President Sata officially makes the Barotseland Agreement of 1964 public

President Michael Chilufya Sata has decided to publicize the Barotseland Agreement of 1964 to enable citizens understand and appreciate the contents therein. This is according to statement made available to the media by the President’s special assistant for press and public relations George Chellah.

“During the meeting with our colleagues, the representatives of the Linyungandambo, Barotse Freedom Movement and the Movement for the Restoration of Barotseland, we promised to avail this document to the public,” President Sata says.

“Therefore, as a government we have decided to publish the Barotseland Agreement in order for the Zambian people to read and comprehend the contents of this document. The publication of this document will also enable the general populace to have wider comments over the same.”

During a meeting with Barotse activists at State House last month, President Sata sought greater dialogue on the issue of the Barotseland Agreement of 1964.

The President said there have been misunderstandings on the issue and promised to publish the document to dispel these misinterpretations.

The Head of State said only dialogue will save the country and its people. The President further said Government did not want to spill blood over the Barotseland Agreement, adding that he was not interested in engaging in a confrontation like the previous government did.

The President met 12 representatives of the Linyungandambo, Barotse Freedom Movement and the Movement for the Restoration of Barotseland.

The meeting was attended by Defence Minister Geoffrey Mwamba, Home Affairs Minister Kennedy Sakeni, Local Government, Housing, Early Education and Environmental Protection Minister Nkandu Luo and Chiefs and Traditional Affairs Minister Inonge Wina.

 

Western Province permanent secretary Augustine Seyuba was also in attendance.

  1. The public would have been more interested if he ‘restored’ it as he promised NOT making it public when it has been already. Is he missing the point deliberately again?

  2. This is a good move to shame disgrunted politicians who likes feasting on the ignorance of the masses. we all need development in our provinces, unfortunately RB and his team interested in pocketing their pockets and realised what they were mandated for on the last minute.

  3. publishing documents don’t yield a thing. it is same as MMD’s constitution making, printing tons of papers for nothing.
    Why can’t the Lozis draft a new demand/ agreement with can suit to modern situations, than those br-arry colonial nonsense?
    If Lozis are tired of thinking, they can call us to help them . Sata just rename western province to Barotseland province, Sata is good in geography he has already formed Muchinga province and 3 new districts and there are no complaints.

    • If the Lozis think that they will go with copper belt then they are wasting time and energy. Us Lambas will fight for our land as well. The claim to lamba land is illegal.

Zambia is Zambia the people wanting more will end up with nothing because our govt owns every part of zambia, if some digruntled failures want to claim whats not theirs, let them go back into history and claim the land they came from and even sue Shaka Zulu for displacing them forcing them to come to zambia.   5. Yes!! The only favor we can do u guys in western province is simply to rename that province- Barotseland province and not to separate it from the other ten provinces. Coz even thoz that are well established in other provinces are not for the idea of separation………

Zambians never asked for the publication of the Baloseland Agreement of 1964 and its publication does not provide a solution to those agitating for its restoration. Parties to BA64 raised the issue based on promises of its restoration made by Mr Sata in his political rhetoric once voted in power. That has not happened within 90 days as he promised among other things. All previous govts never made such promises and studied the document well in advance hence their non commital. Mr Sata postured over it to gain political milage and got it. His failure to provide solution to BA64 will haunt the entire of his reign over Zambia and party to BA64 will for ever take him as liar.

  8. Good move Mr President. After reading the document, everyone will realise that actaully the BA64 can not be restored without creating a state within a state. The document gives too much power to the Litunga, his council and Kuta over land and resources so much that there is no need for central Government.
    There is also need to bring different parties (panel) on the TV to discuss the document including radio stations.

  9. barotseland map goes beyomd borders. like i stated earlier, in northern namibia, silosi is their language. this silozi thing is in zimbabwe, botswana, namibia, zambia and angola. how did they come up with that map in the first place? why cant you first start with angola then namibia and make zambia last since there is that document you are claiming. start with where there are no documents first.

  10. Just restore the agreement, after all, many countries live with such galvanizing arrangements. In future, when our generation takes on leadership, am sure it will become irrelevant!

    That isn’t an action – the question is what is he going to do about it? What’s his intention of making ot ‘public’?

    • Most of the ignorant zambians dont even knwo what is in the agreement. Good move for every jim and jack who is interested to know so that if its a referendum people are well informed. Which ever president ever made this document public? 95% of zambians dont even know whats contained therein. Give credit where it is due. Viva MCS!!!!

  13. Good move though this document is already in the public domain. Many people once they read it will realise there is nothing seditious, secessionist or treasonable about this document. If anything, it sets decentralisation on a very high level, a viable and immediate option to this failed American and Westminster hybrid of centralized none accountable system that has only bred corruption, underdevelopment and tribalism. Our strength lies in our diversity and decentralisation, not centralisation, is the way to harnbess it.

  15. No Separation. No self-respecting Lozi wants to separate from Zambia. What for?? Like in every issue that affects our country, it is only the illiterate and ill-informed among the Lozis who want to separate. Look even those organisations from western province who have been misrepresented in the past as wanting to separate have said it very very very clearly that they don’t want to separate. Even the Litunga has said over and over again that Western province is part of Zambia and will remain so. So why are we still talking about separation. What Sata should do is to just call for an indaba with the Lozis and formalise the dissolution of the Barotse Agreement as a way to respectfully end it and close the issue once and for all!!!

  16. Long overdue. kindly also include it in the apprpriate curriculm. While the world is at it, also help the British and Israel to make the Balfour declaration a part of the History sylabus.

    We seem to not get it. Untill the BA issue is somehow resolved, we have two sates making up zambia. That’s why the constitution says Zambia is a unitary state …. But again perhaps …

  17. But this wont change the fact that you promised to honor the BA. What you need to do is to apologise for using the Lozis like a hule to get into plot 1.

    This Agreement is made this eighteenth day of May, 1964 between KENNETH DAVID KAUNDA, Prime Minister of Northern Rhodesia of the one part and SIR MWANAWINA LEWANIKA THE THIRD ,K.B.E., Litunga of Barotseland, acting on behalf of himself, his heirs and successors, his council, and the chiefs and people of Barotseland of the other party is signed by the Right Honourable Duncan Sandys, M.P Her Majesty’s principal secretary of state for common wealth relations and for the colonies, to signify the approval of her majesty’s government in the united kingdom of the arrangements entered into between the parties to this agreement and recorded therein.

  19. #21 Gokigo Milazhe, You’re pasting from the UK but I doubt that is where you are. I smell Muchinga all over you. If you were in the UK, you would know what is happening with Scotland and realise the Barotseland thing is real, burrying it as you suggest could easily spark war in Zambia and as Foday Sankoh exposed Zambia, we have no army to combat any significant insurgency. Though if war breaks out, I hope it will be your smelly backside where it never shines that will be shot at first!

  21. I remember readind that sh it some months back when it was published in full by the previous government. This President is buying time and playing on the lozis minds. The only time I saw KK agree with Chiluba some years back, was on the Barosti agreement when he sided with the then government and called it a non starter. Please lozis, look at other developmental issues and forget about that agreement.

  27. In the interest of unity, Government should not create a special agreement with any single province, Western Province included. What is needed is a restructuring of the entire government system giving provincial and local governments more decision making powers and more access to taxes. No special preference should be given to Barotseland. All provinces should be treated equally. The Lozis are right in demanding for development, but a proportion of them are wrong in demanding for special treatment. One Zambia One Nation Forever.

  30. So, for some curiously strange reason the Governments of The Post News print and Zambia decided to leave out Clause 9 of The Barotseland Agreement 1964 in all their daily tabloids. It is exactly this show of insincerity that will not lead us to progress on The Barotseland Question. Now that people with a long enough attention span and who are honest enough have finally read it, they will hopefully realize the uniqueness of Barotseland in Zambia and that we were and have never been a mere province. They will probably also realize what most of us have been belaboring to say that this legally binding International Document is meant to be a unifier and not a divisive tool. Why calls for Barotseland Independence then you ask? What the Zambian government started to do since 1969 IS THE REASON!

LOZIS,after restoration of the BA64 then what?that agreement was signed among others on behalf of the pipo of “barotseland”,and looking at the map,the pipo of barotseland include tongas,ilas lenjes lambas,kaondes,luvales chokwes etc.If your arguement is “barotseland” you should not seem to talk on behalf of other tribes because we are not interested.Talk about the underdevelopment in western province MAYBE you may recieve some sympathy.

  33. The most prominent and unfortunate character of Zambians is that they are feeling and emotionally dependant. No thought whatsoever, they cant go with anything in the fact of it. If ever they thought they would use eyes and ears alone, no brain whatsover. They have borrowed characters. Thats why Barotse cannot continue among them.
