There is nothing sinister about removing GRZ number plates – Dr Phiri

Government says there is nothing sinister and unusual about removing the GRZ number plates from the vehicles government procured for the Times of Zambia and Zambia Daily Mail.

And government has handed over 5 vehicles to the Zambia Daily-mail and 5 other vehicles to Times of Zambia.

ZANIS report Information and Broadcasting Services Permanent Secretary Sam Phiri saying this in a statement, today.

Dr Phiri explained that the ten vehicles bore the GRZ number plates because they were bought by government.

He said the GRZ number plates were removed after the registration and documentation of the named vehicles was completed.

He said the vehicles in question bore the GRZ number plates for accountability purposes since their purchase.

Meanwhile, Dr Sam handover the 5 fives vehicles to the Zambia Daily-mail and another 5 to Times of Zambia.

He said the donation is aimed at enhancing the day to day operations of the two state media in their quest to serve the people better.

Dr Sam noted that despite the advent of the internet traditional media such as the news paper remains important and a viable means of disseminating news and information.

He said the donation of the vehicles by government is a clear indication that government remains resolved to continue investing in the development and growth of the media industry for a well informed society.

Meanwhile Dr Sam has revealed that government intends to replace 63 analogue transmitters with digital transmitters by 2015 in line with the global digital migration.

He stressed that the development will enhance the provision of quality radio and television broadcasting services by the national broadcaster.

  3. The timing of removing plates on these vehicles is wrong one, this will trigger suspicions that RB is trying to manuplate and misuse  government resources for his campaign benefits

Why can’t these government backed news organizations do a better job of running a self sustaining entity that can afford to buy their own vehicles and at the same time remit dividends from profits to GRZ? .It all sounds like they are rundown companies just like zambia airways was coz they’re run through political patronage rather than as serious business entities.

    • SATAn did that before in 2001 when he flew in a ZAF helicopter with K2 billion taken from Parliament to distribute at the Kabwe convention where the Nawakwis, Miyandas, Christon Tembos et al were barred from attending.  The Patent Fascists will be at the forefront of what you fear –  they already have been distributing 10 plots each to themselves at Lusaka City Council while rubbish accumulates on the streets!

  16. We the people of Zambia deserve to know because the said vehicles were bought using our money. So we have every right to know about the sinisty of these vehicles. Why change the number plates from GRZ??? I smell a rat here?? The problem with Zambian leaders is that they think they are the BOSES of the people. A big contrast with the Batswana leaders.

  17. Why does everyone equate academic qualifications to being educated? You can acquire a
    PhD by regugitating information fed to you. Being educated means you have the capibility to process the information you are taking in to create new solutions to challenges facing the human race. Very few of the so called educated contribute anything. Look at Bill gates, Steve Job, Richard Branson, Larry King etc. These have no degrees by have contributed a 1000 folds to the human race than Dr. Phiri and all the wannabes African PhDs. I have 3 degrees and find them useless in what I do. I make more money than my fellow PhDs doing something I am pationate about.

  21. Dr Phiri should not take people for granted and neither should he assume that he is the only one who knows about govt procedures. People, read these simple facts:

    1. When GRZ buys a vehicle, it is actually FIRST assigned a regular ABZ, ABA or whatever number BEFORE it is given a GRZ number because this is the only way RTSA and ZRA can account for vehicles in the country

    2. Any vehicle with GRZ plates is generally less abused by users so it would be saving us tax Kwacha to keep those vehicles with the govt plates

    3. Zambia Daily Mail and Times of Zambia have in the past used vehicles with GRZ plates and these cars saw their economic life with these same plates

    Conclusion: Dr Phiri is lying thru his educated teeth and should say what is really going on here

  22. Were there not twenty vehicles? What has happened to the other ten?
    In any case, Mr. Sam Phiri’s explanation is not convincing. If the ten vehicles were originally meant to be given to those two organizations, why were they fitted with GRZ number plates in the first place?
    In my view, there is more than meets the eye, and this is one issue worth further investigation!

  27. We know that PF are not prepared for elections and would like to use every trick in the book to postpone the elections, as if they will then do better. I have a contrary view, I suggest that ECZ brings forward the elections, maybe Monday next week. We are tired of these empty tins who cannot even trust their own wives and daughters whenever they see a man around.

Firdt the vehicle is reg GRZ under controller of Govt transport (record kept); then application to Cabinet office for permission to change govt car to private number (record kept); then application for ABA – or whatever – (record kept by council and RSTA), then car given private number. Then donation. When auditor checks records for vehicle (engine, chassis, etc) they must all tally

    • A Chinjoka cha Pa Fwaka (PF) – Chamba, please check your facts, I helped design the RTSA database in the early 2000s when it was being computerised. RTSA does not control govt so if ur method is the one employed, there would not be accurate statistics for vehicles in the country.

  32. As for the the number of cars involved, I tend to agree with Dr. Phiri. The Post should have checked with the car suppliers or indeed the licensing authorities since they appear to have had a list of number plates involved!

  35. So #49, what are you saying? Should we just follow The Post who merely reported on suspicions and NOT facts? Their source claims there were 20 cars, they produce some evidence of GRZ numbers…Dr Phiri responds that there were 10 cars and shows where the 10 cars are. One would expect The Post [“digging deeper”] to produce evidence of the existence of 20 cars. A simple investigation would entail checking with the Toyota dealer in Zambia (assuming there is only one in Lusaka); checking with the licensing authorities (since the Post says these cars [and the picture of the vehicles have following nos] have been outside govt offices for 3 months – this would not be difficult) and producing the list of GRZ numbers which were changed to private nos. Until they do that, I am with Dr. Phiri

  41. There is nothing sinister and unsual about removing the GRZ number plate bought by government and replace it with a private number to suit Times of Zambia and Daily Mail. What does this mean?
    This means Dr Sam Phiri is actually not Dr Sam Phiri because he is Mr Samuel Phiri on his national registration card but since there is nothing sinister or unsual in his eyes he has instead registered himself as Dr Sam Phiri.

Show us some clarity because the picture was taken in Livingstone and the story done in Lusaka! One would think your telling us a story about the Daily Mail Livingstone office.   45. This Dr. Phiri is becoming a fool, where these vehicles bought with GRZ number plates?? Or they ahd to fix GRZ numbers so as to remove them?? Is this standard procedure or who does he think he is trying to fool after being exposed??? Indeed, if we changed government so many fools would go to jail, reason most of them ll fight to death to ensure RB riggs his way thorugh to protect their own asses.

    But what brand of democracy wil this be, 25 years in power for a Party like MMD, we iwll be sowing serious seeds of discontent which we will reap bountly if we allow these guys!!
