Minister of Infrastructure, Housing and Urban Development Hon. Charles Milupi has announce that the Public Private Partnership (PPP) Council has approved a 25-year- Concession Agreement with Nkulu Zambia Limited, with the Southern Africa Business Development Forum as the selected bidder, for the construction and/or rehabilitation of the following international road linkages and trade facilitation routes connecting Zambia’s Copperbelt, North-Western and Western Provinces, to Namibia, Angola and the DRC through Katima Mulilo, Shangombo, and Sikongo in the Western Province, totalling over 2,000kms,
In a post on his Facebook page, the Minister named the following roads to be worked on.
1. Tapo – Kalabo – Sikongo – Angola Border Road (125km)
2. Sioma – Shangombo Road (175km)
3. Lufwanyama – Kankolonkolo – Kasempa Road (225km)
4. Kasempa – Kaoma Road – Luampa Junction (280km)
5. Luampa Junction – Machile – Simungoma Road (340km)
6. Livingstone – Katima Mulilo Road (225km)
7. Resettlement Roads (minimum of 500km)
8. Shangombo Bridge (approximately 8.5km)
9. Sikongo Border Post and Trade Hub
10. Shangombo Border Post and Trade Hub
11. Katima Mulilo Border Post and Trade Hub
Minister Milupi further said that according to this considered package dubbed Development of the Western Province Trade Facilitation Routes inclusive of Resettlement Schemes and Border Facilities Through A Finance, Design, Construct, Rehabilitate, Operate, Maintain And Transfer Public Private Partnership Model, a total of approximately 2,208.5 kilometres of core road network will be constructed and/or upgraded to international bituminous standards and bituminous standards.
The Minister further said that the project has several benefits including reduced travel times and vehicle operating costs, improved safety through the development of the critical road linkages to Angola and the Democratic Republic of Congo, as well as job creation.
“We shall keep updating you as we move forward on this very important project,” the Minister concluded.
Where is the Lusaka – Ndola dual carriageway? Where is the Matumbo – Chama – Lundazi road?
What economic road do we have in Western Province?
Does it mean whn they do roads in Western and North-Western province then they will never work on roads in other provinces? The road from the Copperbelt through North-Western and Western province up to Namibia has become extremely busy despite being a dirt road. There’s money to be made from upgrading it which could help pay for roads elsewhere. The economic logic is simple.

The hatred that Milupi has generated against ECL has blinded him on projects the PF Govt initiated in Western and North-Western Provinces. Does Milupi understand the importance of economics in developing countries? Yes roads are vital. A bridge across the Zambezi to link Mongu to Kalabo must ultimately link Zambia to Angola; the road from Mwinilunga to Ijimbe is another vital link to Angola. Has Milupi consulted his Ministerial colleagues on construction of a bridge to link Congo DR to Luapula, and the need to develop the road from Katete to Mozambique as well as link the rail line from Chipata via Petauke to link up with TAZARA in Serenje? It is doubtful is Milupi means well in this Govt..
This is critical thinking right here. Unlocking the Angola and Namibia trading routes to the sea shipping ports in these countries has a lot of potential for Zambia’s economy as a whole. Merely relying on the Dar es salaam and Durban ports didn’t fully unlock Zambia’s economic potential.
Angola and Namibia are very close to Zambia and with good roads, trade with these countries would be massive. I was waiting to see if this government would realise this potential and Milupi is one intelligent guy who is probably receiving great advice.
As an example I’m aware of black market smugglers who are smuggling fuel and cooking oil from Angola into Zambia and items like Maheu into Angola but they are hampered by transportation issues.

Just while we are at it please ensure that these roads have bicycle lanes and pavements for people walking on foot. Don’t do what they did with that Mongu-Kalabo road where majority of people have to share the road with cars because they forgot about the fact locals either use push bikes or walk.
Also ensure these roads have 2 lanes in each direction.
Finally we need transparency and full disclosure with regards to the costs of these roads and the quality of the roads.

A number of things were wrong.
1.No open tenders
2.Costs exceeding all regional costing per kilometer.
3.Awarding contracts to unknown companies without any history of road construction leading to shody works or failure complete the works.
4.Leaving vital roads Nakonde-Chinsali, Ndola-Lusaka.
5.Awarding contracts to cronies and phantom companies.
There is alot of jobs and businesses to be gained when they sort out these road especially the livingstone – katima mulillo road aka sesheke road coz this links zambia to the welvis bay port so now goods will be moving easier. and the sioma – shangombo road because it links zambia to angola and that is a real untapped trade route.

Good planning that is what we want to hear. However, We await the announcements of other infrastructure development projects in other provinces of Zambia. We acknowledge the fact that Economic resources are scarce and hence prioritising projects in each province of our country is crucial.

We need to accept that any development in Zambia as development for all. We seriously need to stop this business of regionalisation when it comes to strategic development. If a road is planned in shangombo, is there anything written which would stop you from settling there? The faster we stop this tribal nonsense the safer our country will become. Anyway…rant over. I hope this government will also look at improving the standards of our roads. Please don’t just let contractors put tar on top of compacted soil and then people start dancing of development. We need our creative engineers to come out and start getting creative with our road building materials. Use of concrete sub-base and solar lighting should be standard.
