Speaker declares Mangande’s Chilanga seat vacant

Speaker of National Assembly Amusa Mwanamwambwa has declared Chilanga parliamentary seat, which was under former minister of Finance and National Planning Ng’andu Magande vacant after his expulsion from the ruling party for indiscipline.

The speaker has also written the Electoral Commission of Zambia (ECZ) informing them he had not declared Kafulafuta seat vacant following the decision by former minister of Defence George Mpombo to contest the expulsion in court.

Parliamentary media liaison officer Chikomeni Banda said in an interview in Lusaka yesterday that Chilanga Constituency was now vacant and the ECZ had been informed to conduct elections and fill the seat in line with the law.

Mr Banda said the speaker received a notice from the ruling party that it had expelled Mr Mpombo and Mr Magande but that his duty was to follow the law and declare vacant the seats that were not in dispute such as Chilanga.

On complaints from opposition Patriotic Front (PF) president Michael Sata that the speaker had declined to declare the seats of the 22 rebel MPs, Mr Banda said the cases were all in court and the speaker would not touch such seats.

“That is mere politicking, those seats are in court just like Mr Mpombo’s seat. If the matter is in court, the speaker waits until the due process of the law takes its course,” Mr Banda said.

He said the same would apply to Mr Mpombo’s seat, which would not be declared vacant because his lawyers had informed Mr Mwanamwambwa’s office they intended to take legal action against the MMD.

At the beginning of this month, the ruling MMD expelled Mr Mpombo and Mr Magande who was chairperson for finance in the party after a national executive committee meeting that found them liable for constitutional breaches.

  1. Sinyangwe lost the case in court but still the speaker remained adamant double standards as usual Hope you loose this Chilanga seat fi MMD.

  2. It is a waste of funds to have another by election. I am very disappointed by you Mangande especially that you are an economist. Zambia is unfortunate to have a president from ??????????????

  3. Magande should have just put in some “foolish” injunction to avoid a bye-election, especially that the current parliament haz just under 12 months to go. That aside, one would hope that the E.C.Z quickly fixez the bye-election to run at the same date with the Mpulungu one.

  4. Zambia has so many bi erections. Most of its funds are continually being poured into this bottomless pit at the expense of national development. may be more bi erections means development in zambia

  5. Very sad indeed to continue spending money on avoidable by elections when we really need that same money for development not overiding democracy. Honerable Magande should have taken Mwenye Musenge’s advise just like Mpombo has done. MMD you are really killing Zambia.

  6. in the first place he is not Mangande but Magande. how would you feel if you were called Lusaka Ntimes and not times. you are in Zambia and its high time you learnt how zambian names are pronounced.

  7. Bull Fide, Mazulu # 1,7 and 8. No double standards all the other cases including that of Shakafuswa ( katuba) are in court this one has been declared because he did not contest

    BUT IT HAS TAKEN FOUR YEARS WHY?

  9. The Speaker declared the Chilanga seat vacant? Really, it has always been vacant since the ‘anointed one’ decided to rebel against his own party.

  10. A poor nation wasting resources like this. What a nation of visionless leaders! Rejoicing at wastage and mediocrity. A country where an employment rate stands at 80%. Citizens going without food and basic necessities like education.Education is just but a pipe dream. God have mercy upon this nation. A nation of plenty but in poverty! what a paradox? The reason is simple :dunderheads ruling where they have no leadership qualities. Childish and puerile leadership is the order of the day. Leadership that does not inspire the young ones. Leadership full of filthy and gutters. Is my vote worth it?Will my vote really bring change in this country of plenty but lucking?who is going to deliver us from the yoke of poverty and deprivity?what does the future hold for our children and their sibblings?

The feasible solution to these unnecessary by – elections is putting a young man in office. we shld not recycle politician. these old folks should be phased out just like we phased out bedford trucks, Ifa trucks, 1324 benz etc. why shld we still cling on to old politician when credible youths are jobless and wallowing in poverty, non – progression and dim future? lets all stand up and wipe out old politicians who have caused political constipation. the youths are blocked. The best start is rallying behind HH or anyone below 60. We did it in 1991 and can still do it in 2011

  13. What happens to Magande if Mpombo wins his case. Am asking because the query laid down by Mpombo is of the same material as that of the non complimant (Magande) and the ruling will automaticaly apply to him without even spending a penny. Can i be educated on this.
