THE Government has described former prime minister in the UNIP administration Malimba Masheke as a liar for claiming that Western Province is the poorest region in the country because it has allegedly been neglected.

Minister of Finance and National Planning Situmbeko Musokotwane said General Masheke, who was a Government leader for many years, failed to influence development projects such as the roads from Mongu to Kalabo and Mongu to Sesheke which the Rupiah Banda administration was now spearheading.

Gen Masheke said at a Press briefing in Lusaka yesterday that there was little attention paid to Western Province which he claimed had become the poorest region in Zambia.

He was flanked by former minister of Communications and Transport William Harrington, former secretary to the Cabinet Sketchley Sachika and former Southern African Development Community parliamentary forum secretary general Kasukwa Mutukwa.

But Dr Musokotwane said Gen Masheke, Dr Sachika and Mr Harrington failed to deliver development to the province when they held senior positions in the Government.

He said the Government in this year’s national Budget had provided K586 billion for various infrastructure development, which was higher than before when the province was receiving about K50 billion per year.

Dr Musokotwane said the K586 billion did not include the money held by ministries such as Education, Works and Supply, and Agriculture which had their own allocations for projects in the province where huge sums of money were being spent.

The minister asked Mr Harrington to tell the nation what he did when he was minister of Tourism and later Communications and Transport for him to support the statement that the province was poor.

He also said Dr Sachika held the influential position of secretary to the Cabinet and did nothing for the people of Western Province while President Banda’s administration had constructed several schools, health centres and boosted agriculture.

Dr Musokotwane said the province was under-developed because some former leaders such as Gen Masheke failed to provide a proper foundation for socio-economic advancement.

The former prime minister also accused the Government of torturing suspects arrested in connection with the confusion that erupted last month in Mongu over the Barotseland Agreement.

He said the suspects, who had been transferred to Mumbwa, would not have access to legal representation and care from their relatives.

Mr Harrington said the treason accused had merely asked for the recognition of the Barotseland Agreement and were not pressing for the secession of Western Province.

But Home Affairs Minister Mkhondo Lungu, in an interview in Lusaka yesterday, said Gen Masheke was not telling the truth because all the suspects were under the care of
prison officials.

Mr Lungu said food was being provided for the suspects while legal representation had adequately been addressed.

He said the matter about the treason suspects was in court and urged Gen Masheke, Mr Harrington and Dr Sachika to stop commenting on it because if they were arrested they would start attacking the Government.

The briefing was attended by Kabwata Member of Parliament (MP) Given Lubinda, PF chairperson for mobilisation Charles Banda, former Mandevu MP Patricia Nawa, PF chairperson for legal affairs Edgar Lungu and Barotse Royal Establishment spokesperson Oliver Saasa.

There was no way he could have worked to promote socioeconomic life in the western province. He is an embattled failure. Go to his home in Lusaka’s Kasupe area and see stinking poverty, dirty and failure beyond his filthy body.

    In fact such thinking by Musokotwane misplaced. Thats tatamount to promoting tribalism, regionalism and corruption.Dr. Musokotwane must start behaving like his counterpart Mutati(ACCA), who is always articulating issues.

    i have been to Kasupe myself and Masheke is living a decent life doing farming and raring chickens for eggs. I did not see the poverty that you are talking about. He is not stinking rich but he is leading a decent life.

So where is this foundation. Gen Masheke and his posse can talk recklessly but they forgot they never provided a foundation that would foster development in Western Province.     I think you do have reading problems because at no point have I stated that the budgetary allocation will turn WP into a paradise. Quote me on that instead of coming with useless allegations. If you have to form a rebuttal, let it be based on facts.

    Those facts were presented to challenge Gen. Masheke who stated that WP is being neglected. Dr. Musokotwane provided them with facts that actually it is not true that WP is being neglected and attention was being paid to the province. Read the article again.

  19. I know my comment is out of context but it is important for the bloggers to know some things that our leaders are doing but not reported. Dr Musokotwane is busy fattening his account by dubiously giving himself a contract of supplying concrete blocks to National Housing Authority. He bought a block making machine from South Africa and has taken over the supplying of blocks to NHA. Is that fair a government is grabbing contracts from ordinary citizens? Why can’t he sell his blocks to private builders? That is the way MMD leaders are becoming rich through dubious contracts.

What he is forgetting is that the former leaders served this nation as a whole. During their time cases of corruption and rampat misuse of public funds were rear. Today there its clear and lound. If Musokotwane has failed to deliveras Finance Minister let him go back to his block making factory in Lusaka West. I dont think he can go back to Unza and lecture. Last time he said Magande was jealous of govt’s achievements. Since when did he become GRZ spokesman, I think the man is in a wrong position. I tell by the time the Great North Park project will have bin finished the man would have made his money. Blocks are a major component in construction. RB is very much aware of Musokotwane’s contract. Nothing in this country does not pass RB’s ear.Others are busy sharing land at LCC whilst others are busy awarding themselves contracts. was there any open tender advertised for other suppliers to atke part. This man was a decent, quite and an academicia, but currently he speaks like a cadre. Malimba Masheke is a senior citizen in this country who has the right to comment on national affairs. Under KK, Malimba Masheke contributed to the development of this country without looting our coffers through goofy contracts and now he offers constructive criticism. The MMD government need to come up with a comprehensive plan of developmental projects for each province. The budgetary allocations for each province needs to be managed at provincial level to curb the corruption and allow local business men to make money therefore leading to better wealth distribution.

So the statement from Dr Musokotwane is primitive and ill-advised. He would do well to shut up if he does not have an answer to their concerns. If we follow his logic, then we should be worried because disproportionate amounts of money are expected to be sent to his area in Livingstone or Kazungula, where the Toka leyas come from. That is no way to run a country. Shame on you.

This culture of being defensive even when people on the ground are telling the government facts will never develop our country. It is more wise to get what Masheke is saying and tell the people what the tired government is doing than always being defensive. Any way we need leaders who can hear what other stakeholders are saying so change is needed.

    Mosoktwane is missing the point here. Why should have Masheke or Sacika developed Western province just because they happen to be Lozi? If one has to be from a particular region in order to direct government funded development towards their then there is a problem within our political system.

Dr Musokotwane turn western into an industrial base.I know what iam talking about.Shangombo district has a lot of diamond and gold.Kalabo district where you come from has a lot of minerals including oil.Oil was discovered in western province way in 1973.There are some places in western province when you work up in the morning you see oil in the months of dry season.You dont need to be geologist to know this.The main reason why this oil has not been taped is beacouse of the called sessecion which even kaunda feared.Build a new Lwenika General Hospital that is not a hospital.The only province where Registered Nurses(RN) are not trained may north western.

If the roads are bad, what did Harrington do about it when he was minister and Senanga MP? General Masheke was one of the most powerful men in Zambia, and what did he do to raise awareness about the Province? NOTHING AT ALL! Why? Because these people were enjoying in Lusaka they forgot their own people. What will they do to turn around the fortunes of the province? It is easy to criticise but not so easy to come up with plans that are workable. You people on the bog you are making me to laugh.could it be that you have nothing to bog about or what?Whats so special about western province that you think will bring deveolpment all of a sudden when the people of the province are doing nothing to deveolp it.Lets be real.Lets not confuse ourselves by debating what is not there.Saddenly peolpe think Sata care for them and masheke developed western province, this is far from the truth.Lets develop Zambia and not a particular province,because zambia itself is underdeveloped.

    You cannot help people that do not want to help themselves. Masheke, Lisulo, & Mundia all these Old Guards had very influential positions in UNIP to push development agenda in Western Province when they held Prime Ministerial positions in the UNIP Government. Nevertheless, they failed.

    As for William Harrington. What development programmes did he promote for Western Province?

  59. And from the early days, Sikota & Arthur were all “well placed” in UNIP to push development for western province. We are talking in the late 1960’s and 1970’s when copper price was sky-high and the Kwacha was almost on 1 to 1 exchange rate with Stirling Pounds ££

    On the matter, Yes, the MMD government has to ensure that all parts of Zambia have national development.

    However, Credit has to be given to Musokotwane for securing K586 Bln. No other Finance Minister has gone to this height, lobbying funds for Western Province. And well done to RB & MMD

  60. I shadder to see educated people like Dr Musokotwane exhibit cadre mannerisms and praise singing as thoughthey have not lived and experienced mature democracy. Gen Masheke, and others are not in office anymore and ca say whatever they want as the responsibility to bring development to Western province lies with Dr Musokotwane and RB. Whether Masheke, Harrington did anythin during their time is not the question now but what is Musokotwane and RB doing about that. The fact that Musokotwane thinks Masheke didn’t nothing doesn’t take away his responsibility to develop western province now that he is in power. If he can’t let him get out.

  63. The truth about western province is that all educated people never want to live there. Actually they never step a foot in that God forsaken province again. Costain Chilala is the richest Black man in Zambia owning a lot of businesses and feeding half the population of Zambia. The man is from Mazabuka and has put up a lot of investment in the province. Despite investing in other areas of zambia like Kapiri and Lusaka he never forgot his own area which saw him get where he is. It is the people in the area to have a mind of development like what is happening in Livingstone now where the chief(Mukuni) is spearheading development. The Chief just signed an agreement with an American Bank to construct a 4 star hotel to be called Mukuni Cresta Hotel. Lozis lead the way and many will follow.

  64. Many do not want to invest in Western province because of bureaucracy, even the owners also fear witchcraft. There is also too much PHD (pull him/her down) syndrom in the province. Lozis are naturally lazy people only wanting to live well even if they do not have what it takes.

  65. I think the people logging sensibly here are those calling for Lozis themselves to the the way in taking development to the province. Which is partly some of us’ point that the Lozis who have been in power should have spearheaded this Lozi investment in the area by connecting them to the right people and lobbying for other investors to invest their. They should also have lobbied for govt infrastracture development like roads, railways, better schools, hospitals etc and industries such as tanneries, rice polishing, juice making, and whatever you make from cashew nuts. But like others have said they did nothing, them and all the Lozis that have not invested there. Like the Lozis would say ”Komu kutuswa, kikuitusa isaliyona pili”

  66. General Masheke lives next to my cousin in Lusaka West. I remember 1991 when my cousin commented that General Masheke had not taken advantage of his position as PM and brought tar road to his farm. Whether it is relevant in the discussion of bringing development, taking advantage of one’s position, being tribalist, opportunist or not, I just thought of sharing this event with bloggers. This was mentioned to General Masheke when multi party was being ushered into Zambia.

  68. The Govt will not go and build shops and houses in any of the nine provinces of Zambia. The Govt will only provide infrastructure such as roads, clinics, schools and hospitals. It remains for us citizens to lead the way in developing the areas where we hail from. Then others will have confidence that they can come and invest in our areas. The poverty mentality that Govt is supposed to do everything for us is what Chiluba(FTJ) discouraged and the result is that people have realised that developing a nation is not the preserve of a Govt. So comrade Malimba Masheke should give some insight of why? is it a deliberate move by someone (Govt) or our colleagues who hail from their?. We are all guilt for not contributing towards developing our areas.

Today MMD is has being hijacked by UNIP BORN AGAINS who have nothing to do with Freedom of Assembly and Association. It was the UNIP loyalist who together with the Northen Rhodesia Army Slaughtered Bembas in Chinsali under the guise of quelling Luampa(Lensinah) Sect Uprising. Today you find MASS graves in Chinsali.
