We will recover stolen property-President Hichilema

President Hakainde Hichilema has disclosed that government will soon introduce the Fast-truck Stolen Asserts Recovery System to fully deal with corruptly acquired assets.

President Hichilema says his administration has waged a serious war against corruption to enhance access to quality service delivery.

And President Hichilema has reiterated that government will implement policy reforms in several sectors of the economy to restore the rule of law and economic prosperity.

The Head of State underscored that all Law Enforcement Agencies will be fully supported through increased funding and quick disbursements of funds for their activities.

President Hichilema made the remarks during his maiden address to the National Assembly in Lusaka yesterday, where he explained that corruption has robbed the country of the much needed development in the past.

“We will improve the benefit of being honest, rather than being dishonest and more funding will be allocated to the Law enforcement Agencies to deal with corruption. We have waged war against corruption and will fight it from the past, present and the future so that resource benefit all citizens,” President Hichilema charged.

On upholding democratic tenents, President Hichilema pointed out that the country’s democracy has become a shining example on the continent and the world at large as evidenced by the just ended general elections and the peaceful transition.

The President Hichilema said government will implement electoral reforms to strengthen the independence of the Electoral Commission of Zambia (ECZ).

President Hichilema also explained that government will reform the public order act to facilitate its fair application and prevent abuse.

In the Agriculture and Education sectors, President Hichilema explained that structural adjustments will be made in the Farmer Input Support Programme (FISP) in order to promote value addition in the agriculture supply chain.

President Hichilema stressed that government will also ensure the girl-child has an equal opportunity to access education by addressing the challenges faced by female learners.

To actualize the undertaking, President Hichilema explained that the education curriculum will be reviewed to ensure it is in line with the required artisan skills and development aspirations and goals of the country.

“Emphasis will be placed on entrepreneurship which will be aligned with the current socio-economic requirements in the country. We want to produce graduates with the ability to contribute innovations to industry, create jobs and wealth and not depending on the salary alone,” the President stressed.

For the Energy Sector, President Hichilema said government aims to create excess capacity needed to effectively end load shedding with surplus power for export.

The President emphasized that government will implement structural and financial reforms to improve operations, efficiency and financial sustainability of THE Zambia Electricity Supply Corporation (ZESCO) limited.

President Hichilema further stated that the government will undertake reforms in the fuel supply chain to reduce the landed cost of petroleum products.

  1. There is need to train more artisans as this will impart skills in our youths and they will be able to work on their own without seeking white color jobs. There a high demand of artisans starting from community level. On the Bursaries, this has been abused by the well to do and connected for a long time and there is need to seal the loop holes. On fast truck courts, are we not going back to the infamous Task Force? There is need to reform the judicial system otherwise the fast track courts will have the same people who Lungu appointed and will free or acquit the suspects. During task force time we ended up making the staff who were attached from DEC, ACC, Police, ZRA and OP very rich.

    Get Israeli bounty hunters who charge a
    25 % recovery fee…..

    they are the best at sniffing out international financial crimes.

    The theives will be left with nothing after these international recovery bounty hunters finish with them…..

    I belive lungu will come clean for a guarantee of a safe retirement……he is too clever to try to fight the system.

  3. This approach is less than inspiring. The fight against corruption should start with deep reforms to ZP, ACC and DEC. Using Parliament to enhance laws so that these institutions can be better. Bill 10 had proposed the merging of FIC and DEC to create a specialised Economic Crimes Unit, that’s the kind of reform that is required. Further, the Judiciary and NPA need extra funding and support. This fast track court idea is simply an extension of the doomed task force on corruption.

  4. In Bemba we say I ya buluma taikata. Meaning your Excellency, you should have just instituted investigations without making public pronouncements. By now these people will have come up with plan D to conceal whatever is allegedly stolen.

  5. #1 Chipola Kuyanda, especially with the booming building industry. There’s a group of youths with various skills who have come together to form a company dealing with building and renovating. These guys are now in demand from Lusaka to Chililabombwe. They are making good money. They will do the house from foundation, super structure, roofing, plaster , electricals, plumbing, painting up to occupancy stage. I wish other youths can copy from these innovative group.

Zambian Citizen – There you go with your Bill 10 nonsense ..the only reason they wanted to merge FIC and DEC is to get rid of FIC director and the team and absorb in in a DEC which is easy to control and then eliminate the need for FIC Reports. FIC sends data to act upon to DEC, ACC and other security wings why would you want to merge it? Simple so everything is in-house and water down easily.

    We now have a President who has the political will to fight corruption…its also high time ECZ was reformed this is one thing I picked up in his interview at his New Kasama house interview just before the elections and true to his word he has said it in parliament.

Money always leaves a trail, that’s what FIC was created and if its been transferred to another bank abroad it can be frozen as well if the bank is signature to anti-laundering regulations.

  17. Awe Tarino, Spaka is right. Look up the famous Jules Kroll. He has done such recoveries before. When it is so difficult to recover stolen assets detectives are given that incentive so that they can recover what the owners would otherwise never have been able to. States usually do not have the resources to do that work even if they enlisted Interpol.

  25. Start with Land and property please! most of the laundered money was cleaned up by purchasing land and building houses. Property built from stolen money should be forfeited to the state for auction or house key workers. How can some government individuals and civil servants claim to own over a hundred houses in a short period of time when some UNIP ministers despite serving the longest term in office could not afford a house? Clean up the land issues because we are seeing people advertising a beach by the lakes and rivers. Please flash them out.

    There was Kapoko, Chiluba, Kalumba, Lyato and others.

    When RB and other MMD goons were investigated, from 2012, UPND cried foul, that the former leader was victimsied. Really?

    Investigations or witch hunt, let’s wait and see.

  28. @Sight, isn’t this the same thing UPND did in previous elections? Did they not claim better leadership and created a parallel government instead of debating issues that mattered? We wouldn’t have been in this situation if we had an effective opposition in the first place. If you set high expectations, you will be held accountable. UPND needs to switch to governing mode and that comes with criticism so export more not less.

Despite being a lawyer, he had not looked at whether there was a legal framework for instituting prosecution against FTJ and Co., whether GRZ had sufficient prosecutors to constitute the task force against corruption. When he realised this, he started working in reverse gear and ended up raising the political temperature of the country. His government had to engage private prosecutors at great cost to the country.   33. Virtually all previous Presidents in Zambia abhorred corruption. Thus historically how some of the departments such as DEC, ACC, FIC and others within the security services came about. So the question remains how to fight corruption. Merely expressing the will to fight it is a very long way from actually doing something about it. We have heard it all before yet people still complain about it. We need to be careful when dealing with rumours and suspicions. Why don’t we identify the corrupt activities and the culprits first before prescribing the punishment? I thought this is what HH meant when he advised the police to investigate and compile facts first before arresting people. So sad that the song on corruption has gotten louder, in spite of all the police investigative departments…

  34. HH should be very serious, careful and strong with this one. He should remember that he is not dealing with common thieves. PF were criminals who used state power to steal. Naturally thieves steal not to be caught, meaning there are so many ways they have laundered the money. Your approach should use all enforcement Institutions – DEC, ACC, POLICE and ZRA. Where one Institutions fails due to inadequate legal mandate- the other one picks up.

    To establish correct net worthy of these people – Their life styles speak volumes and we also need a coherent record of audited financial accounts and income tax return filing and tax payments in tandem with their bank balances. I am ready to help …!!

  37. Recovery Of Stolen Public Property – the case of Legal Framework:
    I understand there was a case that failed, when one minister was accused or arrested on suspicion of cash proceeds in his hands. I am told defense lawyers objected successfully, because our laws do not state one has to disclose the actual source of their “wealth”. Has our law been amended, or restored to what KK stood on in firing and arresting culprits?? Isn’t it the scenario, for example the 48 or so houses remain unaccounted for?

  38. Recovering money looted by PF is easy. Give an amnesty to pay back the looted money before the angecies waste resources to investigate. Failure to that follow this framework below;

    1. First start by investigating the movement of money within bank accounts of suspects. Every penny that touched or left the suspect ‘s account should be accounted for
    2. If the suspect got a govt loan or won a govt tender fraudulently, investigators should check the loan repayment paper trail and tendering paper work submitted if it still exists if not ask why?
    3. If the suspect claims the money is payment for business services, then the suspect ‘s business account books should be checked to find out tax evasion loopholes used.
    4. Investigate how much tax the suspect ‘s business paid year on year…

    I like your sense of humor those mistakes are the commonest and soon we shall be seeing TV sets being recovered from suspects, suspected to have taken more money from the coffers they are all as clever as he is ! to keep all that he got from privatization who doesn’t know the story.
    What I know is that those people you have appointed each one of them has an agenda, to amass wealth just as others people go into politics with a trajectory, they don’t just dance in the sun and dust and sweat for nothing .
