The Anti-Corruption Commission -ACC has invited former Patriotic Front Kabwata Member of Parliament Given Lubinda and the Post Newspapers for a meeting, regarding allegations of corruption leveled against Universal Print Group of South Africa.

The commission wants the two parties to provide information on the alleged corrupt activities involving the South African printing firm.

In his letter to Mr. Lubinda and the Post, ACC Director General Godfrey Kayukwa has asked them to assist the commission with detailed information on the allegations.

Mr. Kayukwa says this would allow the commission to professionally pursue the matter.

This is contained in a statement made available to ZNBC News by ACC Public Relations Manager Timothy Moono in Lusaka on Thursday.

Universal Print Group of South Africa has been contracted to print ballot papers for the September 20 2011 general elections.

  1. On “In his letter to Mr. Lubinda and the Post, ACC Director General Godfrey Kayukwa has asked them to assist the commission with detailed information on the allegations” I’m glad that PF and it’s information department, the Post, have been given a chance to give more detailed information on the accusations about UPG being corrupt.
I hope PF’s Given Lubinda will not cow but substantiate his claim to assist our professional ACC to do a good job.
    Be blest all.

  2. I just hope that the ACC is not just trying to hood-wink the public. This act by ACC seems to be just a PR issue and are just playing to the gallery. Enough evidence has already been provided. Why don’t they deal with ECZ? Given, do not go. Just concentrate on campaigning. They have Govt machinery and resources to gather data. I tend to gather that they do not deserve the salaries they are drawing on monthly basis.

  3. Kayukwa has already asked them to destroy the evidence, it’s too late. When the opposition comes to power, soon, this silly monkey should look for a job elsewhere.

  4. Excellent to see this happening…as much as l am anti government, there is a professional need for our newspapers and political leaders to inform us of what is truly fact. In this time and age we cant afford to point fingers at each other when a larger part of Africa is progressing, we need constructive reporting that will build the nation and in this regard ACC has done well. However, do we have enough time to investigate these accusations seeing that the elections are around the corner? What is really at play here?? These investigations take time…we just might as well be too late for this move…logic has failed me here…mustnt we investigate such senstitive matters the moment they are raised???

    • A crime is a crime my dear, Umulandu yaubola. it doesnt matter whether it takes days or years, if a crime has been committed let those involved be held to account, and if RB is involved and he ends up winning, then there will be solid ground to impeach him, (not that it would happen in Zambia). But whatever the case the proper channels of handling thing must and should be followed. Atleast PF has through Given has done its job the question is, will government and MMD ACC do its job correctly? we are watching.

  5. The printing of ballot papers should be halted. Suppose the allegations come out to be true. What will happen to the ballot papers they have already printed? Am sure the contract has been entered and money paid. Priscilla, Rupiah and the same Kayukwa should refund this money

  6. Good opportunity for PF to call for potisponement of elections. Date to be set when the serpent recovers fully…..

  7. OKay – stop talking now. Provide the evidence. I know this is a case where somebody is making noise just to be heard and hoping that they will not be called up. Here now, Given and your Post Newspapers, time is over for barking to the wind, provide the hard evidence. I even wonder why he hasn’t done so yet because Electoral Commission asked him to furnish them with evidence last week and he failed to do so apart from just writing a letter. PF you are now irritating everybody. Stop behaving like spolied children and just own up that your political strategy was crap and your dullness is now being exposed. You don’t even know how to campaign…you have been relying on ‘being popular’. Okay, where are you popular? Why are you panicking now?? HH is laughing. RB is winning! Sata is sick!!

  8. Zambians, we should not expect progress as long as all whistle-blowers are treated as criminals. Rather than politicizing this issue, we should be pushing the government to explain why we should be asking foreign companies to print ballot papers after almost 50 years of independence. Are we not ashamed of ourselves? If you dont know, it is because somebody gets a cut from such deals. Shame on Zambians who support foolishness in the name of politics.

  9. IT IS A GOOD MOVE BY ACC BECAUSE THIS ALLEGATION MUST BE MADE TRANSPARENT SO THAT THE VOTERS GETS THE FULL CONFIDENCE BEFORE THEY GO TO CAST THERE VOTE ON THE POLLING DAY.SUPPOSE THIS TURNS OUT TO BE POSITIVE THAN THINGS SHOULD BE RECTIFIED URGENTLY. I HAVE FULL CONFIDENCE IN ACC THAT THEY WILL ACT PROFFESSIONALY.KEEP IT UPPLEASE.

  10. FIVE Patriotic Front (PF) supporters have died in a road traffic accident in Solwezi after a truck they were travelling on overturned near the Musele junction in Kisaka area. Confirming the accident, Police spokesperson Ndandula Siamana said 54 other people who were traveling on the Fuso fighter truck sustained serious injuries and have been admitted to the Solwezi General Hospital. She said the driver of the truck was trying to avoid a head-on collision with an on-coming vehicle and careered off the road in the process and overturning killing five people. Siamana said the accident happened around 14:00 hours about 120kilometers from Mwinilunga were the PF leader is conducting campaigns

  11. We all know what PF have been up to since the announcement of the election date. From Rupiah being a foreigner to Kunda not occupying the office legally, to MMD not paying import duty on their campaign materials, and now allegations of corruption. All they are looking for is to find ways of winning back public confidence after this silly spat which no doubt they have lost a huge chunk of swing voters with Wynter Kabimba’s incompetence being written in the papers every day. Now, PF thinks if they delay the vote then they would be seen to be credible again and win back their tattered popularity. But wait, ACC would not have invited them if they had something to hide. PF is dead, just accept it. You thought the election would be a walk over…but NO! And that has shocked you. Bloody fools!

  12. Alale alale! Ala bane wilaunfwa kuli banumber 8 nangu 13. Balipena pamulandu wa wakutamba amatako yabakote ku England. Lyonse nga bafuma mukupipa utukote, ninshi kulasabailafye! Please forgive him, ala alishama!!!

  13. copied the below entry form OSPD on Watchdog;

5 PF cadres have died while being ferried to a Sata rally in Kabompo. The FUSO truck was ferrying more than 60 cadres to beef up the numbers. read the POST

    • NO WAYS!!! RB worried?????? RB worried about what??? Let me admit that he was certainly worried earlier in the year when HH and Sata seemed to work on their coalition. The moment VJ succeeded in breaking the PACT up RB gave VJ his retirement package and stopped worried about losing the election from that moment. HH is laughing only because I think he is likely to be the next president in 2016, unless something freaky happens in between. He knows no more PF and he feels vindicated…I think he thanks his God for walking out of the PACT because he would be finished as well. As for Sata, well, my sincere sympathies that it should end this way for him. Bravo RB!!!

  14. lies will never stop to amaze me sata is the right man fo te job wheather u like it or not he’s going to state house

  15. Subject: RB’s Campaign Money from Morrocco
The Republic of Zambia decided to withdraw its recognition of the Sahrawi Arab Democratic Republic, Zambian Foreign Minister Kabinga J. Pande announced on Saturday in Rabat, Morocco.Speaking at a joint press conference with Foreign Minister Taib Fassi Fihri, Kabinga said that “the Republic of Zambia actually withdrew its recognition of the SADR on March 29, 2011”.Kabinga’s visit to the Kingdom falls within the framework of strengthening political dialogue and promoting bilateral relations, notably at the economic, technical and cultural levels. The above news item appeared on Middle East Online on 3rd April 2011. However, the real story is that Minister Kabinga Pande was sent to receive money to help with the MMD campaigns

  16. #14, I like your “poetry”. It is good to throw in something light for laughs. Lol!

The boat is sailing in the right direction.

  17. The Question at the centre if Intrigue should be as follows: Why is Zambia a poor country, I went to get some statistics in the British Libraries and this might scare you people, I will explain:

It is very poor because of their fast growing population and also the demise of Copper Mining in the country.

Although the country has high Copper reserves, price deductions of copper has led to reduction of the mining of Copper, and the high costs of transporting copper out of Copperbelt also reduced its economic viability (Due to both location and poor transport links).
Tourism is another possible industry and revenue stream for the country due to the beautiful nature around the Zambezi River, and many other dams in the country although there is no modern infrastructure to support this

    • Bakabuudo do you need to go to the library for up to date info…..when you’re using the biggest library online ka s.wine!!

    • You must have been reading statistics from the archives. Zambia has a small population which has not being growing fast. And that copper analysis is crap. The biggest problem in Zambia is lack of strong tax laws and poor prioritisation by those in power.

  18. This is one issue PF is likely to score significant political mileage. At this stage, the burden of proof is on them as the accused is normally presumed innocent until proven guilty.

  19. Why not investigate why not printing ballot papers in Zambia? Why in that fierce 1991 KK still allowed ballot papers to be printed in Zambia?MMD please don’t think all Zambians are sleepy (Batulo) no.Is ACC a …machinery? Why doesn’t it investigate people in the ruling party? We see them putting up or revealing cases only when one has resigned from my party MMD.Why?White horses?

  20. PF leader Michael Sata yesterday received a thunderous welcome in North Western Province’s Mwinilunga district where he later addressed a mammoth rally in the afternoon.
Now you tell me who is sick?

    • I was there most of the pipo hav never seen him they js wanted to catch a glimps of the man cz they’ve heard he talks alot!by the it wasn’t thunderous he rarely talked.nway it’s back to business as usual mmd and upnd in this area!truth!

  21. With much regret and pain, we pray for all lost and injured souls. May the Good Lord give strength and hope to affected families in this time of Great anguish. Every life is treasured. On behalf of all patriots, Zambian people’s national ruling party MMD and Good sober leaders, we pray that this not happen again. I personally ask Sata to immediately see the danger of importing crowds from province -to-province attending rallies. Please lets learn to follow people to their bases and not postulating popular rallies with mobile cadres. We can limit such collateral damage to society.

  22. @Snr Citizen, although a little political, this is by far,the fairest posting from you.Its crazy how you mmd cadres think and go round boating that you are educated or that you are the elite. What you forget is that some of the worst leaders in the history of the world were the so called educated or elite eg,Dr Kamuzu Banda of Malawi and the current Dr Robert Mugabe of Zimbabwe.Back to the issue,if this wont turn Lubinda and the Post into defendants, the investigations will be in “progress” until we all die knowing the corrupt ACC.

  23. Satan the satanist himself has again sacrificed these poor souls to his evil spirits in hope of winning elections. Cadres beware of this satanist.

    • Thanks JMac. My understanding was that ilertvans were all out efforts at the distance, so an 800m would be slower than a 400m which would be slower than a 200m. I was running 800m and maxing out my pace at an equivalent 8:12-8:29 min/mile pace. My 5K time trial pace was 8:02 min/mile.Since my 200s come in at around 7:20 min/mile pace, I was kind of in a funk trying to figure out where the disconnect is on the longer ilertvans.

  24. Sata is satanist, Bob Sichinga, Wynter Kabimba and Given Lubinda are all Mormons daily converging at the Mormom lodges. Cadres beware you are yet to be sacrificed by these satanist. I challenge PF cadres here to dispute this fact. Ask Bob Sichinga. Ask them to touch the Bible, they will never.

  25. 22 MUSHOTA

This MUSHOTA chap is not even in uk. she was in vubwi. I saw her yesterday sending her off topic coments on phone. Tell us about vubwi not cheating of uk library. there is no single library in vubwi you vubwilian. look at your lies about copper, you think we dont know the boom in the sector. Once a Vubwilian always a VUBWILIAN. Can’t make any sence

  26. One thing that is very clear is that Namakando Mmembe, Wynter Masebo, Given and Sata were not ready for the elections. Its a shame to see them barking at anything, pretty much like how a dog unrelentingly barks at a gumu-gumu it has seen up in a tree. Instead of campaigning, they are just noise making. Unrelatedly, though still linked to the issue of wild barking, Mushota is trying to lie to us that copper production in Zambia is on the decline according to the British library she went to. Sorry, but that is simply not true.

  27. Ba ACC do you think it is too late? If you still want to go on with your unestigations then halt the printing of ballot boxes. You should have acted just when Given blew the trumpet. How come you have an interest now? There is something fishy.

  28. I hope the Post can provide an e-copy of the verbatim that is in the paper. From that I would urge everyone to come up with a conclusion of what Mmembe is. I think he was an unloved child that has been craving for attention and will even split hairs with flies on a pile of feaces just to be heard. He behaved like a total ***** and would not listen to anyone.

  29. I think the way Mmembe behaved was little to be be admired, as much as his aim is to fight corruption, and to get the truth out of the matter, which is a very good cause, he behaved like a spoilt child and that is not the way people talk about matters. Its a shame.

  30. Some people, or should I say, some party wants to cause chaos through rumour mongering and lies. If a parent in the home is a liah, cheater and always cursing and insulting..how will his/her children in the home behave? …..I guess, like parent like children.

    • Hi I would like to join your group however I have a 2 year old that is in care Tues, Thurs and Frid from 8am to 4pm, is there awayny we could try to organise a group between those days and times for other mums like me. I look forward to hearing from you.Cheers Marlena

  31. It is too late. Suppose they find the evidence and the ballot paper printing has already started. What are they going to do?

    • Baby Ava, you are in my thoughts and prryeas every day for a speedy recovery. The Lord and all of the angels are watching over you day and night. I pray also for your Mommy, Daddy and the rest of your family .that they may find comfort in knowing that there is a lot of love, powerful prayer and support being sent your way.

  32. Condolences to the fallen PF cadres and MTSRIP. While we mourn them let us also celebrate their contribution to enhancing democracy.

Additionally let us also learn the lessons. If the number of travellersin the truck as reported is correct (60) one has to ask whether or not safety was compromised by poor planning on the part of the organisers. I hope Mr. Sata and the PF leadership will look into this to ensure it does not happen again.

  33. Mr Lubinda promised to provide information to the ACC if the commission would commit to investigate the matter. Well I think this is an opprtunity for him to do just that and ACC are mandated to investigate if there is enough evidence.

Who ever is ushered into office after the polls should ensure that government printers is re-capitalised so that ballot papers can be printed locally in future. As for this years elections we will happily proceed with what UPG will produce as NIKUV can not be trusted either.

  34. I get concerned to see that only few opposition political parties and individuals take keen interest in such as UPG and ECZ bribery. bravo to brave men like Lubinda and Meembe! see today’s post

  35. Lubinda and Namakando M’membe have refused to give ACC evidence in the matter concerning the alleged corruption with the ECZ hired printer.
I hope that What PF and the POST are doing are in good faith because Zambia does not need retrogressive behaviour.
If people have a concern which is genuine, it is important to raise it; but if they just want to cause confusion, i think that is not the direction Zambia would like to go.
We dont want a situation where anyone can work up and alarm people for personal reasons and agendum.
PF and it’s SATA and Wynter Kabinba alarmed the nation in 2008 with their usual stories of rigging whereby they impounded a total of 13 vehicles on 13 different occasions all of which were found to be false allegations. Now they refuse to give evidence.

  36. Lubinda and Mmembe did attend the meeting at ACC but refused to give their valued info on grounds of mistrust for the ACC esp that the ACC Director was reported to have acused Lubinda of dragging him into politics and that the same director refused in one of the Tabloids to confirm that he was investigating bribes at ECZ. So Lubuinda and Mmembe hav not actually submitted their evidence until ACC management changes hands with immediate effect. I do not understand all this, as gud as forge the issue coz I dont think management will change for that sake. No reaction frm ACC Director yet. GIVEN, JST GIV THE EVIDENCE AND LETS SEE WAT THEY DO WT IT… OTHERWISE SHUTUP & 4GET THE WHOLE ISSUE.PERIOD.

  37. FINE …I HOPE U LIVE ZAMBIA..THAT PRADO WHICH WAS IMPOUNDED AT THE AIRPORT WITH BALLOT PAPERS WAS THAT FALSE? SOME ONE WAS SENT TO PICK UP PRINTERS ENDED UP PICKIN BALLOT PAPER…THERE IS NO CORRELATION BETWEEN THE 2. U SEND A CHILD TO GET YOU SALT…HE BRINGS A HOE…IS THAT MADNESS OR ILL INTENTION TO CAUSE HARM?

  38. #52 FINE …I HOPE U LIVE IN ZAMBIA..THAT PRADO WHICH WAS IMPOUNDED AT THE AIRPORT WITH BALLOT PAPERS WAS THAT FALSE? SOME ONE WAS SENT TO PICK UP PRINTERS TO TAKE TO WESTERN PROVINCE BUT ENDED UP PICKING BALLOT PAPERS…THERE IS NO CORRELATION BETWEEN THE 2. U SEND A CHILD TO GET YOU SALT…HE BRINGS A HOE…ISNT THAT MADNESS OR ILL INTENTION TO CAUSE HARM?
APPARENTLY WESTERN HAS BEEN A SUSPICIOUS PROVINCE INTERMS OF RIGGING BY THE MMD…ITS GOOD ITS NO LONGER THERE STRONG HOLD

  39. Given and Fred, now that you have refused to give your evidence (which I doubt you do) to the only competent body on corruption matters in Zambia, and betraying the masses who hoped that you would expose those that thrive on corruption just shut up and concentrate on campaigns and other constructive issues.

  40. # 57 Donchi Kubeba – Reloaded,
So you believed the Airport lie by the PF cadres such as Wynter?
You are very easy to convince; that is why SATA seems to enjoy some support in towns. They can believe anything he says – pitty on this generation. I wish we could become more analytical and more resourceful as Zambians. We seem to enjoy rummer more than truth.

  41. Giving false information to an officer of the ACC can lead to prosecution I hope Wynter has advised Given well on this aspect besides he should expect to appear as a witness should the matter go to trial

  42. In fact the ACC should arrest Winter and Lubinda for knowing about a crime and not reporting it to the police…. thats what the law states
