MMD national chairman Michael Mabenga has advised the people of Western Province not to be hoodwinked by Patriotic Front (PF) leader Michael Sata’s hypocrisy over the Barotseland Agreement because the Barotse Royal Establishment (BRE) is actively discussing the matter.
Mr Mabenga said in an interview yesterday that talks are going on regarding the problems in the Western Province.
“The Barotse Royal Establishment called for a Barotse National Council last week. The Barotse National Council comprises all the chiefs in Western Province and all stakeholders that should talk about the issue…this has been held and we are waiting to hear how they will proceed,” Mr Mabenga said.
He said Mr Sata knows nothing about the operations of the BRE and is displaying ignorance by commenting on the Barotseland Agreement.
Mr Mabenga said the BRE knows the steps to take over the problems in the Western Province.
“How can Mr Sata say that for the PF, the honouring of the Barotse Agreement is a matter of urgent necessity? He is on record as having said it is a non-starter when he was a senior Cabinet Minister,” Mr Mabenga said.
Mr Sata is quoted by a local tabloid as having said that for PF, the honouring of the Barotse Agreement is a matter of urgent necessity and not political expedience to win an election.
“Mr Sata is a hypocrite. We know the schemes that he is playing and people must not be hoodwinked by this hypocrisy,” Mr Mabenga said.
He advised the people of Western Province not to forget the disparaging attacks that Mr Sata made against them.
“We also know how he treated the people of Western Province who wanted to stand as members of Parliament when he was MMD national secretary in 1996. I am able to testify and call upon all those who stood as MPs because they heard the words Mr Sata uttered.
“I want to tell the people of Western Province not to be taken for a ride. We will not accept this kind of hypocrisy. The Barotse Royal Establishment is taking a clean path on this, let us not listen to these lies and the hypocrisy from this man,” Mr Mabenga said.

Mr CDF please do not mislead people, not all Chiefs from Western Province will attend the tribal gathering called ‘Barotse National Council’. The Nkoya Royal Establishment have already issued a statement to clearly state they will not be part of this tribal gathering so stop misleading the public.

Anyhow, Mr Sata has never been a nationalist. He showed his true colours in the pre-independence days when he conveniently sided with the colonial masters as a police constable; working for a system that was against Northern Rhodesia’s push for political independence.
In later years, Mr Sata would claim that he was a freedom fighter and attribute his imprisonment in the early 1960s to the same cause. He thought Zambians had a short memory until one Jackson Ngoma disputed the claim, explaining that Mr Sata was jailed for a criminal offence.

Mr. Mabenga is not the right person to comment on this matter and I know he does not understand what BRE entails. He has been chairman of the MMD and saw the document being abrogated from the consititution. Sata is not the BRE, let him ‘attack’ the issue at hand if he claims to have the competent knowledge and convince us. This is the issue about BRE and NOT Western Province. MABENGA should be arrested for using K30 million Constituency Development Funds (CDF) in the 2001 parliamentary election campaigns, the Supreme Court ruled yesterday.
Delivering judgment on behalf of Chief Justice Ernest Sakala, judges Lombe Chibesakunda, Ireen Mambilima and Sanderson Silomba, judge Dennis Chirwa said High Court judge Muyunda Wanki who earlier nullified Mabenga’s election should have recommended for his arrest and prosecution to the Director of Public Prosecutions (DPP).
“In any case,….the appellant (Mabenga) was no longer a member of parliament and not in power to use the CDF. We can only conclude …..the withdraw of that money,…. is tantamount to theft of public funds.”……

History is the best teacher, who is Ruphia? He born in Zimbabwe, educated with failed marriages. Politically, he was minister of foreign affairs failed due to tribalism and neptism, KK dropped him and cited the same. Governor of katete and he failed. I was disappointed to hear what our so called learned Finance Minister discussing of the positive developments made by MMD where he sighted the construction of railway line in Chipata. Please come and see it for your self how tax payers’ money was watsed for something we did not plan to use. The railway line is a white elephant. Already for it to start working we need money to rehabilitate it. Please dear leaders lets us have a human face in dealing with public resources. Mwata- Iwe dont twist facts. Sata was never a Unip favourite, that is why he was alway vetted when ever he tried to stand as MP. It was only in the 1980s when he became a councillor in Kabwata that he impressed KK with his hard work (Not Vigilante but Developmental) that Sata was eventually adopted as MP candidate in the one party state. ASs DG for Lusaka Sata never partook in Cadreship(if you have an example incident tell us).He impressed so much that al DGs in Zambia were sent to him so that he could teach them how to run their councils.

Levy dropped Mabenga as Defence Minister when the CDF saga was discovered, but RB appointed him to a Junior minister of lands.
