RB revokes the appointment of Lameck Mangani as Minister of Home Affairs

His Excellency, Mr. Rupiah Banda, President of the Republic of Zambia, on Wednesday announced changes to his Government and appointed Lundazi Member of Parliament Hon. Mukondo Lungu, MP, as new Minister of Home Affairs.

The appointment of Hon. Lungu, current Deputy Chairperson of Committees of the Whole House in Parliament, is with immediate effect.

“In exercise of the powers vested in me pursuant to the provisions of Article 46(1) of the Constitution of Zambia, Chapter 1 of the Laws of Zambia, I hereby appoint you Minister of Home Affairs with immediate effect,” President Banda said in his letter to Hon. Lungu.

The President said he has revoked the appointment of Hon. Lameck Mangani, MP, as Minister of Home Affairs and has reappointed him as Deputy Minister in the Ministry of Science, Technology and Vocational Training. President Banda thanked Hon. Mangani for the service he rendered to the nation during the period he served as Minister of Home Affairs.

Further, the President has transferred Hon. David Phiri, MP, Deputy Minister of Home Affairs, to the Ministry of Finance and National Planning to be one of the two Deputy Ministers.

President Banda has also transferred Hon. Chrispin Musosha, MP, to the Ministry of Education where he will take over from Hon. Richard Taima, MP, who has been moved to the Ministry of Home Affairs in the same capacity.

    Anyway, this appointment is not surprising as UNIP has taken over the MMD, so lets also have the change of Vice-President as Kunda is really sick and needs to rest.

Show respect to Malila and fire Dora Siliya, then 2011 is yours. Bring in brains like nalubamba from UNIP and the likes of brain Engineers like Clive Chirwa to run RDA, Mr. president, you will be smiling with your grand children while the govt runs smoothly.   11. I personally congratulate the appointing authority and indeed the appointee himself His excellency ambassador Mukondo Lungu. This is one of the best amongst many appointments the head of state President Banda has ever made. Ambassador Mukondo is an accomplished career veteran diplomat, educated Political scientist, systemic rational actor, Protocol chief, legislature, mature leader, sober minded, people’s person, analytical with a character of temperament.I cannot think of any better fit than this researched choice.

  14. Since RB got into office the demotion of Mangani is the first act we can rightly call presidential. Mangani was a danger to national security. Another UNIP taking over from MMD. But this time Mkondo Lungu is a real honourable person. It must be considered a plus for the MMD to have him in their ranks. This what Katele meant about a MMD-UNIP pact.

Ministers can have whatever chain of qualifications they wish but lets be objective and ensure that we(as in GRZ) have policies that monitor performance and avoid having dunces for ministers.One mechanisim that could work to promote good governance is the introduction of performance assessments for individual ministries. Those ministries found wanting (performing below par ) automatically looses the minister and or gets cuts in budgetary alocation to boost well performing ministries. (My mind running wild with me again……) What do you say pipo?

Various projects within one fiascal year are not monitored and no periodical reports are made to the public until at the end of the projects when we are fed humongus figures as costs, even for projects that can literally be done by vocational skilled personnel at reasonable cost.

    I wish to raise a complaint against Senior Citizen AKA Ben Kangwa as he is high-jacking and usurping the online blog. The purpose here is to stimulate debate and I have no problem when you give access to both sides of any debate. The problem I have is when one propagates propaganda hammering lies until it appears to be the truth! Then we start questioning what is truth? I have no doubt that RB is the duly elected President in Zambia. The problem I have is when RB gets to open Zambia gets 1st Olympic sports centre, he raises the MMD symbol (not that I have a problem with a clock that has been at one o clock since October 1991!) Similarly, Senior Citizen has nothing good to say about Sata, HH, General Miyanda et al. For him only RB has the truth!

  51. As for Mangani, I hope he does not accept to be the Deputy Minister position. Mind you one of only politicians in Zambia to refuse a position from the appointing President was one Chitalu Sampa who refused LPM appointment by saying “I cannot be a deputy Minister when I was a full Minister before!” Others who cannot refuse include the famous scandal ridden VJ who would trash today and he is back tomorrow lapping his tongue like a dog- NO PRINCIPALS!

The reason why Mangani has been fired is because he mentioned the ‘Carlington Maize’ scandal when he threatened Nawakwi over her advise the old Man Banda.You see,the Carlington Maize scandal is all based on Chiluba’s crookedness and thieving,so the President thinks Mangani is a threat to the friendship RB has with FTJ.Imagine they arrest Nawakwi over the maize deal,it will mean FTJ also getting involved,so Mangani was careless with his remarks over Nawakwi.Also,Mangani has failed to pin down Sata,Fr,Bwalya,HH and the Catholic Church,so RB is very upset and thinks Mangani is incompetent.If a good dog starts playing with a dog which steals,expect the good dog to learn how to steal,so RB is learning alot of things from Chiluba who is a World Class thief,a Kings of thieves.Worse things to…

    SC is an MMD Doberman Pincher. No IT specialist would be defending the PIG as fiercely as he does and still make the money that you think he does. It takes a lot of time and thinking effort to prepare lessons especially if you are teaching/coaching individuals. Because each time it is a new/different lesson.

    That’s a good point, I am not answering your question on behalf of #23 but the meaning of ‘Olofeya’ that comes to mind is ‘Welfare’. In those days gone by the Zambian municipal councils’ recreation centres were called Olofeya. Ndi pita ku olofeya ku Chilenje ku ka sobela nsolo.

  68. The ministry of science and ministry of education are now the damping place for under performing, corrupt and dunderhead ministers. I thought these ministries should have the cream and highly educated, professionals. What will Mangani take to the ministry of science and technology. Mangani should have been fired, period! Musosha is also another cadre now they have been paired with a corrupt partner to head the ministry of education. I think MR RB has no future plans for Zambia any way he has already lived his ‘future’. That is why.

    A bit of Mkhondo’s History… Mkhondo Lungu is well trained Secret Service Man whos served in the Diplomatic Service and as Chief of Protocol for a very long time. What Banda has done is not fire Mangani as many of you would want to believe. Rather he has brought Mkhondo Lungu “The Governemnt Machinery” as many people know him to help with the election system. Wait and see. After all Umodzi Kumawa is at work. Ambassador Extra Ordinary and Plenipotentiary Lungu is father to Muhabi Lungu…I leave you to add the dot together,. Next in the line will be Panji Kaunda…UNIP is back in power!!
