Zambia: President Sata’s 60 days in office

I can almost relive that day, the day Chief Justice Enerst Sakala declared Patriotic Front leader Michael Chilufya Sata duly elected President of the Republic of Zambia at exactly 00:34 hours. This was after he polled a staggering 1, 150,045 votes representing 43% of total votes cast, against his closest rival Rupiah Banda with 7 constituencies remaining to be counted. Zambians from all walks of life woke up from their slumber and found themselves caught up in a record breaking euphoria.

They celebrated Michael’s victory, Dandy Crazy’s award winning song could be heard everywhere “don’t kubeba wilalilalila eeshi…”, Cars hooting, People clad in their PF Liguria and others almost half naked were spoted celebrating in the streets of Lusaka. It was a big party!! It was indeed a joyous moment for my beloved country.

It was the only day a stranger could jump on a bus from town to Parliament buildings for free as long as he chanted the Don’t Kubeba slogan. It was as though Zambia had just become independent from the pawl of colonialism. Comrades from the Old school described Michael Sata’s victory to be sweeter than the Day Zambia got her independence in 1964.

WHY ZAMBIANS CELEBRATED

a) Zambians celebrated the break in the monotony of the MMD, a party which ruled Zambia for two decades

b) Zambians celebrated because they had put in a power a “Man of Action”, a man who had promised them more jobs, lower taxes and more money their pockets ( so in principle they expected Sata to lower taxes, create jobs and reduce the cost of living)

c) They celebrated because they felt they had defeated a tyrannical regime which was embroiled in corruption ( In principle they expected to see a Zambia that is free from any stench of corruption)

d) They celebrated because they envisaged structural changes within 90 days!! Infrastructural development in the name of roads, buildings,rail-lines, etc

e) They celebrated because they were going to be given a new constitution within 90 days

f) They celebrated because they were going to see the re-introduction of Windfall Tax within 90 days

Now you should note that these are not promises I made up, these are promises Michael Sata gave us the people of Zambia and we voted him into office on this premise.[pullquote]By the way I am at pains trying to find a reason as to why the PF government is spending K3billion on each Commission of Enquiry when we have regular bodies such as the ACC,DEC, Auditor General’s office that are mandated to carry out such investigations[/pullquote]

60 days down the line we can do a simple analysis which you people who are educated call “Monitoring and Evaluation”. This is a mid-term review of Michael Sata’s performance using his promises extrapolated above as benchmarks or objectives.

OBJECTIVE No. 1

Fight against corruption (In principle Zambians expected to see a Zambia that is free from any stench of corruption)
Well Mr President, receive kudos from me for coining the phrase “Allergic to Corruption”, however this phrase alone is not enough to hoodwink critical Zambians into believing that you are truly fighting corruption. Fighting corruption means not tolerating any form of corruption.

  • Single sourcing of Apollo a company belonging to Alexander Chikwanda to renovate State house is not fighting corruption.
  • Appointing people who defended and were involved in corruption scandals is in itself creating breeding ground for corruption. While prosecuting former MMD comrades who were involved in corruption might send a stern warning to would-be perpetrators it should however not be a witch-hunt. Let it not be a means of settling political scores.
  • Appointing people who are directly or indirectly related to you Mr President, you who is allergic to corruption is a race against logic.

OBJECTIVE No.2

Lower Taxes, More Jobs and More Money in your pockets
(so in principle Zambians expected Michael Sata to lower taxes, create jobs and reduce the cost of living)
The recent announced 2012 budget is void of any form of framework intended to create Jobs especially among the youth who put Michael Sata into office.

The announced tax regime falls short of meeeting the expectations of the Zambians of lower taxes, more jobs and more money in “yowa” pockets. The people in formal employment are still heavily taxed leaving them with very little disposable income to invest in a quest to have more money in their pockets.

VAT remains constant and it should be noted that this is tax on consumption meaning that everybody in the country is subjected to this Tax and it has a significant effect on the cost of living.

The Tax base still remains very narrow, contrary to the PF’s promise of expanding the Tax base. We however give you credit for increasing the tax threshold to K2m. thumbs up.

OBJECTIVE No.3

90 days promise (People expected to see structural changes within 90 days including the finalization of a new constitution within 90 days)

We have seen a serious digression on this one. The PF is now even accusing us of misquoting them saying they did not say they will give us development within 90 days but rather that they will only kick start the process. They have U-Turned on their promise on delivering a new constitution and re-introducing the windfall tax in the mining sector within 90 days.

By the way I am at pains trying to find a reason as to why the PF government is spending K3billion on each Commission of Enquiry when we have regular bodies such as the ACC,DEC, Auditor General’s office that are mandated to carry out such investigations.. Seriously, it’s very mind-boggling for me.

The honeymoon is over, the euphoria has despaired into oblivion and all we are left with is the reality of unfulfilled promises by the PF government. The people who voted and celebrated the PF’s government are left wondering and asking questions yet nobody is there to give them answers.. Maybe Sata has done a “Ka don’t kubeba” on them,the same principle he told them to use against the MMD.

I am aware that there are a lot of cadres who refuse to see the mistakes in Sata and the PF at large and you will know them by their comments over this article. We should not fear to offer checks and balances to our government. Let us look at the bigger picture which is Zambia and as such all manner of maneuvers aimed at disadvantaging the Zambians should be condemned in the strongest terms possible!!

It is clear that Michael Sata has defaulted on his promissory note to the Zambians and we will not allow him to make the gullibility of the majority of Zambians a lynchpin for his political and personal aggrandizement!! We shall continue to talk!!

    You speak of people clad in their  PF Liguria. The appropriate word is Regalia. Liguria is a town in Italy.

    I really fail to understand why, but I guess is due to frustration. I am not in support of RB either but someone else even Prof. Clive Chirwa or HH would have been a better candidate. Both brains and application for tangible and reasonable results but instead you chose 90 days – more money in your pocket, a new Constitution etc which were obvious non-achievable promises given the time span.
    Lets not forget that this a controversial, inconsistent individual but we still vote for him.
    Lets add in the fact that he embraces Mugabe’s ideologies, people like Bakili Muluzu ( faced with multiple corruption charges).

The PF government has spent 60 days in office or 3% of their term of Office…So for me it is early days to pass judgement either way…I hate being on the fence so I will say ”’so far so good”’ …Or let me say what ever mess PF have done in 60 days, they have plenty of time to correct…they equally have time to build on the good things…

  6. Why people? This was the man the talked about strict labor policies on the chinese that have abused our people. The other he was having lunch with them and forgot about his remarks. Why do we get fooled by cheap promises. I could go on but been a criticizer won’t solve the problem rather doing something about it. It really pains me to see my people been cheated to the point I want to run and correct things. Even now, I could suggest some solutions to mr.president:
    1. Focus on implementing strong control mechanisms to ensure public money is safeguarded rather than always going after those that steal.Logic – the wouldn’t steal if they couldn’t easily get the opportunity or there was a very secured methodology. Recovering money cost money(lawyers etc)

    • The issue is not about being Tonga, analysis matter my dear. We all have short comings and if you are going to base your arguments of tribe you can create division in a country seen as a heaven of peace in the world in general and Africa in particular. My brother we were all created in the image of God and if you see yourself to be superior than Tongas its fine, but one day you might need them. The reason why Africa won’t develop is simple. Sata received little votes from Southern Province and instead of convincing the people to vote for him you are busy saying they never voted for him. Obama received a bad sentiment from Clinton during the campaign trail but he went ahead to appoint her as SC. Lets be realistic my brother, Zambia is for all Zambians.

And this why you see the president become Donald Trump or Sata Trump. His job is not fire and hire as he has people to do that for him but rather provide lasting and concrete solutions.

But it could be unwise for any sound-minded person to start counting the 90 days from this day because there are issues like, The Budget which the PF inherinted on that day and yet this budget was made by the MMD. The best time of judging the PF 90 day campaign tool is start when there budget starts functioning and not now. unless you are ‘otherwise’.

  23. The sad truth about the MMD is that the party is bound to crumble. Once a leader is chosen, factions will develop in the party that a breakaway is inevitable.
    President Sata however, must not go unopposed. I really hope we can get a president born after 1964 for once, we need to have a connection with politics, not where every president acts like he’s fathering us, we need a companion who sees eye to eye with us!

    Now with 2m not taxed it works out 2m+3m-1.05m=k3.95m k350,000 mo money in yr pocket and not k1m

  42. The reduction in the borrowing cost is very good. A positive. However,Zambians must learn that they now have to take banks to task for not reflecting their new tax savings by a further decrease in lending rates, maybe by 1.5%. The cost of doing business here is still high. The problem is that, we Zambians can protest against government but cannot protest against capitalists!

I would imagine any sensible person that would have won the elections is expected to start doing something well within 90 days.   54. #70 – with all the cheap points in the article, you should realise that Sata did not say PF will bring all development within 90 days but categorically stated that he would initiate and bring dignity to the Zambian People in 90 days and I think he is doing just that. Whilst I might not agree with some of his appointments, I am confident that Zambia has taken a good direction. Someone has to be dull to have based his vote purely on 90 days. In 60 days, Michael has been in state house working, never board presidential jet, no holiday in Mfuwe, successfully exposed many scams under investigations, budget reflecting PF campaign message. Excellent! Despite a few errors, like appointments, I rate HE MCS and PF 80%.   59. PF cadres are excited not because of what PF can do, but just to have PF in power.
    Whether they are cheated or not, PF cadres dont care. The only thing they will do is reduce on the celebrations of PF victory but keep an inner happiness.
    PF has not helped the youths at all – the president has made most of his appointments from the old folk, even those who seem not interested at all like Chikwanda have been put in the bandwqagon.
    In the Budget of PF there has been no “structural” change but all the structure is MMD budget structure. All that has changed are variables, showing that nothing new, except worse can be expected from PF.
    How can you fill the nation with commisions made up of cadres when we have professional investigative wings who can do a better job?

  61. @KCI, you are wrong in your calc. e.g If you earns K5m, the net pay will be K4,140,000.
    Break down: First 2m is tax free. 2m -2.8m @25% tax you earn K 0.6m ,2.8m-5m@ 30% you earn about K1.54m. You wont be taxed @35% becoz you earn below K5.7m. Therefore, 2m+0.6m+1.54m=K4.140m. Pliz check the tax bands.

  62. The PF cadres have vowed to trust SATA at all costs.
    They are like a frog – which dies in water when that water is heated slowly without realising heat is increasing.
    Despite SATA’s many mistakes within just sixty days, they are still hopeful the actions of SATA will bring them benefit.
    Dispite SATA lying on the 90 days delivery of the constitution and many other things, including lower taxes they still stay in the warming water; the temperatures are already above 40 degrees celsius yet they feel room temperature, oh my!!!
    Each time they wake up they believe SATA will pour some money in their pockets.
    They have not realised that using his “donchi kubeba” policy he did not disclose to them that he meant his close friends being appointing on commisions, being the ones to have money.

  64. Why are we having this divisive and dangerous ‘Tea Party’ articles lately? And it also seems that tribalism seems to dwell on either Bembas or Tongas while we have 73 tribes. Branding Sata tribalist is just utter absurd. The guy is Bisa and I would want to know how many Bisas he has appointed. He is perhaps against his tribe. For those ignorant people out there the man is not Bemba. He is the first president in post colonial Africa with a Caucasian as his vice. People should just have a look at the spreadsheet of presidential appointees and will be surprised how balanced it is. As for southern province, you overwhelmingly voted for a losing candidate and retrogressively, you will be at a loss with appointments. Just how can you work with someone totally disagreeing with you?

  65. Let me make an official statement of what I think causes tribalism. Tribalism is mainly a fruit of inferiority. The problem is that the Tongas got excited when UPND came along that they all voted for UPND without reason. They warmed up to HH as well when he was clearly instated on tribal grounds. Guys, even if Given Lubinda stood on the Copperbelt, he would be voted in, even if he stood in Northern province he would be voted in. Tell me any MP you have in Eastern province, UPND? Maybe Copperbelt? Lusaka, well I need to confirm lol!!!

    What we have to understand is that:
    1.We all expected PF to lay a good foundation within 90 days
    2.Why we applaud positive aspects,we need to watch out for all negative aspects and talk about them
    What we can not argue about is that the MAN was given a 5 year mandate to govern this country so let him govern.
    I personally expected a rejuvenated SATA who should have leant a lot of lessons from the past and use those lessons to better look after the affairs of this country in a prudent manner.
    The world has changed and SATA needs to make up for his inadequacies by consulting people of high integrity and experience. We should also note that he also has his strong capabilities as a human being.
    I can only hope the best for this country as we soldier on.

  68. Batman@91 Indeed we do need a new breed of leaders how old were KK,Sikota Wina, Mwanga, Kavindele, Chongwe,RB, Chikwanda, H Nkumbula,HE MCS and the lot when they first became leaders ???? These people need to give a chance to the young generation… How old is Cameron ? Obama ? its time we broke of from this trend of older leaders and have a fresh approach. HE MCS should be the last leader from the old school, It is a known fact PF is going to be in power for another 3 terms at the most. PF need to groom some young leaders to take over for 2016 elections MCS is a man of action he has achieved what he was brought on this earth for to sort out Zambia. which he will have done within the next 3 years

  70. Unless you are Christopher Columbus, you dont reach the east by going west! Whist Sata has just done 3% of his tenure, the first few steps he has so far made are retrogressive . He is taking us backwards. For him to show that he will take us somewhere, he needs to show us the first few steps in the right direction, and on this, unless you are diehard PF cadre, you need a microscope to see those steps.

  74. Chiluba transformed MMD into Kapwepwe’s UPP; Mwanawasa tried to restore the MMD though he borrowed ideas from UPND. RB transformed MMD into UNIP while Sata has taken Chiluba’s path of restoring UPP. Guy Scott, Bob Sichinga and Given Lubinda are MMD originals and will not last for five years in Sata’s cabinet. Its only the likes of GBM, Willie Nsanda, Xaviour Chungu, and all of Chiluba’s associates that can sail on the UPP’s boat.

Mr Sata PF govt is not reassuring Zambians and flip flop statements and recycling people with brocken promises is what is worrying Zambians. Yes, PF members and Bunga Bunga do not see anything wrong in Mr Sata’s approach to tackling national issues(a mother never sees a son’s lunacy). However, to prompt Mr Sata to his pledge and campaign promises is just and fair. Appolo Chikwanda’s co. renovating state house is not a good sign of Sata being allegic to corruption. Our duty is to remind him of such things. Fair Bunga Bunga?

  76. On income tax how low can people expect? The situation on the ground is diferent, you just wonder the collection of information for assessment. You the same people in RB entered nolle on Chiluba. If he was appointed the same MMD this time could insulting. We know no one is perfect thats why MMD spent 20 years in returdation of the well being of Zambians. Give chance because you evalution tools are too sharp that they can sence your failures as others failures.
