Chief government spokesperson, Mike Mulongoti says there is no one acting as vice President in Zambia.
Mr. Mulongoti said the Vice President, Rupiah Banda carries his position and continues acting as head of state.
He said this is because President Levy Mwanawasa did not appoint anyone to act in the position.
Mr. Mulongoti said Mr. Banda was appointed by President Mwanawasa to act as head of state.
The chief government spokesperson told ZNBC news that minister of defence, George Mpombo is acting leader of government business in Parliament.

This whole thing is confusing. How can we have one person who is not a member of the ruling party be a leader and a vice at the same time. Where does that leave the MMD? Its now clear why RB is not refereed to as Acting President unlike before when the President handed over instruments of power .
This might affect how far RB can Execute functions reserved for a President eg appointment and dismissal of Ministers, Defence Commanders, Ambassadors, Ratifying Parliamentary Bills. If someone is appointed to act then every thing runs as before.

There is no way in hell a person can act as a president for more than a month. The constitution must say for how long someone can act. What happens if a president remains in a coma for years. The Veep’s role is normally to perform functions that are delegated to him by the President or when the President is ill or out of the country,the Veep has nothing much to do that is why in most cases they are also made leader of govt in national assembly.In the past,there’ve been calls to scrap the position of Veep especially when there was the position of Minister without Portfolio,Levy did away with the latter that Chiluba brought coz basically we had 2 veeps.The Veep is necessary like in this case the President is incapacitated so the Veep automatically acts as President without cabinet having to seat & vote on who leads the state,voting causes trouble all the time.
I think if my memory saves me right, when levy was leaving RB had just lost the mother and it was paramount for levy to leave the instruments with mpombo coz levy knew he was going to be back after a week. thats why you cant refer to anyone officially as acting president, as at now.

The VP acts automatically when the president dies, incapacitated or resigns. The current situation of acting seems to be just an internal arrangement by ministers becozi LPM did not expect that He will be sick. He might have not hand over power.
Handing over instruments of power is normally announced in the media and gazzated. Any Cabinet minister can be appointed to act despite the presence of a VP.

Oh yes, I recall someone mentioned that with time we shall know what is happening in Govt, and how sick LPM really is, the many prayers notwithstanding. Who do we now believe, Mpombo of the family tree or DR. Chituwo, a medical doctor? I think Brian Chituwo was trying to be honest as a doctor that we stop having hopeless hope about LPM’s condition. Maybe I’m blind but I don’t see any immediate potential statesman to replace LPM in Zambia? If necessary, why don’t we rewrite the constitution and seperate powers according to the British or German model, where the Prime Minister or Chancellor rules and the President merely fulfills a representative role?

Mr. Speaker, I thank you for this opportunity to address this august house on a non-partisan issue, an issue of great national importance.
The information that I have for you today is that on the health of the President of the Republic of Zambia, His Excellency Dr Levy Patrick Mwanawasa, SC.
Mr. Speaker, His Excellency Dr Levy Patrick Mwanawasa, SC is ill. He presently lies in a military hospital at Percy in France. However, of great importance is that our Republican President is alive.

The least I expect is for the cabinet ministers to agree on what is said in public albeit the confusion within their ranks. The situation as it stands now requires someone to take control of the situation – but sadly we clearly have no one in charge. Dr Katema has only raised inconsistencies. he says a person suffering from respiratory problems cannot be put on sedatives. So Chituwo should have told the truth that LPM is in a coma and has been so all this time.
