RB visits Lusaka floods affected areas

President Rupiah Banda today visited flood affected areas in Lusaka where he disclosed that K11billion has been set aside to help mitigate the impact of the floods.

President Banda toured Chawama, Msisi, Chibolya and Kanyama compounds and the Independence stadium where over 600 flood victims have been temporally relocated.

He said his idea of visiting flooded areas was meant to get first hand information about the impact of the floods so that government could find ways of mitigating the problem.

President Banda also said government would work with many other stakeholders to find a lasting solution to the problem of floods in the city.

He called on the opposition political parties in the country to come on board to find a lasting solution to the problem of floods.

The President said it was not good for the opposition political parties to politicize problems in the country.

He has since called for unity when it comes to developing the country.

“The opposition must not always oppose. I would like to see Mr. Sata or Mr. Hichilema say what we can do to help these people. We have to work together sometimes instead of cheap politicking.” President Banda said.

He said in China where he was recently, there are many political parties but the country has managed to emerge as an economy to reckon with because of the unity in purpose.

President Banda said Zambia can also do the same for the sake of development.

He also thanked Lusaka District Commissioner, Krista Kalulu, the Lusaka Provincial administration, Zambia Red Cross, the Zambia Army and all those that have devoted their time to assisting the flood victims.

He said he was very touched by the flood situation in the district saying he was open to receive ideas that can help find a lasting solution to the problem.

The President said it would be unrealistic to take people back in their flooded areas hence the need for dialogue to have standing solutions.

He appealed for support from the business community, churches, NGOs and other well-wishers to assist flood victims as they will need assistance in among other things, food and blankets when the floods subside.

    I am of the impression that “first hand information” about a situation can only be attained immediately after it has happened. How many days has it been since the floods devastated the areas the president is now visiting?

    Anyhow, better late than never. As far as the fate of the poor people of Zambia is concerned, it makes absolutely no difference whether they are saddled with RB, HH or Sata – they always bare the full brunt and their lives never seem to get any better.

While the Opposition Mps in Lsk are failing to explain what they have done with K600M CDF, they have chosen to polticise the impact of the floods. Its sad that these MPS like Given Lubinda who has failed the people of Kabwata for the 10 yrs he has been the MP wants to make political capital on any disastor. This time we shall show him and other failures the way out!!!!

  4. #1 Good evening, I agree with you only on the fisrt sentence of your Second paragraph.The initial indicators were that the situation would be under control besides, if the President has to get down to each and every obtaining situation, then there would be no need of having DC s, PS s, Ministers, MP s etc. When the situation requires the attention of H.E like whats happening now then he goes on the ground after being briefed by his juniors but because the other Citizens like those in the Opposition like to be political on any development, they will rush like they did and yet they are part and parcel of the leadership interms of MPs and Councillors. We need to work together for our Country.

  6. A little more unity, maturity and positive mindedness is required on the zambian political scene. We need to move from politics of abuse, innuendo and gimmickry. Leaders should inspire and should have a sense of resposibility. It is not always about “by any means necessary” sometimes leaders have to take decisions that cost them but benefit the people not always willing to fight to the end. Such destructive tendencies as exhibited by some can potentially destroy the nation.It is the wrong seed to be sown in our country and a bad example for the yougsters.

    Finally, as President, does he always have to talk about the opposition? He is president, and his government should have solutions by now.

Probably Banda couldn’t distinguish the type of floods affecting Zambia. He thanks the MMD officials that have made it difficult for the city to function and he thinks the Lusaka people are not watching his failed misleading leadership. The all purpose for him to ignore these areas is to punish people for having voted for PF and UPND. Surprise, surprise, they will do so again.   19. The flood problem is not new to Lusaka, and these govt officials, including the President, already know this. What facts is the president trying to gather when, I think, govt already has mounds of reports, probably even studies about this issue? Didn’t they already know that when it rains, and there is poor or no drainage system in the city, flooding is a high possibility? Are they waiting for China, WB or IMF to tell them to do something about this problem?!!

    Trust me, after it is all said and done, we will be back next year discussing this very problem. And the President will again be on his “DONKEY” visiting displaced people due to floods. In the meantime, nothing will have been done about it—-that’s Zambia at its best, right?—-C.R.A.P!!!

  29. It really suprises me with the way we react to these situations. We always enjoy a fire fighting approach. When will we ever learn to be proactive? The approach to improving the living standards of the masses in this country is very poor. We know the reason why we have those so called floods. Why do you take it as a shock Mr President? Lets engage our engineers and sort out the drainage. Why should Lusaka experience floods when it is not even near any flood threatining river. We waste money on useless things like the NCC when our people are suffering. Politicians travel every day and see how other countries manage their places and they literally learn nothing from them.

My brother come back to earth and dont you ever think those people in kanyama like to live in such conditions. mind you the local govt has instructions from central govt thru the minister of local govt to administer such funds as the infamous CDF. the veep’s office is responsible for mitigating disasters in zambia. so where does it leave your blind support if the very govt is failing. yes the mayor or councillor may be from an opposition party but you first read the local govt act and see who controls the money inflow and expenditure. kindly access the national assembly of zambia for the constitution or if you are too lazy ask me to fetch it for you

  33. the moment services such as water, gabbage, road maitainance and housing were taken away from the councils, thats when the cancer entered and councils have never been the same since then in terms of revenue collections. we saw in 1987-8 how much lusaka district council collected, more than a billion kwacha and it became the first council to own public transportation buses for its workers-all this under one Micheal Sata.
    Chingola council could contract phoenix road contractors to refurbish the town center and most major roads even without withdrawing from the central govt. but came the shortie, and all his senses were so short that he couldnt see the future. hence the dilapidation you and i are witnessing for most towns around zed

  37. Sata has publicly admitted that he has failed. He admitted that he has failed to run the councils and that they have in turn, failed the people of Zambia. Now, instead of trying to deal with his failures, he has opted to go campaigning in rural areas by bus, leaving poor souls to suffer in floods. This is a lack of leadership. Its like PF is on auto pilot!

    RB should dissolve this council and get his people to turn Lusaka around. We want results and not these excuses PF are giving us!

  42. the technology for harvesting rain water is very much available. I last saw this on a Japanese documentary on ZNBC some time in 1986, for them even at home you can do it as long there is plenty of storage. Storm water is relatively clean and thats why we used to have gutters that were lined with stone quarries some time ago so that this water goes back to the rivers relatively clean than is the case where some one can even have the audacity to build a house right over the stormy water passage or imifolo mu chibemba

A we should be mindful of the fact that there are two types of evil: man made and natural.the former is easier to manage and avoid and even find some one to blame .The latter is different in the sense that it cannot be blamed on anyone.No matter the number of drainage systems that may be put up in Lusaka the problem of floods will not be solved.Who remembers seeing floods in the areas of Manda Hill,Acades etc…Look at Uganda.People died there due to mudslides as a result of rains.In Morrocco.People died due to floods. On Sep 11, 2001 when terrorists attacked the USA, pres Bush was on a visit to Asia and as soon as he was informed he cut short his visit and rushed back home to be with nation and take charge of the situation. On Xmas day 2009 a Nigerian almost succeeded in blowing up a passenger plane full of people but fortunately the plot was foiled. This happened while Obama was away on holiday and he did not issue a statement or return to Washington there and then until after 3 days. He was heavily criticised.
    In Zambia floods cause a disaster,houses collapse,people die and many more are evacuated to a stadium, for months no word from the president and instead chooses to visit China and when people query his insensitivity he cries, ‘the opposition is politicising things.’ Zambia needs change.

  52. #55, we had floods in Kanyama since the infamous and first flood disaster we had some time in 1978 or 79 somewhere there. Since then Kanyama has been a benchmark of floods in Zambia and so we are not waffling. Such problems were supposed to be settled a long time ago like you see just besides Cairo road, under the the road there is a very big drainage such that its not easy to simply flood the CBD in one or two or indeed three heavy down pours. But alas, this has become the haven of many street kids and if it goes unchecked, we may start experiencing the same even pa central place. this plan was supposed to be extended outward but we got independence and most of such projects were left out on the NDP’s and most of the money went to liberation struggles, hence the gross underdevelopment of

    We are seeing economic strides because of the same 1991 MMD manifesto which was developed by true lovers of Zambia like Arthur Wina, Baldwin Nkumbula, etc… The only difference between then and now is that both Levy & RB follow the manifesto where FTJ abandoned it. This is good leadership.

    When PF took over the council, Sata promised that he would show MMD how things should be done. He has now told us that he has failed. Drainage in other areas like Garden, Kabanana, Chawama, etc… are all new to us. These were never there before PF took over the councils.

    PF have improved the running of the councils by improving the collection of rates, taxes and building fees. When they took over the council, rates were in arrears of over 3 years. Now they demand payment immediately they drop off the rates invoice or they collect your TV, Fridge, Stove, etc… They are efficient!

    The PF have failed to direct these funds to better the lives of our people. They have instead paid their own salaries in arrears. Shame!

At least today we have an opposition to point out when money is missapropriated. What more when the MMD in opposition is destroyed by a PF/UPND led government like we saw with UNIP in 1991? It means there will be no opposition and thus wide spread theft of public funds like we saw under FTJ.

Even HERB is also out of touch by calling for solutions from the opposition when the UPND even before he left for China provided the solution.   72. #87 It is one thing visiting flooded areas and criticizing the Govt. It is also one thing visiting flooded areas and outlining what you would do to solve the problem or doing something about it. What did your HH do or say when he went on those areas – nothing of substance. Remember Mr Sata was Lusaka Governor, Local Govt Minister and that drainage problem was there – in short he failed.To remind you Drs Fundanga and Musokotwane were lecturers of HH at UNZA – and these are the guys steering the economics of the country – tell me any economic strategy for the country that HH has uttered – nothing. The best he has done is insult left right and center. Let him argue against his lecturers.
