President Rupiah Banda has warned Zambians against taking part in the planned meeting over the Barotse agreement in Mongu this Friday.

President Banda says the planned meeting by the group calling itself the Black Bulls will not take place.

Mr Banda has also warned of stern action against persons circulating flyers in Mongu, calling on people that are non Lozi speaking to leave Western province by Friday 14.

The President told journalists before departure for North Western province this morning that it is not fair that government should discuss in the press, issues surrounding its meetings with the Barotse Royal Establishment.

And the Cheke Cha Mbunda Cultural and Writers Association has commended Government for the manner it is handling issues surrounding the Barotse Agreement of Western Province.

Association Chairperson Ndandula Libingi said his association is happy that Government is handling the issues cautiously and is confident that the matter will be resolved amicably.

Mr Libingi however, advised Government to ensure that the matter is dealt in a way that will restore dignity and honour to all involved parties.

He said this at a Press Briefing in Lusaka today.

Mr Libingi said the agreement which was the Barotse agreement goes beyond Western Province and extends to all the line of rail, including North Western, and Copperbelt Provinces.

He said it is in this vein that the agreement should therefore be understood in its right context as it also involves various stakeholders.

Mr Libingi further expressed sadness that some people are misinterpreting the agreement and issuing threats against other ethnic groupings in the country hence jeopardising their lives.

He has since called on Government to arrest such people and charge them with treason.

  5. I think Gov should come out in the open regarding the discussion with BRE. BRE made a submission to the NCC, which was open for all to see, so why discuss behind closed doors. We the people of Zambia want to know what is going on, we are entitled to be brief as a matter of urgency, it’s our Zambia, it’s our child, children’s Zambia. And yes a lot of people do not understand this document; it does not state that Northern Rhodesia and Barotse can split at any point. The British were clever in this instance all it stated was to bring together N Rhodesia and Barotse to form Zambia. There’s no get out clause in that document for any of the former states, it only allowed for certain matters in Barotseland to be administered by the Litunga. All gov has to do is amend the document and…

  6. Give commandos and paratroopers unrestrained rules of engagement until our land of Zambia is free from terrorists. Push them into the deep waters of Zambezi on their canoes and spray them there with automatic action. In nation- state rational action, its always to forgo a few thugs than lose the entire national population to terror actions. Alternatively give leverage to state apparatus to systematically resort to casing, shadowing and aimed targeting of all terrorists and their accomplices wherever they are. Its time to set a precedence no different to what took Mushala, Alice Lenshina and Simbwende down the achieves of Zambian terrorism.

This issue is just too sensitive to be delt with by mere intimidation and pepetual supression. these vices are not the best strategies that a reasonable party would employ to resolve a comflict as the are likely to fail. Other than wasting so much resources on deploying comandoes, sodiers cops etc which is a temporal measure, a reasonable and cheaper option would be to table the document, negotiate the bad clauses amend and impliment the meaningful clauses.

These guys, some of whom I know personally, are cowards who will just scupper like headless chickens once the government decides it will have no more of their nonsensical bravado. There is no valour in inciting poor villagers to commit actions that can only lead to their own tears and ultimately achieve nothing.

    Sebetwane in 1838 conquered the Barotse and rules them peacefully and greatly impresses Livingstone, who met him briefly in 1851.

Any NTS documents declassified by Government through a signature of the attorney General and state security under the security act of 1973 and 1988 on understanding that it does not retain the same national security danger as it were can be accessed by the public on request. If the request is for still classified material, the documents cannot be released. Those crying foul on the information released by former PF chief should ascertain if the documents are still classified or not. To the best of my knowledge no classified or TS documents can be accessed by a non classified security cleared citizen.

    Mr. Libingi should go back to school as that BA64 was very specific to the present boundaries of Western Province. People should not confuse Barotseland with North Western Rhodesia – it was NW Rhodesia which extended up to the line of rail where the border with North Eastern Rhodesia was. Barotseland was contained wholly within the boundaries of NW Rhodesia in more or less the present provincial boundaries.

Reading the commments above gives me the view that, some bloggers are so political that at every opportunity, they see an opportunity to destroy their hated politicians and sale their prefered candidate. The BA64, the ‘Black Bull’ group and all sympathisers of Barotse seccesion are getting infuriated that they are not being taken seriously and their cause is being abused. Sending these signals is very poor handling of a potentially dangerous situation. The government cannot at this point afford to arrest the disgruntled and disappointed Lozis. The government needs to engage them, through their leadership and in liaison with the BRE as the custodians of land and rulers of the people of western province.
    Therefore, stop releasing documents that will not help this situation through Mumbi!

  36. What do we understand by Barotseland Agreement, 1964??
    The whites had treaties with the litunga’s Barotseland, and also with Northern Rhodesia before 1964.
    The Barotseland Agreement was an agreement that was used to deal with 2 major issues:

    1. Dissolve all the treaties Britain had with Both Barotse and Northern Rhodesia as a whole as a pre-condition to providing indipendence to the two to become one sovereign nation called Zambia.
    So by signing the 1964 agreement by the three parties representing Northern Rhodesia, Barosteland and Britain, all the commitment and treaties Britain had with the two were nallified.

    2. To make Barotse and Northern Rhodesia one single (unitary) nation called Zambia where all its people, whether from Barotse or Northern Rhodesia would be equal.

    The man from Baroste to have the same rights as the man from Magoye, or Chipata or Kasama or Mansa, etc.
    The Litunga to continue with local authority under customery or traditional setting, which is just like any other chiefs in the country. This happens in Southern, eastern, nothern, Luapula, etc for all chiefdoms.

    Now, what is it that has not been honored or observed about the 1964 agreement. Everything has be observed to the letter.

  39. The groups coming up with threats of violence need to be stopped because surely that is unlawful.
    Do they have a case? have they explained and clearly spelt out their case with substance? have they exhausted channeled of dialogue and advocasy for their cause?
    They must undestand that Zambia is bigger than just them. Submitting their views over barotseland agreement 1964 to NCC does not mean instructing NCC to follow such views. Any issues submitted to NCC were not for automatic adoption. Debate and voting had to rull over issues in order to reach concesus.
    I cannot say that because my submision was not considered I will resort to violence, Am I the only Zambian? Should I dictate my views over all Zambians? No, there are others with different views. In the same way, BA’ 64 must be ..

  40. Any submission on Barotse Agreement must be treated as any other issue of concern to Zambians.
    No particular group should force it on the rest of Zambians. If the issue is about including the Agreement in the constitution, this desire by the few people championing it should not automatically carry the day. Their are other Zambians that should should air their views over the matter.

    And what is their to put in the constitutionm, anyway??
    What is it that must be done that has not already been done or is not being done?
    In which way will the putting of that agreement in Zambian constitution change the way things are being done now??
    Other than being wishful, why can’t we be objective and be clear about our desires and spirations for what ever we want to archive by our courses of…

    Therefore the people making demands about the Barotseland agreement must make their demands and claims clear so that the entire nation can follow. What is it that we want done that has not been done in the past, which we feel has violeted the Agreement of 1964??

    What gain is there in hiding what you want? I listened to the gentleman on Muvi TV a few weeks ago being interviewed about Barotse agreement. When asked many times what it is that has been thrown away about the agreement he could not point a thing. Now why the threats?

  46. I hope the negotiations between the BRE and the government are not one sided, because it seems like some people think that Western Province is for Lozis only and the entire Province is under the Litunga (chief of the Lozi, whoever that is). This is NOT the case.

    The government should consult widely with other Chiefs in Western Province particularly Nkoya Chiefs who have already publicly stated that they want nothing to do with the BA64.

    If the Government wants to make compromises with the BRE, then they should consult the Nkoya Royal Establishment (NRE) on the way forward because the BA64 affects and has implications on them and all Nkoya people who are natives to Western Province.

  47. It will not be fair for the government to listen only to Lozi demands and ignore other stakeholder’s concerns on the status of Western Province.

    The NRE has already put forward a credible solution which is to create a separate Province called Kafue Province. To me, I think this is the only long term solution to this problem.

    We know that the BRE like to claim that even Nkoyas are part of the BRE, but we are NOT and we will never be part of it because the BRE’s idea of togetherness is where they are calling the shots and everybody in Western Province to be under the Litunga, this to us Nkoyas, is the issue that the government needs to deal with.

  48. The Nkoyas are more native to Western Province than they so called Lozis (Kololo or Luyi). The Lozi claim that the Kololo (conqueror) attacked the Luyi (conquered) so in other words, they Lozi as we know them now are Luyi but speak the Kololo language.

    The question is, if the Luyi regained their chieftainship under Lewanika the first, why are they not known as the Luyi people?

    The truth is, the Luyi are there, that is where most of the so called Lozi Royal Family comes from, but this Luyi group only make up about 5% of the population of Western Province or Western Zambia.

  49. If one was to divide all people in Western Province by tribe, you will find that the Luyi (or Lozi as they refer themselves these days) are a minority in Western Province, therefore the government of Zambia must not be too quick to make concessions to this minority group in Western Province.

    Interesting enough, in the Nkoya language, the word Luyi means foreigner, as in the so called Luyi were referred to as foreigners by the native Nkoyas who where settled in Senanga, Kalabo, Mongulula ( or Mongu as it is called today) and other areas in Western Province.

  50. In fact almost all names of districts in Western Province are named by the Nkoyas because they are the true natives of Western Zambia. Even the word Litunga, comes from the Nkoya language which simple means “land”. The Nkoyas would say “Bethile mu litunga lyetu mu mwaka so and so”… (This means “They came into our land in the year so and so”)

    The issue here should not just focus on whether to honour the BA64 or not but to also establish first and foremost whether it was right for the British and later on the KK on behalf of the Republic of Zambia, to sign a one sided agreement that only favoured on ethnic group at the expense of others like the Nkoyas.

  51. As Nkoyas, we are ready to take this issue as far as it can go. If the government decides to compromise with the BRE at our expense then we will consult much wider than the Government.
    This could include the SADC, AU and ICC and other organisations that Zambia as a Country is signatory too. We are not taking this issue lying down.

    However, we remain confident the government of the Republic of Zambia will be able deal with this matter in a fair, reasonable and peaceful way to ensure that whatever solution is arrived at should be acceptable to all stakeholders in Western Province particularly the Nkoya chiefs and their people.

We are aware that this is election time, which is the weakest moment for politicians as they seek re-election, so government especially Politicians, must look beyond their self interests not to come up with short term or half baked solutions, otherwise it will be back to square 1 and nothing meaningful would have been achieved.

    And if the government decides to favour the BRE just so they can get elected back into office, then we will pursue our goals by any other means necessary. This might include departing from spearheading a peaceful non violent campaign.

  53. Nkoya prince, your history is one concocted from a confused mind and oozes from a forked tongue. I’m Lozi and my composition is partly Kwangwa, Nyengo and Subiya. Sir Mwanawina Lewanika himself, the signitory of this agreement, was half Nkoya because his own mother, Ma Aongola, was Nkoya. So I wonder who the hell you are trying to cheat here by claiming that Lozis are a minority. We all know that the Lozi language as its spoken today is basically southern Sotho brought by Sebitwane. However, the original languages there are Kwangwa, Nyengo, Kwamashi etc and they are all intelligible because they are the original Luyana that was spoken there before the Sotho conquest. Next time you open your foul mouth, check your facts mutanga tuwe.

  54. Lozis are a minority in Western Province that is why the BRE decided to a bring together all small tribes under the collective name of Lozi. Is it not the reason some of you here on this blog claim that Mbundas are Lozi as well just because you want to make it appear like Lozis are a big group?

    Kwangwa, Nyengo, Mashi, Mbukushu etc are they not individual small tribes?

    Please, if you want to debate or discuss this issue with maturity, then please cut out the insults.

    What I have stated above are my opinions which I believe are factual. I can insult if I want but that will just down grade my comments to gutter level.

You Lozis are a minority and lazy by nature thats why you want to secede so that other hardworking tribes can be working for you. You want royalty but so lady chaps, remember we are watching your moves closely. You are so selfish, if Barotseland was for all tribes in western province Litungaship was going to be rotational where every tribe would be entitled. If we are for unity of the province as you claim, why only one tribe takes the Litungaship.   57. # 74 Nkoya Prince. I think its true that “those whose lives the lord wants to take he makes mad first. I doubt you are Nkoya because otherwise you will know that the tribes you have mentioned are the actual lozis. Check this out – Kwangwa (Mufaya Mumbuna), Nyengo (Nalumino Mundia), Mashi (Malimba Masheke), Mbukushu (Walubita Sipakeli). If I were you, I will just shut the damn f**K up than peddle in history you seem so ignorant about.

  58. I also think you do not understand what I meant by saying that Kwangwa, Nyengo, Mashi and Mbukushu are intelligible, you need to go back to school my man. These languages, to put it in simple terms “zinopridrana” because they are all Luyana. Further, literally all the people from these so called tribes speak Lozi/Sotho too. It was only the Loziz in the flood plain and Sesheke who lost their Luyana speaking skills but that does not make them any less Luyana as compared to Kwangwas, Nyengos, Mashis or Mbukushus. If you do not believe me, check the names of all these so called tribes and soon you will realise they are one people.

  59. If we swept aside politics and emotion for just 2 seconds, I feel the real issue is that it appears that there has been a deliberate policy of not developing the “region”. The statistics indicate that the “region” in comparison to the rest of the country has some of the highest rates of illiteracy, poverty, infant mortality, HIV infection etc. AND the lowest rates of development in 46 years in relation to schools, hospitals, industries and other infrastructure. It appears that even industries that were better suited to the region (e.g. glass factory) were set-up elsewhere apparently with strong political influence. Let’s remember that these were effectively two separate countries and to use an analogy entered into a marriage to become one. It appears that one partner has been neglecting.

    Is the answer cession? (i.e. divorce) I don’t think we are there yet? What we need to do is have open dialogue about the issue and not let dark forces use this very simple issue for their own agendas.
    I think clause 7 (in the appendix of the agreement sums it up).
    “The Government of the Republic of Zambia shall have the same general responsibility for providing financial support for the administration and economic development of Barotseland as it has for other parts of the Republic and shall ensure that, in discharge of this responsibility, Barotseland is treated fairly and equitably in relation to other parts of the Republic.”
