples of two unrelated events. Mutembo is now serving a constitution office like the IG so why is he comparing this case to Zambian Airways, a private company. Kabonde is a public official using tax payers money. This is why he needs to step down or go on leave so that the investigation is carried out unhindered.

Me,am convinced kabonde kapuli stole.just go to kapiri and see how the chi man suprised every one with the way he litters his cash.if he admires a house he buys it demolishes it and build something of his own.he has even put up ka lodge kashupa.so kapiri residents were baffled at how much gratuity this man got so now they have come to know ati kanshi ba guy niba punka balibila ubuteko.

  31. This man has clearly been overpromoted, and is incompetent for the position he is in. He should resign NOT for the investigation, but for his response to the comments by the threats by the MMD hooligan elements. The problem we have in Zambia is that we lack a sense of accountability, an ability to understand when the time is up, when it becomes untanable for someone to remain in public office.   33. This could be the reason for the demotion. LT can we get a full report on the AG final findings? Mangani in this report was saying its premature for IGP to step down.
