President Sata appoints newly elected Msanzala MP as Deputy Minister of Defence

President Michael Sata has appointed newly elected Msanzala PF Member of Parliament Colonel Joseph Lungu as Deputy Minister of Defence in-charge of Rural Development and Zambia National Service. This is contained in a congratulatory messages released to the media by State House today.

The President sent heartfelt congratulations to all Patriotic Front (PF) functionaries who worked tirelessly to defeat the opposition MMD-UPND alliance in the just-ended Msanzala parliamentary by-election.

The President said the Msanzala victory signifies the ruling party’s grand entry into Eastern Province and further affirms the people’s resolve to endorse and support PF’s efforts to deliver the change they voted for on 20th September 2011.

“Indeed, this is a momentous achievement for our party as it has demonstrated to all doubting minds that in fact, our historic victory last September was understated due to the widespread electoral mal-practices by the previous regime,” President Sata said.

“With sincerity of heart, I take this opportunity to express my utmost appreciation to our secretariat and the rank and file of our party for this well-deserved victory. You are further encouraged to work harder to mobilise and explain our party programmes across the entire length and breadth of the country.”

And President Sata has also commended the PF for decisively winning a ward seat in Zambezi West constituency in North-Western Province and another two wards in Petauke district.

The President assured that PF will never take the goodwill and support it is enjoying from the Zambian people for granted.

“As a broad-based party with a proven national appeal we will therefore continue to work even harder to gain new ground. We are determined to break all tribal and ethnic barriers just ensure that our people receive the desired development in their respective regions, “the President said.

The Head of State said the Msanzala and Zambezi victories send a clear message to the opposition alliance that time for misplaced bitterness and unjustified criticism is long gone because Zambians were more interested in messages of hope and assurance such as those enabling the ruling party to win elections.

“We are more confident in the collective wisdom, understanding and judgment of the Zambian people now than ever before because they are able to distinguish genuine criticism from sour grapes and mere media stunts by those who do not mean well for this country,” President Sata said.

“As custodians of the Zambian people’s interests we will continue to listen, uphold the rule of law and deliver to the best of our abilities to move this country forward. Grave bitterness and negativity will be left to those with sectional interests to protect.”

  2. Can the spokesman to HE explain this further. 1.Are we saying we are going to have two deputy ministers. 2. Is rural development a new department or ministry?

  3. Congrats PF for that win.. it good for the party to have national-wide support. But I was just wondering if we now have two deputies for Ministry of Defense, or has Panji been displaced? If so do we really need two deputies at Defense or have ministirial positions now become rewards for winning on the ruling party ticket? Just wondering!!!!!

  4. Mr. President, pliz settle down. You are in-charge yes, but doing things in haste is just something that would cost us in future. No wonder you fired Dr. Malama just after 4 months in office without consulting widely. Pliz sit down with your advisers and see through things before you make a decision. Otherwise, congratulations to the new MP and our party for scooping the Msanzala seat.

    • Only in Zambia my friend. we may be a democracy on paper, but our minds and souls are One-party state. No divergent view is tolerated as it is deemed bad for the country.

  6. #6 @ I smell a rat, I just had the same question. Maybe they will say depute minister is not a cabinet minister, thus increasing the number of deputies does not defy their promise of small cabinet. fanny indeed, but anyways you can expect anything from Zambian Politics!!!!

  9. Chipolopolo’s win was a great opportunity for Sata and Zambia to start afresh in a genuine and honest way. Hope we are not being taken back to pre-AFCON way of doing things – Kaponya mindset.

  10. On the other hand did we have to incur a costly bye-election just to appoint the Colonel as Deputy Minister of maize and cassava growing? I mean surely the guy could have been appointed even as an Independent MP. Where are our priorities when the “more money in your pockets” has not even started trickling into our pockets?

  12. The problem is that the statements are authored by Amos Chanda; they somehow sound intellectual. Believing them as MCS’s actual mindset would be suicidal. They DO NOT reflect the position of the president but of the script writer.

For your information the questions have started as to whether the more money in your pockets was merely a fraud to hoodwink the people into voting for them.   18. ah makes sense now,colonel Lungu was promised a job as deputy minister(the 2nd deputy minister of defence) if he defected to the rurling party.I’m surprised Sata still thinks MMD rigged the last elections!Such language is unbecoming.We want unity and talk of development not continued bickering and witch hunting.Guess football celebrations are over and those nice poses with RB at Statehouse were just that.

  19. I honestly believe Mmembe feels him controls our president and planting all his hatred for other people. I also honestly dont like the way he addresses the President with his first name in most of his editorials (Which is also dis-respectiful in our culture). Even the FoX News, which obviously hate President Obama to death, They never refer to him as Barak, but as president Obama in their report. They respect his office. So Mmembe should start directing the President in a formal way even if they are close-friends.

This exactly what you have done on the aligning of districts, you consulted nobody and just fueled unncessary tension in the country. I will only believe the quote the day you will retract this one man decision you have made and do as Chief Nalubamba, NGOs, the Post and the public at large,that is, explain to all stakeholders and get consesus. Boss mwaladabwa at tuli mu 2016 and elections are staring you in the face, then you panic like MMD with unplanned developments. Anyway you have already started, unbudgeted expenditures by creation of new and alignment of districts and new kwacha with your head.

His calling the president by first name in every editorial is akin to patting the president on his head when they are together, if you know what that means in our culture. But of course he wants to show us openly how ‘close’ he is to the president, after all mmembe singularly put him in that office didn’t he?

Often mmembe crafts an editorial simply to remind everybody that he is on first name terms with the president and that he alone built the president into a popular ‘statesman’, the same person that he had villified in ALL his earlier editorials, e.g. 2006 and before, and called a violent and corrupt leader in not so complimentary language! You have to be a big fool to be misled by mmembe’s editorials.

  27. Ooo let me help those questioning the establishment of this important part of the Ministry of defence. Remeber Sata always work on his campain promises.DONT ever forget this. Sata promised us to reoganise ZNS so that it becomes productive and help rular development especially in the construction of roads. The army will also participate in the development of infrastructure in rural areas, remember the famous Soweto Market was constructed by our Zambia Amy, so we expect more of that kind of involvement than just them eating and drinking gvt money. As u can see this requires a minister. The security of our nation would be put at stake if one deputy minister is left to oversee all this work. PF want to do something different and result oriented, not doing the same things all time. well done HE

    Are you telling us you need another deputy minister for that, ZNS has Generals and Civil Engineers, who are just sitting on their hands, let them handle rural development…what’s Panji doing??? 

  29. Sounds extremely mobocratic, Ministry of Defense running Rural Development? what is different Community Development. Probably The King should have just kept is as Ministry of National Service & Disaster Relief. For sure the ZNS needs leadership and direct projects, KK used them effectively, these days ZNS just sit under Mulberry trees.

  30. Well, by the end of this year Zambia will have the biggest cabinet ever, watch this space. I just cannot understand the logic behind having two deputy portfolios for defence esopecially when the deputy minister of defence is a former army office well vested with the operations of the ministry. This Zondwe nightmare is gutless and sickening, everyday.

  32. There was similar promise in Magoye. They chose UPND. Eastern is fast learning how to read the mood of the Nation. The earlier Southern does the same the better for them.

  33. Guys sure sure do we have advisors for this guy who occupies plot one . I think PF are as useless as MMD. Did we need a useless by election for an independent candidate who Sata could have appointed minister in any way . Panji can do this stupidy rural development something in any case it’s not soldiers who will develop our rural areas it’s a policy government must come up with under ministry of finance. Same stupid FTJ sweat political engineering and Sata is bringing it back

  36. Chiluba Tactics are working again through one M. C. Sata. Hopefully once he is through with his plans we shall still have an economy to talk about. He was so against a big cabinet, bearly five months in power he is U turning and growing his Cabinet at a steady rate. Wish him good times ahead.
