16. Point of correction , Sata did not create these postions. They were created during the MMD era and approved by the parliament. The position of DC was politised by the MMD government. The basic qualification was a Degree in Public Administration and were to be employed through the Public Service Commision as Civil servants. Why is New dawn dovernment going on the same path as their predecessors? The post of DC should have been abolished completely.It is a waste of taxpayers money, Those billioms of kwacha should have been channed to other needy sectors of the economy. I am sure the president wanted to do away with the position of DC but pressure from members for employment opportunities made change his mind,

26. @20 bululu I totally agree with you. I was also looking forward to the abolishment of this position of DC. It is just a drain on meagre government resources. That job of DC can even be done by District Administrative Officers, Town Clerks and Mayors(by sharing the DCs’ roles)

30. The position of DC should no be seen as one or rewarding cadres but people should look why at the situation why they were created during the FTJ regime. The position is good in the sense that they are part party of govt link with the grassroots and of course people go into power under the disguise of serving the masses but end of the day they are given salaries and other incentives. 32. @REd Square, another point of correction. D.Cs were created by FTJ in his quest to bolster his chances of getting a 3rd term (remember the likes of Joshua Mutisa). They were initially called District Administrators but when Mwanawasa took power in 2002, he renamed them as District Commissioners and demanded that they should at least possess a degree in Public Administration.

44. It all depends on the caliber that has been picked. If they have good terms of reference and are well oriented on their role, they can contribute to district development. They are the link between central government and the local authorities. The councils are currently weak in terms of their planning capacity. The monitoring should be result oriented.

Most of the time it’s just attending functions on behalf of government and a repetition of what line ministries are already doing in the district meanwhile just wasting fuel, electricity, office space, vehicle and furniture wastage not to mention their salaries and that of their support staff. If DCs appointed by PF were political cadres, why then has HH gone ahead to appoint his own DCs without a transparent recruitment process that would have involved advertising for the job, conducting interviews before picking qualified and competent candidates for the job? Has HH not also picked his own cadres? Why should the next President not dismiss the HH appointed DCs the same way HH has dismissed the PF appointed DCs?
