Re-gazetting of Bill 10 is a trust builder, says ZANASU

The publication of proposed amendments to Constitution Amendment Bill Number 10 should diminish the question and minimise mistrust between Government and the public on Government’s commitment to amending the Bill as proposed by Parliamentary Committee, the Zambia National Students Union (ZANASU) has noted.

In an interview with ZANASU Vice President, Steven Kanyakula, the student umbrella mother-body has commended Government for taking steps to publicise amendments it intends to move in Parliament if Bill 10 is given the chance to be amended during the Committee of the Whole House Stage and has since urged Members of Parliament to unanimously vote to open doors for amendments to be formally made in Parliament.

“As ZANASU, we ask our politicians to put the partisan politics aside and do what is best for Zambia so we can put the Constitution reforms behind us and focus on emerging issues such subsidiary legislation to support the amendments such as the Mixed Member Electoral System and other pressing national issues,” he said.

Mr. Kanyakula said ZANASU is happy that Government has committed itself to removing provisions such as the reintroduction of Deputy Ministers and Coalition Government which ZANASU had opposed in its submission to the Parliamentary Committee.

“We also note that Government has committed itself to having the contracting of loans and debts scrutinised by Parliament. These provisions, and many others, which have resulted in contention will be removed, if the Bill is amended. These amendments can only be realised if the Bill is voted for during Second Reading,” he said.

ZANASU says the focus should be for MPs to build consensus in the House so that Zambians can shift the focus to 2021 polls which we hope must be conducted in an atmosphere that promotes democratic growth through participation and representation. He has since encouraged the public to obtain the official Bill which has been re-gazetted by Government.

  3. It won’t diminish the mistrust amongst those evil hyenas in diaspora because they have a poor reading culture and are stiffnnecked pillocks who only see things based on tribal affiliation and hate for a country they deserted at their own will. Kz

  4. Mixed representation? We don’t need more idlers in Parliament, what Zambia requires are more Wards and councilors. We have another idle religious Minister in Parliament but have the PF began to fear God and stop the wanton pillage of public resources? Don’t support what you don’t understand. Has Zambia faced any development challenges because there are no Deputy Ministers? NO

  5. Kikikikiki. They are students. Can someone tell them that unless the original bill 10 is withdrawn & retailed. The second reading will debate & pass the original Bill 10. Then hope to be amended by a simple maturity. They can’t introduce amendments to a bill under consideration.

  8. Does this so called Kanyakula guy know what he is talking about or its a case of sebana wikute ? what kind of student union president is this? shame indeed he is a youth but cant even forsee what lies ahead of future generation when this so called bill 10 is passed?

  9. I still don’t understand what is being objected to in Bill 10. And I have not yet heard anyone give a convincing piece by piece TAKEDOWN of this Bill. I watched Munshya give his take on the Bill on YouTube, but even him seemed fixated on the idea that President Lungu and his cabinet can NOT be trusted. Yet he fails to convincingly state what Cabinet/President has done to deserve the public scapetism. The evidence so far is that Cabinet has stayed out of it. Minister Lubinda is only involved due to his ministerial position….JUSTICE MINISTER. The action has completely stayed where it should be, PARLIAMENT. And OPPOSITION MPs have every opportunity to contribute as much as they are expected….but they choose not to. What they expect to archive, only they know!

    of DO NOTHING mentality is ridiculous. This is the same type of mindless campaign that was waged against the BILL OF RIGHTS….and look where we are today. And again, it is the same people who are now crying about the very Rights they torpedoed. How ironic is that? I feel the many good-for-nothing NGOs in Zambia are a big problem and helping retard progress on these issues. When it is time to contribute/submit proposals, they boycott the process only to emerge later to raise dust. Ba Catholic Fathers in Zambia should also learn to stay out of some of these fights. I don’t understand what makes them think they can speak for all Zambians. We elect a Parliament for that, NOT A CHURCH. How frustrating!
