Be patient, NCC tells critics

NCC Delegates Deliberating

NATIONAL Constitutional Conference (NCC) secretary Newton Ng’uni has advised people opposed to its deliberations to exercise patience, as all deliberations will later be subjected to public scrutiny.

He said the NCC had noted that there were people that were bent on negative criticism all the time at the expense of progress.

Mr Ng’uni said in Lusaka yesterday in reaction to some people who were saying that the NCC had rejected a clause that called for people’s right to food and water that criticism should be constructive.

He said people criticising the NCC were just exhibiting their perceived hatred for the conference.

Mr Ng’uni said there were a lot of views expressed in the NCC and it did not make sense for some people to single out a clause and demonise the NCC instead of offering alternatives.

He said people should not show dislike for the NCC but offer solutions and praise where it was due to improve the process.

Whatever people were complaining about would still be open to public scrutiny and such suggestions would be considered by the NCC.

“There are so many articles and different views expressed. People will be given chance to look at the decisions and reasons being given by the NCC,” he said.

He said the issue was not about what had been adopted but the attitude by some people who had even refused to participate in the process.

Mr Ng’uni said the NCC had included a clause on adult education when the Mung’omba draft Constitution did not include it.

He said the NCC had enhanced the article on health which should be appreciated by all well-meaning Zambians instead of picking out certain clauses which could even be handled under delegated legislation.

He said the NCC delegates should remain focused despite various criticisms from same people who had the right to comment but had chosen to take a confrontational stance.

He said if such people were seen to be confrontational, then their advice would not be taken and they would continue to complain.

If the secretary of the NCC seems not to understand his terms of reference, I’m sure there must be a number of ordinary members who don’t even understand why the current constitution is being re-drafted. Leaders must show passion for attaining the objectives of the project without seeking personal glorification because they’re supposed to be doing their job.

Ba LT have you noticed that the volume of people visiting and reading your stories has reduced of late because of the calibre of stories you are bringing from Times of Zambia, Zambia daily Mail etc. Its like you are geting stories from the dust bin. Just check on the comments on various articles, they are not as they used to be in terms of numbers. please change.

  8. People’s cries are that NCC is wasting money Becoz of the way they are prolonging their deliberations and the attitude of some deligates like those we haerd abscond instead of being at Mulungushi,
    also looking at the money the deligates are getting ,it’s unfair on the part of tax payers.

  10. People! I would advise that you don’t use the Post as your source of information. It has an axe to grind and will not give objective coverage of decisions. But all our newspapers in Zambia have agendas. It is so difficult to get unbiased coverage in Zambia. It is our misfortune. If you have researched you should know that the NCC did not cancel the right to food and water but transfered that right to the Directive Principles of State policyin the Constitution. Putting such a right in the Bill of Rights just serves to undermine fundamental rights and would tie up the government in courts of law. Government can not give people food. Even the Americans do not have that right in their Bill of Rights.

  11. Zambians ought to learn to give the politicians a wake up call of why they are there in the fist place. Its annoying to know that aperson you have chosen to perform certain tasks on your behalf is doing literally nothing but claims for reward at the end of the day. Even if this constitution came thru, it will actually be choking us instead of empowering the masses. The very idea of improved standards for all in Zed is being wiped off in front of our eyes and all we can do is blogg and blogg and blogg until they succeed. Very ironic and weired.

  12. By the way some very bright lawyers are at the NCC such as Prof Mvunga, Dr. Matibini, Sakwiba Sikota, Nelly Mitti, Enerst Mwansa, Steven Malama, Enoch Mulembe, Yangailo etc…

    Do the bright lawyers connect with the grass root and their needs and fellow zambians? Or are they big shot corporate lawyers who want nothing to do with the poor but concerned with their ‘good names’ and self images? If your answer is yes in the first question, then I want to believe they will stand up for what is core to the very hearts of all Zambians. In this case I mean, they have done full research (open for review) at the grass root level to support their contributions in this ‘noble’ cause.

  15. Yes, the NCC should remain focused on getting more money from the taxpayer who has no say on what they are doing and what they are trying to do. Posterity will judge you, N’guni and other’s very hashly indeed. May God have mercy on your souls.

  16. Ba kabolala Ba NCC, including N’guni. What is your complaint when you are enjoying yourselves and playing a blind eye to people’s sufferings. You can’t be asking for patience from people when you are just waisting their money and time only to have the constitution revisted after the elections in 2011.

  17. Can Newton tell us when we are going to be given a chance to scrutinise the NCC document. NCC is a fraud because MPs and Ministers are NOT entitled to any extra allowance for doing legislative work because that is why they are paid a parliamentary salary. Zambians work up and challenge these thieves. People are dying of preventable diseases and yet these crooks are busy milking the state. We need to stop this and challenge these crooks. Can Fr. Bwalya champion this cause if he cares for the poor please.

  18. Mr Ng’uni, the Zambian people need a right to clean water, food and shelter. Whats the point of you pointing out only one clause on adult education when what Zambia needs is a right to education for all our children at least up to Grade 12.
    Ba Ng’uni, we all know that it is a lucrative business to be part of the NCC, but please use you brain before you open your mouth.

  19. #22, Ithink the NCC has already adopted the Right to Education and Health. But I think your problem is the money they are supposed to be getting and not the content. I suppose if they were getting no money and working on a voluntary basis you would be quite happy. My experience with such matters is that there would have been no commitment from anybody if the assignment was voluntary. Not even from you. But please continue pretending that you are the most patriotic Zambian. After all this is the internet and every one can pretend to be what they are not. Blessings!

  20. #23 You only think (you assume that) and don’t know if education for all has been adopted by the NCC hence you cannot argue on that. Secondly, my issue is not the money as you insinuate but the Right to Education which is more important.
    In conclusion, I cannot debate with a “pea brain” cadre on an important national issue like “The Right to Education”.

  23. i wud encourage all patriotic zambians to b patient n wait n see wat the product of ths so calld NCC is it myt actuali turn out to b a constitution we ve bin awaiting 4 all ths whle lets nt condemn lyk no benefitn clauses ve bin adopted 4 instance a clause tht exempts a citizen frm bin taxed aftr retiremnt etc,hs bin included in the constitution wch wil enable retirees to invest in businesses of ther choice…
