THE Road Development Agency (RDA) board of directors has sent chief executive officer Erasmus Chilundika and three other senior managers on forced leave to pave way for investigations into allegations of mismanagement of resources.
RDA board chairperson Luambe Mondoloka announced in a statement released in Lusaka yesterday that the four were sent on forced leave based on consideration of the Auditor Generals report covering the period 2005 to 2008.
Mr Mondoloka named other officers sent on forced leave as senior manager construction and maintenance Stephen Malubila, senior manager planning and design Daniel Mulonga and manager procurement Charles Mushota.
He said the decision to send the quartet on forced leave was arrived at following a special board meeting held in Lusaka on Monday.
“Other reasons that have been cited for the action include: the parliamentary Accounts Committee (PAC) recommendations regarding the disregard for the 2008 Annual Work Plan resulting in over commitment of the Zambian Government K1 trillion, the non observance of Acts governing the sector, procurement irregularities and unsubstantiated payments to contractors,” he said.
Mr Mondoloka said senior manager technical and commercial services Nason Balashi would act as chief executive officer for administrative convenience.
Mr Mondoloka said the relevant sub committees of the RDA board had started meeting from yesterday to deliberate issues surrounding this development.
He said the committees were expected to report back to the main board on October 12 with appropriate recommendations.

The recommended contractor was china geo who have successfully completed the zimba to livingstone road and the choma to Namwala road.The new CEO should cancell the contract for Chipata to Lundazi road.

The people of eastern province are dismayed,disappointed and disgusted by the governments stance to award sable the chipata to lundazi road when he is struggling to complete only 10km of the township roads in chipata.

Some pipo are very foolish and immature.One of these 4 chaps owns some trucks which he continuosly boasts about.How stupid can a man be?Because even if those trucks were genuinely acquired most pipo will believe they were acquired from the proceeds of corruption.Very foolish.
These guys had interest in company called Barry Zambia which designed the mpongwe-luasobe road on the copperbelt which was underdesigned as they under estimated the traffic volume,they were querried within RDA system to withdraw the design but went aheard and paid the consultant huge sums of money.ACC should wake up

The person who querried the design was fired on flimsy grounds,
# 9, 10 and these guys went on to award wade Adams a tender to construct 65km of the Landless corner to Mumbwa road against tender procedures. Wade Adams has no record of road works anywhere in the world. The company is owned by politician B.Y Mwila
Hope it is not just another smoke screen to fool us. All what it takes in Zambia is to send a lamentation to RB about how one’s mother died and stuff and you off the hook, Dr Miti comes to mind, he’s roaming the streets instead of frequenting the courts like his friend FTJ.
Am sad! I know these guys personally , Erasmus Chilundika and Charles Mushota…these guys are engineers but brilight! i guess money was at play and sometimes people forget their professional ethics. The problem is with the sub standard works and the non delivery works which were paid. I guess Zambians dont sometimes have a heat we always want to have a lions share.
its like people have data on these RDA top guys. why cant you share it with ACC on a toll free line. you like yupping crap when the reasons for these guys being sent on leave have been enumerated. iwe ka number 4and 5 swine dont bring tribalism in here we kabwa we . you must be an insider who was screwed out of one of these projects.
Nothing will be done to these thugs unless they didn’t have money. But looking at how much has gone missing, it’s most likely they have enough to oil toothless law enforcement agencies, thereby delay legal processes and eventually get away with it
Whatever the case, it does not help the insititution, when it loses 4 top managers at a go especially with donor pressure. Remember donors esp the EU withheld Road funds even for running contracts and obviously GRZ has to be seen to be acting even when it does not agree with the decision. At times hard working people always become victims. Throwing out Professionals like that is not ideal esp when the audit report did not reveal stealing of funds except for the over – commitment. Over commitment or not these roads in the end where still going to be financed by GRZ. They were simply brought forawrd.
A working Board at last please extend this to other Agencies and the remaining Parastals

You’re 101% right. Four people cannot be the only ones behind such a huge amount. Whereas they are responsible for ensure accountability and may be behind all the wrong, i think a very good number of workers there must have contracted the ‘CUT’ disease and may have inapproprietly gained from tax payer’s money , just like it was the case at Health. There’s need to overall the entire workforce and get to the bottom of it……….
My advice to ACC is to visit Zambia State Insurance and carry out extensive investgations.
1. The land scaping job at premium house is carried out by some lady in conivance with the Zsic top cream.
2 Rentals collected fromZsicc properties are hugely misappropriated. Hardly accounted for.
3. Most general insurance business is direct business but is diverted to certain sales reps so that a commision is paid and shared. Check the business from , Zambia Army, Zambia national service, State house, Ministry of Finance and other government ministries that pay huge premiums and get to the time that business was procured by Zsic. It is a big money maker that has eluded the long arm of the ACC.
It is sad to see this, but really, we all know it is going on so it is better that these cases are coming to light. Hopefully, they will get a fair hearing and if there is proof that they have stolen money then they should serve long jail senetences and the money should be recovered, if that is possible.
Really, corruption is killing Zambia and it is so sad to see. Really these people are stealing from the poorest communities, from their brothers and sisters who have nothing. These are not victimless crimes. All those who die in road accidents on pothole filled roads are being mugged by these thieves. The high transport costs that farmers pay to sell their goods and to buy food in return is money that they should not pay.
What I do not understand is why it took them 2 years to act?
The real thieves stole 1million usd and bought a house from THE BRITISH HIGH COMMISSION.
