Sata U-turn shows he’s unreliable – Ronnie

CHIEF Government spokesperson Ronnie Shikapwasha says Government has been vindicated by the revelation that Patriotic Front (PF) president Michael Sata was part of a 1992 committee of eight ministers which concluded that the Barotse Agreement was stale and illegal.

Lieutenant-General Shikapwasha said in an interview on January 10 that the people of Zambia should now know that Mr Sata is not a reliable person.

Gen. Shikapwasha said when Mr Sata was in authority, he did not even want to consider the restoration of the agreement which he is now advocating.

He said Mr Sata should be honest enough to tell Zambians that he is just looking for votes.

Former PF secretary general Edward Mumbi said at a press briefing on Sunday that on October 22, 1992, the committee of ministers met a delegation led by the Ngambela and members of the Barotse Royal Establishment (BRE) to discuss the agreement.

“Mr Sata has been telling people that he can solve the problems of those calling for the restoration of the Barotse Agreement. We have always told Zambians that Mr Sata is not to be trusted. As Government, we have been vindicated because Mr Sata has continued telling falsehoods,” he said.

When contacted for comment, Mr Sata refused to say anything on the matter, insisting that he should have been contacted earlier.

Mr Mumbi said at the press briefing that Mr Sata’s committee arrived at the conclusion that the Kaunda government’s appointment of the Litunga as member of the Central Committee was among the events which affected the Barotseland Agreement.

Mr Mumbi said the committee observed that the Chiluba government had been in power barely 12 months and the agreement referred to was signed in 1964 and abrogated in 1969 through a constitutional amendment.

The committee of ministers noted that since 1964, a lot of events had taken place in Zambia.

It further observed that the 1969 referendum, which took away property rights and was fully supported by all Zambians including the people of Western Province, was one of the events which gave Dr Kaunda’s government authority to abrogate the 1964 agreement.

The committee also observed that the replacement of the 1964 constitution and the subsequent appointment of the Litunga tended to affect the status of the Barotseland Agreement of 1964.

Mr Mumbi said Mr Sata’s committee slowed down Government’s attention to the agreement and finally put it to rest with another letter dated August 18, 1993.

“It is Government’s position that we cannot negotiate this agreement on the following grounds: Our further inquiries show that no judicial process was commenced by the royal establishment or any other party aggrieved by the proposed amendments in reasonable time. It is our position that the demand is stale, as it has been overtaken by events and is no longer legal,” the letter reads in part.

Mr Mumbi, who displayed both letters, also challenged Mr Sata to explain to Zambians why he asked then President Chiluba to drop the recognition of the Litunga in 1996.

  1. What is happening in western province? Sata should not involve himself in the Barotse agreement but leave it to the Government to dialogue with the people of western province and the litunga. Inciting the people in western province wont make Sata win the election. What type of a leader is he? This is a person you want to put in office this year!

Are you also going to allow workers at say, ACC or ZRA to release data which may implicate your government, to the opposition so that the nation is ‘informed’? Why do you Shikapwashs personally support illegal action taken to support your government? In any case wasnt it your consultant, Kafupi, who headed that cabinet? Dont you think such a doc would implicate Chiluba more than Sata? Thats why I always say Shikapwasha’s embarassingly dull! What a minister!

I remember very well that Alabee promised just to finish LPM’s term – thanks to his advancing age- and retire to his farm, but u remind him today about that – you will be sucked, ni pa zed! I also remember that u and your fellow optunist suported the conviction of Chiluba during LPM, but u made a similar U-turn when HERB decided to withdraw that. And why should the govt reveal all such inf. to a mr Mumbi just to fight Sata? Zambia is bigger than the pf leader please, lets not be so careless. who is Mumbi to acces such documents and hold a press conference? Zambia a failed state? I think we can do better!

  8. I suggest that governement appoints Kenneth Buchizya Kaunda to head a committe to find a lasting solution to this situation while he is still alive. He is a big part of this difficulty.

  9. The BRE is also to blame:
    1.They should have reflected deeply before signing the BA64 in 1964
    2.They should have opposed the constitutional ammendment in 1969
    3.The late Litunga Ilute Yeta who was high commissioner to Botswana before becoming litunga should never have accepted to participate in politics by becoming an MCC. By so doing, he cemented the abrogation of the BA64
    4.The government has not been sincere with its dealings with the BRE. Despite all these ammendments, it has continued to give the Litunga and the royal family special status behind the backs of the common lozis. This is happening up to now. The Lozi royals have received appointments and other special favours all over the show at the exclusion of the common Lozi.

    We can not have an agreement that just favours the Royal Family.
    Even those that want to secede, then what..you want to take western province to feudalism when even in the UK the powers and previlages of the monarchy have been reduced. For your own information, The Queen will foot Willima’s wedding this year. The Government will only provide security and other related logistics. Even in SWAZILAND, the days of the monarchy are numbered.

  12. A committee was not made up of just one person (Sata). Please can you tell us the other Seven who where in the Committee instead of just Mentioning one person Sata. The attacking of just one person wont solve anything.

  13. Our government has a way of stubbing itself in the back. Whatever committee Sata was part of was an MMD committee and all the members were bound by collective responsibilty. The essence of repentacy is that people should be able to change when they realise they having been living a lie and embrace the truth. It is not inconsistency to change and adopt a better slogan or stance. The Sata document was an MMD document and the MMD is the party in power and they should solve this problem instead of playing the blame game.

  14. Can Mr. Shikapwasha inform the nation the other ministers who were part of this committee in the name of national interest so that we know them, the former Reverand must also make it clear that Kafupi called the shots then, so kafupi has more explaining to do than Mr. Sata.

  15. The biggest problem we have in zed is bogus leadership. Instead of facing a problem head on in a quest to find a lasting solution, irrerevant considerations always take precedence and overshadow the real issues. This in essence escalates the problem instead of halting it. Eg, this BRM started as a small protest months ago, but what did the powers that be do, they started politicking. It is now advancing at supersonic speed, but look at what politicians are doing. Day in day out its politics as usual. This zed sucks BIG TIME!!!! Its too much.

  18. It’s gratifying to note that Sata’s name is been mentioned by the MMD DOG’s on a daily basis. To a person on the street and in the village they will be interested in knowing who Sata is really is.

    That’s Chiluba’s own document, produced in line with his own desires as president of the Republic and the MMD then. It’s his government’s document, the government of the MMD he led.

What vindindification is there in Mumbi’s story ? Surely there were many cabinet committees on which Sata sat, maybe all these should be revealed to see what Sata stood for. In any case it was an MMD govt even if RB was then in UNIP.

  27. You brothers from W/Province must not just blame govt on your perceived ‘backwardness’ in devt. I was told of how shoprite had a tough time to get permission from the traditional authorities to operate in Mongu … and even then they were pushed into the outskirts of town. So what I see here is that the Lozi’s r not ready to allow investments by non-Lozis; they recently even burnt to ashes a shop bcoz the owner was Mbunda. PLEASE my Lozi bros, you cant eat a cake and have it. CHANGE or PERISH IN THE SAND!

  39. Why does Sata only take responsibility for the good parts of FTJ’s govt. He says that he performed wonders at Healthy ministry, whilst it was not his govt. Give responsibilty to FTJ even for the good parts of his time and not only the percived bad times. That leaves Sata with no legacy to talk about as he has not been president before. If he really is presidential material, he should learn to take responsibilty for both bad and good performances. The article in today’s Post does not have the characteristics of Sata. That’s not his tone. It’s a PR exercise by the PR dept of the PF. Thats why it does not talk about the letter Sata personally wrote to FTJ requesting for the dropping of Litunga and Mpezeni as paramount chiefs and his warning to crush them.

Who can tell me that they have never unturned and still regard themselves reliable? if we follow the issue at hand properly we will understand that it was MMD who were mandated to make that important decision. They say no one is better than all of us so Sata could not have made the pronoucement the persident with the help of other party carrying members like Lt Rev. Shikapwasha. Mad slinging wont solve the problem. The Loziz were promised butter and what they are asking for is simply butter. MMD must address this issue with due consideration before the situation worsens.

All the policies and projects that were implememnted at the ministry at that time including the not so important nurses uniforms were his achievements. On the other hand the COMMITTEE of 8 that sat to consider the demands of the proponents of the BA64 then, was part and parcel of FTJ Chilubas government. After this committee deliberated and produced a report with recommedndations it must have been presented to a full carbinet meeting chaired by then president FTJ Chiluba. Therefore, if this report was adopted together with all the junk such as demoting the Litunga, the answerable person is Chiluba as leader and in line with natural rules of collective responsibilty! WAKE UP!

  44. Going by Shikapwasha’s principle, all the former UNIP stalwarts (RB Shikapwasha, VJ, etc) who U-TURNED from socialist policies to join MMD and started lying that they are reformed, are unreliable, and need not be given any consideration for election to positions of power in Zambia.

    Shikapwasha and his boss RB should lead by example and resign with immediate effect because according to their warped their conviction, changing one’s mind, whether based on thoughtful realisation of having previously pursued unworkable ideals, is being unreliable.

Sata is widely known to have been a very effective minister of local govt and housing and he brought sweeping changes in other ministries that he headed and that is the basis of his strength as future president. So why the f#*k cant you say it was Chiluba who performed effectively and brought these sweeping changes? There is just a lot of baseless unpatriotic sensation in tabloids when the opposite is true on the ground.The victim of these sensationalists are those in the diaspora that heavily depend on irresponsible tabloids for current affairs. The wishful thinkers’ calls, hallucinations and cowardly announcements of a few hired thugs does not mean the country is on fire. Institutions and the law haven’t resigned from reinforcing national interest.The few thugs and their sponsors in the diaspora all identified have no space or capacity to circumvent national will on law and order. There is responsible leadership of the BRE and state in Western province. We dare them start their terrorism and wishful independence on January 14th, 2011 as announced. At the stroke of a pen, terrorists will perish.

Any NTS documents declassified by Government through a signature of the attorney General and state security under the security act of 1973 and 1988 on understanding that it does not retain the same national security danger as it were can be accessed by the public on request. If the request is for still classified material, the documents cannot be released. Those crying foul on the information released by former PF chief should ascertain if the documents are still classified or not. To the best of my knowledge no classified or TS documents can be accessed by a non classified security cleared citizen.

  49. The Idiiocy of Shikapwasha stinkks. The MMD Government, for long time, refused to let Zambians hold dual citizenship. But having realised the potential merits of letting Zambians have dual citizenship, RB was recently in the news on one of his trips to Egypt, jubilantly pronouncing government’s u-turn on the matter.

    Going by Shikapwasha’s principle, does this make RB, Shikapwasha and their government unreliable??

    What makes Sata different such that he should not u-turn if he realises that he was in the wrong??

  54. I have always wondered what the Lozis would do if they were Southern Province. How would they wield the power of producing 80% of the food and meat in the country, 95% of the electricity, 100% of the coal (without which there is no copper mining), tourism, etc etc,,,, I think they would have gone a long long long time ago… The only thing keeping them in Zambia is the fact that every time they look at Western Province, the see sand and nothing else…They also know that the BRA will not be renewed by the English, and even if it is, it will not sustain them… But Zambia is also just as dependent on Southern Province…
