Luapula will not waste votes on Sata – Katele

FORMER MMD national secretary Katele Kalumba has said the people of Luapula will not waste their time voting for Patriotic Front (PF) leader Michael Sata and his party’s parliamentary and local government candidates because they have failed to address their concerns on development in the area.

Dr Kalumba said in an interview in Mansa yesterday that the PF leader and his parliamentarians had failed to champion development in the province but were instead engaged in name-calling and fighting one another.

“It is not a secret that Luapula voted for Mr Sata in the last presidential elections because they had misunderstanding with the MMD leadership but after President Rupiah Banda was voted into office, our people developed confidence in the MMD’s ability to deliver development,” he said. Dr Kalumba said Mr Banda had demonstrated that he was a caring person who was always ready to embrace all Zambians.

He also said the people of Luapula Province were disappointed with Mr Sata’s failure to thank them for voting for the PF in the previous elections. “Instead of thanking the people of Luapaula for voting for him, Mr Sata has been calling us Matuku, a vernacular word meaning ‘small breams’ or people who are not important,” he said.

Dr Kalumba said in the last two presidential elections, the people of Luapula voted for the PF twice but were in turn rewarded with spiteful leadership from the PF. He said he was confident that the MMD would get the majority votes in this year’s elections.

The construction of infrastructure such as schools and hospitals in almost all the districts and improved maize and rice production are some of the achievements of the MMD under President Banda which have impressed the people of Luapula. Dr Kalumba said the province, which had been mainly associated with fishing, recorded a maize bumper harvest this year.

And Dr Kalumba said MMD candidate Cosmas Mpampi would scoop the Chiengi Constituency seat because the area, which is one of the country’s leading rice producing centres, is being transformed under President Banda’s leadership. He said the people of Chiengi, where he was member of Parliament for several years, were united under the MMD.

Dr Kalumba said he was glad to support another party member to take over from him and demonstrate that he could also help transform the constituency.

    • 2006 Elections – Katele Kalumba won an MP while Late President Mwanawasa lost in Katele’s constituency. Katele know RB is loosing and busy campaigning for Sata in the background. He knows he comes from the Bwile tribe and have 46,000 registered voters but cannot influent the more than 408,000 registered voters in Luapula Province.

    • Am Not PF or any party but let us look at it logically, how do people expect PF to have done something in terms of development when they have never been in power? Maybe give them a chance and let’s see what failures or achievements they will talk about at the end of the day. otherwise just bashing them like that does not make sense. They may surprise us all!

    • i also don’t like sata but because of the mess that rb has done i am in the boat for the sake of change and maybe better zambia. i am a suppoter of mr miyanda. surely, he cannot win this election and i cannot risk voting him, lest i give chance to rb who has to go at all cost. if the wind change in the direction of hh i will go with it. rb is no good for this country. he has to go and i don’t mind who takes the mantle from him.

  14. Katele is a very smart guy ruined by the late FTJ’s web of corruption and now he can sing his own song, he is actually a man held at ransom. His freedom depends on him singing the MMD song, or else he would be behind bars. Trouble is what happens after 20th September when the MMD actually bows to the real masters, the Zambians??? Whether he will have secured his release by hen, chances are that some judicial review of some high profile cases of people who have never seen the inside of the cell may be activated; Reverend Nyirongo, Dr. Musonda who shot PF cadre, Regina the widow and several others!!!

THE state has dismissed as fanciful and clear lies explanations given by former ministry of finance permanent secretary Stella Chibanda, MMD national secretary Katele Kalumba and others as to how they found themselves receiving payments or other benefits in circumstances that suggested corruption. Nchito stated that the accused persons were required by law to purge the presumption of corruption arising out of the provisions Section 49 (2) of the Anti Corruption Commission (ACC) Act by providing reasonable explanations on why they received payments/benefits in circumstances that suggested corruption but their explanations were fanciful and clear lies. Nchito epitomised the fancifulness of the explanations as first accused Chibanda receiving a farm and seeming not to know why/how she got it.

  19. Nchito also submitted that the evidence showed that Chibanda pushed accounts staff to expedite the payments and chastised them for any delays.

    He stated that Chibanda and Mphande were deeply involved in the attempt to conceal the scam and prevent detection as they denied the accounts/audit staff access to the contracts relating to the payments to Systems Innovation and Wilbain Incorporation under the pretext that they were of a security nature.

    Nchito recounted that Chibanda even went as far as threatening Noria Ngwenya of Bank of Zambia (BoZ) when she queried the transaction.

Records are there for those that may argue to see. They have failed to write their own manifesto todate and are telling Zambians that they will do it after 5 years.     • You cannot work with people without loyalty because that is a baseline of teamwork. How many people has sata expelled on this score? Even in a work place environment, a boss without loyal juniors canot make it. If as a subordinate you have to criticise your boss, be as objective as possible without losing it.

    • But Sata has been rejected 3x by Zambians! You could have a point but firstly, this principle must be applicable at party manifescto level where no leader who loses/attempts for presidency twice should be allowed to stand again on the same party ticket. Otherwise it breeds frustration among members.I rest my case….

Ladies and Gentle am waiting for a strong PF supporter just in summery of what PF has done after wining seats for Lusaka Province,Copperbelt,Luapula,Northern.Because they promised to change things now that they controlled the local authorities.If am not mistaken it was 90days that was mentioned and by 3years thats a lot.Atleast tangible things which someone can touch.Pantu dont Kubeba iyi i think the big man has run out of promises and ba Zambia dont confuse Zambians because the same bishop said one opposition leader will die now how true are these prophesies

  36. I am currently on vacation in Zambia. I am a Zambian living and working in Scotland since 14th January 1987. My mother is Aushi by tribe and lives in Mabumba village – Mansa.Whilst my late father was a Ng’umbo by tribe and came from Chief Mwansakombe area in village called Chalwe. Therefore, out of interest since the start of my vacation i have travelled almost half of Luapula province mainly by road. The area is pathetic and in a very deplorable condition. Most infrastucture i left in 1986 has fallen apart. Poverty amongst the Luapula citizenry is the order of the day. I can’t believe what am seeing. THIS IS THE LUAPULA PROVINCE I KNEW.What has gone wrong?? Everywhere i go relatives are complaining of hardship almost in everything. I visited Dr. Buleti Nsemukila’s parents’ village.

    • #36 is dreaming of what he left in Scotland. Look here, I came to Luapula when there was nothing to write home about. That was just 5 years after this Diasporan left the province. Today Luapula has infrastructure for business and trade is thriving. If it is no good policies that has brought manufacturing of construction materials, what does he think has made Mansa the capital of Luapula have modern infrastructure. Liar, does he know that under RB there are roads like Chipete that had not been worked on for 30 year , say since 1975, and only the MMD under RB have started working on this road. Has he been able to see the modern hospitals and high schools being constructed. I think this Diasporan has a problem of contrasting periods because of the confused time line in lives in.

  38. Their house is half way fallen. Everyone in his village looks lost and helplessly.Where is Dr. Nsemukila?? He can’t even help his school going nices and nephews back home. I have run out of words for the poverty and an under-development i have seen in Luapula. Almost everyone is anti-MMD except some few prominent chiefs such as the Mwatas. We are lucky bcos our democracy is one man, one vote. It is only chiefs that will vote for RB and his minions. And fortunately chiefs alone do not make up the numbers.

  39. @Real People,the PF has managed to provide checks and balances as an opposition party. they did not take party in the failed NCC draft constitution which was not going to provide people’s aspirations.I hope you are ware that,issues to do with national development are a duty of the central government.things like roads,healthy,markets,schools,social services must be provided by the government and not the MPs.this is so bcoz the government handles the national treasury.

I have seen (the suffering of the people) it for myself. Our zambian leaders are not serious and i think they take Zambians for granted. I think there is no MMD in Luapula. I drove from Chembe to Milambo districts. From Mansa to Mbala Island. From Mansa to Kawambwa. Samfya to Kapalala/Kasanka/Milenge boma via Kabende. Today am resting at Mansa hotel on my way to Chief Kaluba’s area and thereafter i will wind up and get back to Lusaka for my flight back to Scotland.

    PF has brought about meaningful opposition, the MMD fellows are panicking hence the rapid developmental programs to ensure that they get votes because they know, PF will win the elections if they continue just to amass public funds. MMD has done nothing as compared to public funds intrusted to manage, By the way let me educate you PF has no access to public funds as a party, MMD has no capacity in iterms cash. If they loss the elections this year that will be the end of the MMD.

  52. @Real people, Can you tell me the name of a Councillor who has been arrested by any law enforcement agency over those allegations? is the report ready? if yes can you enlighten me on the content of that report and who has been found wanting.I repeat,the failed constitution was not people driven and PF did well not to take part.In which part of Zambia do you live where an MP gets money from government for the projects in the community? the only Money I know is the CDF which is not given to the MP but development committees.

  54. I have just come back to the hotel from an area called ku Sparks(formely Mansa batteries). I am in tears over what i have seen with my own eyes. People, there is really poverty in Zambia esp rural areas.And due to poverty, people are behaving strangely like wild beings. Everywhere, i go when people hear am mwishikulu ba late headman Kapota living abroad especially the old people in the late 60s who knew my father and my grandfather, are flocking to me to ask for help in terms of mony for food, school fees for their orphan grandchildren and so on and so forth.I think i shall come back next year for a long vacatn to come and set up an ophanage centre and some kind of a trust.I think i can manage. I am running my own surgical clinics in Sctlnd and has employd quite a few qualfd personnel.

  60. I do not think my Scotish dentist wife will have problems with my plans. She is a very good and understanding wife.We have been married since 1994 and together we have two boys and two girls. She has replied to the pictures of the ruins here i sent her and she is seems surprised and excited to be a part of my plans for my home town, Mansa and Zambia in general. She has even suggested to accompany me my next trip. I shall visit Western province also next trip. I love the wonderful people of Western province. My parents were neighbors to the Late Litunga, Iyeta in the 60s when my father and the late Litunga were working for the mines. I was a toddler by then. My parents used to tell me that the Iyeta family were really good to them. I think i shall also come up with some project there.

  61. @Real people.this is the problem we have as a country,we do not seem to understand the role of an MP.central government and the local council.this is how you see people making promises that i will build clinics and schools once you elect me as your MP.you should understand the functions of the Executive.judiciary and parliament. MPs do add value to their communities by presenting the aspirations of the people in their constituencies to the executive.that is lobbying,advocating and representation.the executive is the government in power which has been entrusted with state resources.CDF is controlled the development committee and the money is given upon the approval of the projects that the committee intends to undertake.MP is an overseer.

  69. Dr Kalumba comments incapisulates an opinion that fits well in a democratic dispensation with a balanced view. It is without doubts tha Luapula voted for Pf in the previous eleections based on the rationale stated in his view. However, other factors were at play implying a dramatic shift in the collective consesus of Luapula. For instance, the late president Chiluba and Sata were pals at one time(remember Sata escoting FTJ at airport for medic review to SA) Sata promised to drop charges of national plunder on FTJ once in power. PF went to bed with Luapula. What really has MMD done to Luapula when FTJ did nothing for it to shift dramatically? With due respect Dr Kalumba owes Zambians an indepth explanation.

What i was looking for is the word oversea for CDF.That is where i am relying to say what are the PF MP’s oversead projects for the period from 2008 to date.And talking about the consititution the proces of comming up with the constitution Mwanawasa involved poeple but did the PF consult the PF in dropping the constitution.The commision if am not mistaken recieved submisions from people and made that constitution through commitees.Now which commitees where set up by PF to say people didnt want the constitution.You have used the word Mps represent peoples views and i think the late president mwanawasa tried that when he was pushing for a new constitution.So how was the decision of voting against the constition arived at.Because the prople went round to collect submision

  73. From what i have seen and heard, FTJ will not be a factor in this year’s elections. The guy did nothing for his people in Luapula province. Absolute nothing!!   112. I own a surgery in Glasgow and Shetland. However, in partnership with a Dr. Tracy Lawrence i have just opened a new crematorium using resmomation (which is water-based) method. Bodies would be dissolved in an alkaline solution. This a latest technology. This method is environmentally-friendly than the ancient methods. After what i have seen in Luapula, i think i will only set up a surgery, dental and and eye specialist clinics in two years time. I have got the financial resources but may be the only obstucle would the municipal and regulatory logistics in this part of the world.

In the last 2008 elections 4 Presidential candidates got the following votes: Miyanda got 13,653 votes (0.96%); H.H. got 353,018 votes (19.7%); Sata got 683,150 votes (30.13%); RB got 718,359 votes (40.09%). This means that Sata lost to RB by a small margin of 35,209 votes. PF hatched the idea of PF/UPND pact to amass 49.83% and override MMD and later to dribble HH out the Govt. – a trick that UPND realised to abort the pact which has left Sata leaking his wounds. Besides, the mass revolt in Luapula against Sata for his illtreatment of Chiluba entails that PF will lose by a large margin. The reason why PF is sharpening pangas.
