HH is ignorant on awards of road contracts-Mulongotii

WORKS and Supply Minister Mike Mulongoti has said United Party for National Development (UPND) leader Hakainde Hichilema is ignorant on the awarding of road contracts, hence his allegations that there is corruption involved.

Mr Mulongoti said in Lusaka that Mr Hichilema did not know the operations of the Government and the procedure of awarding contracts.

The UPND leader at the weekend toured some townships where he accused the Government of being corrupt and that it was for that reason that the roads were in a poor state.[quote]

But Mr Mulongoti said it was unfortunate that Mr Hichilema discussed matters over which he lacked understanding.

“It is very clear that Mr Hichilema is ignorant and he does not know how the contracts are awarded, but we will remain focused on various programmes to move our agenda forward,” he said.

He said Mr Hichilema was desperate to get to State House and was ready to mislead the public to win political support.

“Councillors are elected to resolve issues of roads, among others, and in this case nearly all the councillors in Lusaka are from Patriotic Front (PF), so is he implying that they are all corrupt,” he said.

  1. It appears that everyone wants to hide in this lack of clarity on the relationship between central and local governments. If PF and UPND-led councillors are to blame, can someone explain to me why in every election since 1996, MMD always reminds electorates for vote for a MMD councillor/MP if they want development because the government in power hold the purse.

  2. Accordint o the article on LT title Kazala Ignorant.. it says…”Lt Gen Shikapwasha, who is also Information and Broadcasting Services, said the government uses the same taxes to develop infrastructure such as schools, bridges, ROADS and salaries among many government programmes.

    He said this in a statement released to the Zambia News and Information Services (ZANIS) in Lusaka yesterday”.

  3. Govt should not throw in the towel like that because the current state of roads and drainage in lusaka calls for state intervention.

Surely Mulongoti is insulting our collective intelligence as Zambians: As far as we are concerned, people are contracting diseases in our compounds due to poor drainage, and, sadly some have even died. Being in government, Mulongoti doesnt have the luxury of passing the bat – for goodness sake people are dying! We do not care whether or not HH is right but the government of the day has to put its act together and do the needful.

  7. Here comes another uncivilized individual. Does this fellow understand how governments work? oops. I forgot HH does not understand how corrupted governments work therefore he is not in a position to comment on the state of roads. If the tax payers’ money is being stolen by the opposition why don’t they arrest them. Any sane indivdual can see that since KK and Sata as governor of Lusaka nothing constructive has been done on roads. And these Mambalas have been in power for almost 20 years. When Sata was governor we had green lawns and flowers on cairo road. One could walk from North end to Kafue roundabout smelling roses. If you were to try to do it now all you would smell is urine from drunks and street dogs. This mambala should know that if nothing is done on roads, hospitals education…

So all he means is that Govt will allow people to die wherever there is an opposition councilor? They even sing loudly that opposition should work with Govt and yet refuse responsibility to areas held by opposition. Mulongoti you r in Govt in case you have forgotten. How do you speak as if your brain switches off and on? With a degree but definitely lacking in social intelligence. Poor koalo!!!

  13. Iwe Michael Mulongoti, if the contracts are awarded properly and not through Geof Kaandelian procedures, why is the road infrastructure still appaling? Actually, our roads appear as if road side bombs explode on them. Only recently, you, the MMD, lost an MP due to the poor state of the Great East Road.   16. HH is a tribalist. We know how he came to power so we know what development he will bring and to which province.

    RDA is for trunk roads and urban roads are for local authorities, in this case LCC. Councillors meet and this is there job to deleberate and solve these problems for us. We pay fuel levies, land rate and other taxes and the mayor plus his councillors that meet and get K1m per sitting should explain to us what they have done. If they are failing to perform, whether they are in opposition or not, maybe their positions should be scraped. LCC is even failing to finish simple drainages in Kanyama compound

  18. #11, yes they are but they never control the budgetory allocations and they are at the mercy of the central govt to release those funds.
    Have you asked yourself why suddenly MMD wants to repair roads in central province? they know most of it is covered by the mighty lufwanyama district which is shifting toward the PACKET.

  20. Mulongoti, the best your government knows is to ‘seal the roads with dust’ which is washed away on the onset of the rains and we are back to 1st degree potholes even 4x4s can not challenge. You want to pin the blame on councillors??? Please do not even think of borrowing millions of dollars to work on the roads country wide. Get money from the mines to re-construct the roads especially the roads on the Copperbelt. Let’s have a debt-free country which is conducive for this generation and generations to come. Money is there. Ask George Kunda!!!

  21. I am now absolutely sure Mike Mulongoti is afflicted with multiple sclerosis whence the clearly cognitive dysfunction symptoms he is manifesting. I mean, how else would you explain his impaired ability to think, reason, concentrate, or remember? If I were him, I would see a doctor immediately because he might have a malignant tumor resident deep inside his brain’s temporal lobe causing all these stinking speeches of his and very weird behaviour and flawed comments like the one on Chiluba not going to prison. It cannot be a mere coincident that every time he opens his mouth, “ifwa bupuba fyeka fyeka” cruise out of his mouth, the chap is sick in the head sure!

    What is the work of Works and Supply Ministry and Office of the President under Disaster and Mitigation Unit. My own understatnding is that MP and councillor are there to spearhead developments in their constutiency with the help from central Gvt. If PF MP are stealing pliz arrest them all.

    They were given all funding last year, but they cant explain what they did with it. What do they do if they can make noise on issues, they should just accept that they failed to see this happening knowing very well that nobody will ever hold then accountable.

Just hang your head in shame bakalamba. Your so called “government procedures for award of contract” need to be uprooted and thrown in the rubbish bin where they belong and a new completely set put in place.

  25. The NCC should remove the need to have councilors and City Councils,they serve no function other that just consuming money. It is clear that from these debates that people do not expect councilors to manage there own wards but central government to do everything.

    It should also remove MP, thy are just politician who are not expected to do anything close to development.

    In fact i have a very bad test for city councils cos they cant repair anything not even TRAFIC ROBOTS, Sad very sad that people in Lusaka cant see this, they have been consumed by the hate they have for they current government.

    The private media is not playing its part by not questioning what these MP and counselors have done in the last 9 years.

  26. As for Kunda, he surely is suffering from some kind of political Medulloblastoma – a tumour found in the cerebellum, which controls movement and balance. Look, there are serious floods in Lusaka and that’s when the i.d.i.o.t decides to go to another province holding rallies to accuse opposition politicians of the most ridiculous and unfounded accusations! Or the one of accusing Fred M’membe of trying to take over state power by scheming to control the office of the Director of Public Prosecutions and other constitutional offices for the purpose of making money. Any balanced person would applaud Fred if he were able to pull such a coup and any government that can fall this way does not deserve to be in power.

  29. The government of the day is responsible for everybody in the country & even citizens outside the country. If there is anybody breaking the law of the land, it is the responsibility of the government to arrest them. By putting the blame on others, Mulongoti has just admitted the failure of his government to govern.

  31. President HH is the man of the moment for Zambia as shown in the recent news items. Whatever the case, it is good to be in the news even if the news items are bad, according to my former lecturer in marketing.

    Following “Mr Mulongoti said in Lusaka that Mr Hichilema did not know the operations of the Government and the procedure of awarding contracts“, it just shows that MMD GRZ is panicking at the pace UPND president and PF-UPND PACT 2011 presidential-candidate-to-be HH is working with the Zambian people.

  32. Coming to the MPs, councillors and local govt. You are also a shame to the nation regardless of which political party you come from. The people of Zambia elected/appointed you you to those offices to work. In return, what tangible evidence can any of you put on the table as a result of your work. Squabbling with the opposing party is not on your job description.

    All you guys have exhibited the highest level of imaturity, incompetence, neglect, visionlessness, greed, laziness, name it.

  33. Mulungoti is right the Lusaka council is run by PF but the question did he fund the council and how much was given to them .Stop blaming PF councellors if this useless MMD government has not funded them.
