Charles Milupi calls for dialogue

Alliance for Democracy and Development (ADD) President Charles Milupi has called for dialogue to resolve the problems surrounding the Barotse Agreement of 1964.

Mr. Milupi has said  Government should consider engaging the Barotse Royal Establishment (BRE) and the various signatories to the agreement to resolve the problem.

He said all the signatories to the agreement are available and that government should take advantage of this to consult them and come up with a unified position on the matter.

Mr. Milupi was speaking at  a press briefing in Lusaka today.

He has also urged the Barotse Royal Establishment to engage government on the issue and urged them to clearly state their position and what they expect from the agreement.

Mr. Milupi has since sent massages of condolences and sympathy to the bereaved families and those who were injured during the incident.

Meanwhile,the United Party for National Development (UPND) has said the MMD Government and President Rupiah Banda in particular are to blame for the loss of lives in the Barotseland agreement fracas that took place in Mongu on Friday.

Party president Hakainde Hichilema has said the deaths could have been avoided if President Banda had taken quality time in trying to address the Barotseland issue.

In a statement to QFM news, Mr. Hichilema said the loss of lives and failure to find a solution to the Barotseland agreement misunderstanding is a clear vote of no confidence in the MMD government.

Mr. Hichilema said the concerns being raised by the people of western Province on the unfair delivery of developmental projects to their region are genuine.

The UPND leader observed that Barotseland issue, which has been raised by the people of Western Province, is not only genuine but has the potential to spread to all the parts of the country if not dealt with amicably.

  4. HH doing what is good at always oppsing & blaming govt. As a leader what is your solution. BRE has been there & u have been quite.You too HH can help to resolve this isssue. instead of keeping waitng for boma to take and condemn

  5. All Zambians especially those in rural areas must now start demanding a fair share of the national cake. We have for example, seen power lines pass through villages to light neighbouring countries, while ours remain unconnected to the power grid.

    The BA64 must inspire rural Zambians who have largely been cheated by successive govts. Vote them out if they don’t fulfill their campaign promises.

    This is the only way development will be delivered.

  6. For once a voice of reason from the opposition. This is a much reasonable voice and indeed makes sense and I hope KK breaks the silence on this.

    It is indeed embarrassing the way HH is handling this. Looks like he has decided to play the blame game at this point when clearly they were people with machetes with intent to kill and seeing the picture of a stubbed person in the POST newspaper today is really gross and just shows how volatile the situation was and Police should be commended for preventing further bloodshed through stabbings.

    HH needs to provide suggestions and solutions as Milupi has done than start playing the blame game. That is easy to do. I thought he was the smarter one in the PACT and am beginning to doubt him now. Maybe there is some truth to under 5 tag

  7. i guess everyone can see who is wiser between HH and Milupi. To me Milupi is wiser than HH and Sata put together. You dont just jump to populalist politics when three former presidents “avoided this hot issue”. Let the living signatories engage the Litunga, the people of Zambia and govt.

HH IS correct and his point is valid and that of an intellectual, only the uninformed can blame him, He has urged government to take this issue seriously so that it dies spread, he is not in government all he can do is advise them and he has told us that if government had responded fast to this issue we could have resolved it without loosing a life. He is not inciting lozis unlike one rare bleed of leader wanted to get political mileage out of this untill he was caught pants down when actually he was behind the dethroning of the litunga when he was in cabinet.   15. I think the Lozis are a problem, this is why Shaka chased them from South Africa, they then went to Namibia and Botswana and they were chased again because they were thieves. The government can not tolerate Baroste agreement because its contents are not true. The Lozis displaced the Nkoyas and illa people from the present day western province and now they want to claim for the whole land. What will happen if the Illa and Nkoya people say they want there land back? they will be confusion in the country. There is no need to dialogue with the Lozis, Western province is not there land.

BA paul bwalya ask yoself y other leaders are not so fast to comment on this issue we hav got other leaders besides the soul called hh we got credible pipo like Magande,RB,KK,FTJ,Nawaki,Mazobwe,Amusa Mwana….,SAKWIWA SIKOTA,MUNDIA SIKATANA,Inonge, Jst to mention but a few its not that all these pipo havent heard about this but u need to b very careful with words when commenting on such an issue as this one coz its a matter of life and death or is matter of make and destroy bo sata learnt smthing nowonder his comments are reserved as of now coz he has cn how u can provock a rather misunderstood

  19. Dialogue as Bo Milupi has put it is very important. And it needs to be done now. This isue has been going on for sometime now and indeed the previous presidents have either avoided it or brushed it under the carpet, which is no solution to solving the issue at hand.

    Dr Kaunda, The Litunga and Mr Banda are all alive and capable of sitting down with other stakeholders to iron out this problem. The Government has not done much to help, but just warn people of Western province that they will be arrested. Dialogue with the people before metting out any marshall law. There is lack of leadership in deealing with the matter at hand. Information is important, give the people the information the want and most of these issues can be resolved with no lose of lives.

  20. The immediate cause is deliberate incitement through incessant careless talk by certain known politicians, clergymen and media all envious of how RB has performed in a short period of time. The evidence is there. ZP and government, you have handled this very well/excellent, but don’t stop there. You must stop this nonsense and selfish appetite for power, we cannot spend (waste) our precious time going backwards in order to satisfy their appetite. WE are in a hurry to develop and THEY should wait for the ballot.

  21. If you expect RB to dialogue over the Barotse issue, forget. His thinking is that he will keep quiet and the issue will die out. You can tell whether a leader is smart during a crisis. Leaders who are not smart thrive on threats and silencing people from discusing a crisis.

    Why should the President go and address the Issue in Malawi and Luapula which he knew that the agreement was still there. What is the way forward RB and your govt tell us something. Can you solve the problem once and for all…

  28. Am not amused with Mr Milupi. He is the one who recently run away from Mongu at a rally he was about to address when the Barotse Agreement (BA) Agitators pounced on him. Why did he not dialogue with them. Milupi as a learned Lozi should help us in outlining what it is the Lozi people want to have restored arising from the BA agreement? So far no one has been bold enough to be specific. Its this lack of specificity that has led to the talk of cessation and misunderstandings. Sadly Milupi, Prof Saasa and other Lozis are only using so many words which mean nothing of help to resolve whatever problem is there.

Repent from your cronic hatred of the man he means well for the country. It is unjustifiable to hate someone for thinggs the have no control over.   31. Comrades, everyone is scared of the violence but we had more. People died, please no that the thing you are scared will happen it definitely is the one that happens. Goerge Kunda went round the southern province denouncing Sata and others, spending tax payers money. He should have gone to western province to undertsand and find possible ways to resolve this problem. It does not mean that when one person has failed, then everyone will fail.
