Ministers can have whatever chain of qualifications they wish but lets be objective and ensure that we(as in GRZ) have policies that monitor performance and avoid having dunces for ministers.One mechanisim that could work to promote good governance is the introduction of performance assessments for individual ministries. Those ministries found wanting (performing below par ) automatically looses the minister and or gets cuts in budgetary alocation to boost well performing ministries. Various projects within one fiascal year are not monitored and no periodical reports are made to the public until at the end of the projects when we are fed humongus figures as costs, even for projects that can literally be done by vocational skilled personnel at reasonable cost.
