Government will not legalise street vending – Muteteka

Parliament yesterday heard that Government has no intentions of legalizing street vending in the country.

Local Government and Housing Deputy Minister Moses Muteteka said government has no intentions of legalizing street vending because the trend is illegal and makes cities look dirty.

Mr. Muteteka said this in response to a question from Chilubi Patriotic Front (PF) Member of Parliament (MP) Obby Chisala who wanted to know whether government intends to legalize street vending following the global recession which has affected many families.

Mr. Muteteka said legalizing street vending would allow many marketeers to move from designated markets to the streets adding that this is what the government does not want to see happen.

Meanwhile, Mr. Muteteka has disclosed that 11,000 marketeers have applied for stands at the New Soweto Market.

He, however, said the number of applications does not correspond with the number of stands at the New Soweto Market adding that the demand for stands at the new market is very high.

Mr. Muteteka said he did not have the amounts as to how much each trader will be paying for a stand at the market.

Mr. Muteteka also advised the opposition Political Parties to stop politicizing the allocation of stands at the New Soweto Market.

He said government shall ensure that the allocation of stands at the market is done in a more fair and objective manner.

Mr. Muteteka said once the allocation of stands at the New Soweto Market is not properly done, his Ministry will always intervene to restore order.

  1. OK, let me make some calculations here.

    11,000 applicants…wow. Lets see now 😕

    If I had to construct a large market with 11,000 market spaces and charge every marketeer K20,000. I would be making K220,000,000 less salaries for cleaners (K500,000 each for 5 cleaners ) comes to 217,500,000 before taxes and payment on loan. (ruff figures of course)

    Since it’ll be going at such a low rate, the marketeers would have to absorb some of the costs. Pre-paid electric meters installed in all spaces so marketeers can pay for their electric consumption. (just some not all of the costs mechanisms).

    Also if it’ll be in a prime location, we would expect high volume of consumers meaning we would have to place ad space all over pegged at K2,500,000 per billboard.

    Good business…

    #3 you are truly a capitalist – instead of offering solutions that will benefit the vendors, you only have materialistic ambitions at heart. There must be other means of distributing material comforts more equally in Zambia and I don’t believe that capitalism is the only way to do this.

  4. Most people agree that the Lusaka city centre is in irreversible decay, generally filthy, overcrowded and beyond safe recovery. Unleashing the police on street vendors is costly and a waste of time. A practical course of action is for local government to publicly admit defeat and to encourage big business to surrender the CBD to street vendors, barber shops and nshima establishments.

    Local government must identify a new location for serious business. The posse of single stock merchants who mill around the CBD are there to stay whether Moses Muteteka likes it or not.

  5. Street vending is just a symptom to say there is a problem which requires attention. The minister didnot address this problem and has no idea of addressing it.

    Where ever I have been there is street vending, the difference is its controlled. I have observed designated areas where street venders are allowed to conduct business in a clean environment.

    In Durban, town centre, emerging from worshop, there is a tunnel linking the the roads heading to the beach front, there is street vending, even whites are doing street vending there. In Hongkong one of the most beautiful places in the world, there is street vending at the beach and along corridors, In Dubai is the same. So, why cant the government designate areas for street vending? Ubwikalo nabushupa, you want them to start stealing?

    Any wayz street vending can be alowed on specific days at least one that calls for the governments support.

    it is every zambians dream now to start a ka temba so lets alow it if we cant cure unemployment

No. 3- Bwana Capitalist..I totally conform to your line of thought..it would be such a pleasure to work alongside an individual of your caliber..you have offered a solution to the Zambian problem, the Zambian problem is that we tend to be more on the theatrical side of things, i like it when i find someone ready to roll up the sleeves and be practical..indeed this is the nature of the globe at the moment, it is capitalist, so if you can’t play ball, you crash.. I thought you were the Minister of Local Government there for a bit..carry on Bwana Capitalist.

Zwaa and condoned day light committed corruption. I, think RB and Kunda will face more problems than Chiluba.Guys you are killing your own people .Mmd policies are trash. Think of life after politics.The law shall surely visit you.   10. there is nothing wrong with street vending as it is an incubator for going into bigger business.i personally know people who were street vendors who have gone on to be dollar millionaires in zambia.
