IMF concerns about failure to sign MoU on Zambia’s debt restructuring

The International Monetary Fund says it would like the signing of a Memorandum of Understanding over Zambia’s debt restructuring to be done faster.

IMF Director of Communications Julie Kozack said during a press briefing that there is need for speed on the matter.

“So, as you know, the IMF Executive Board approved a program, an ECF, with Zambia in August of 2022. It was for $1.3 billion. Most recently, Zambia reached an agreement with its official creditor committee on a debt treatment on June 22nd, providing sufficient financing assurances for our Executive Board to consider at the first review; and that review was completed in July of, just 2023, just a couple of months ago,” she said.

Ms. Kozack said the completion of the review reflected Zambia’s strong performance in implementing its Fund-supported program, including meeting all quantitative performance criteria, reducing inefficient public spending and creating space for increased social spending and investment in human capital.

“We are calling for advancing the debt restructuring properly, and we hope that a Memorandum of Understanding is completed soon so that the implementation of the debt treatment can proceed quickly,” she added.

    • Now that an agreement has been reached, the terms will be further described and formalized in a Memorandum of Understanding between Zambia and its official creditors, which will then be implemented through bilateral agreements with each member of the Official Creditor Committee.

    • But the China trip never discussed the debt realignment. Only the other day, the Chinese diplomat mentioned the USD3 billion investment to Zambia. IMF also lied to us that the IMF loan was for our debt negotiations. Of lies, by lies, for lies. Liars.

  4. Just like the National Budget…it clearly says “Government proposes 179 billion kwacha Budget” and you see Praise singers Lumbani Madoda Spaka and TIKKI jumping up and down….ITS JUST A PROPOSAL and most of the times the Government fail to meet the Budget Proposals

  5. So nothing was signed yet some monkeys have been singing songs like they won the game. With fuel now at K31/liter, we will see what the praise singers will be singing about. I now understand why they get so worried when Lungu is jogging. By march 2024, mealie meal will be at k600 since from what they said during budget presentation, they have no solution on mealie meal and fuel prices. I can not even talk about medicines in hospitals right now. A failed tribal government. They have managed to increase CDF and have transferred the duties of RDA to their cadres. You think the likes of Imenda can build a road?

Whenever Stumbeko Musokotwane reached a critical point during the budget presentation, a point that concerns the Zambian people, he will swallow his words. He will speak very clearly and repeat himself when he reaches a point to praise his little god and the tribal gang. Zambian people are now cattle on the farm. They will eat when the herder wants to feed them and what he feeds them

  8. You see the President Globetrotting around the world wasting tax payers money….at the same time we go and beg bazungu for Kaloba…..we have enough natural resources to develop Zambia but we prefer to give it away in exchange for breadcrumbs…
    Spaka and TIKKI are economical refugees and they will never move back to Zambia
