RB is disappointed with Civil Servants’ work attitude

President Rupiah Banda is disappointed with the negative attitude by civil servants in the implementation of government policies and programmes that are meant to benefit the community, Special Assistant to the President for Policy Implementation and Monitoring Ben Kapita has disclosed.

Mr Kapita revealed this today in Mazabuka when he addresed heads of government departments.

He said President Rupiah Banda was disappointed with civil servants who have failed to implement policies and programmes which were working very well in other countries which inherited the same policies from Zambia.

Mr Kapita cited the Fertiliser and Input Support Programme which was working well in Malawi and Tanzania but had failed to yield positive results in Zambia because some government officers who were supposed to implement the programme were misapplying the farming inputs.

He warned that government will not tolerate thieving government workers to derail well intended programmes meant to boost national security.

Mr Kapita said there was need for a change of work attitude by government workers charged with a responsibility to implement government programmes because government was in a hurry to deliver services to the community.

He said failure to implement programmes is imparting negatively on government performance.

Mr Kapita said the country had the best policies in the region but the implementation had been frustrating to the government especially that countries that had borrowed government ideas were doing well.

He also took a swipe at civil servants for frustrating government efforts meant to woo investors by employing bureaucratic principles that only discourage investors from invest in the country.

Mr Kapita cited the delay by government workers to process documents for an investor who had applied to open a Tobbacco processing plant in Eastern Province and had since re-located to the neighbouring Mozambique.

He observed that because of the weakness in implementing government policies, the investor had to open the plant in Mozambique forcing local Tobbacco farmers to travel to that country to have their produce processed.

  1. RB has been a very bad example to the civil servants. And it will be very unfair to judge them. We all know where they got that bad attitude from!:o

  2. Some one should also tell him that we Zambians are also biterrly dissappointed with his work attitude cause he spends 90% of his time in the sky rather than his office!

  3. Mr president, you are a failure and a disappointment yourself, you have failed to lead by example and have not honoured any of your campaign promises.

  4. What do you expect from civil servants when the biggest civil servant has a bad attitude towards work. Manzi yakonka mufolo.

  5. After HERB, the biggest culprit is Dr Joshua Kanganja. The man is as clueless as a headless chicken, bundafye bwa nchekelako from permanent secretaries. Mwapya bakapala.

  6. RB, you are an OLD, TIRED and DULL OLD MAN. You belong more to the museum that State House. can someone start construction a Museum for such Old, tired and old men please. They belong there

  7. Civil servants are not motivated in Zambia, They are the ones doing the work but when these politians come they get promotions without any qualifications leaving qualifield civil servants. The civil service is really politicised in zambia. How can a carpenter be an ambassador in an Embassy, controlling qualifield officers (civil servants) as such even if they make mistakes, he will just sign because he has no knowledge.

  8. The president is civil servant # 1, so the flocks emulates his leadership style. RB should not expect good attitude in public service when to start with his (RB) attitude is not fit-for-purpose. So, many scandals within a short period of time!

  9. How can Banda be disappointed with people’s work attitude and ethics when in fact he is the one who has caused all this to happen? When did Banda last show up for work? This man thinks he is a traveling salesman. Mr Banda should lead by example. Work ethics and attitude towards work is Sata’s bread and butter. Sata you see results, Banda you see trips.

  10. To those who doubt that Veteran is Ben Kangwa, have you seen him comment lately on this blog? No. The reason is he is in Los Angeles were your first lady (Ghost Worker) Thandiwe is right now. Probably he has no laptop or he is sharing hotel room with someone in the entourage or from the embassy. I will let you know when Ghost Worker leaves LA.
