THE United Party for National Development (UPND) says it will not be pressurised into holding a national convention because the current leadership is still legally in office.

UPND spokesperson Charles Kakoma said in Lusaka yesterday that the party has no immediate plans to hold a convention because the current leadership is legitimate.

According to Article 53 of the UPND constitution, a general assembly is supposed to meet every five years. Article 75 says the president of the party shall be elected by the General Assembly every five years.

The UPND last held a convention which elected leaders, including party president Hakainde Hichilema, in 2006.

And Article 79 says: “A party president shall be eligible for election for an indefinite period subject to the constitution provided that a party president who is elected republican president shall only serve two terms which shall run concurrently with the term of office as republican president.”

“There is nothing illegal about the current leadership and that they will continue in office until the next leaders are chosen,” Mr Kakoma said.

Mr Kakoma said the party will hold its convention at the right time and that at the moment, the convention is not a priority.
He said the UPND will focus on re-organising itself to be stronger.

“We are not under pressure to hold a convention but we will hold one when we are ready. Right now we are focusing on re-organising the party,” he said.

Mr Kakoma said the UPND is a democratic party and that at an appropriate time, the public will be informed when the convention will be held.

He said it may not be soon but a convention will take place as per party constitution.

He said what is important now is to re-organise the party and not to be pressurised about when to hold a convention.

  1. A Tonga party run by dictators which will not form govt as long as it is run by a minority group of people from Southern Province…My advise is please go to the convention and include all the tribes in your NEC… Mazoka did just that and almost became president of Zambia.

  2. Mr. Kakoma you are not serious. You can’t have a leader like HH. Find a right Tonga man or Tonga lady as a leader. We need leaders like the late Mazoka who commanded respect across the country. I think Mr. Kakoma and HH better resign to pave a way for the right leader.

  3. According to UPND 2012 – 2006 = less than 5 years (Article 53 of the UPND constitution)
and Article 79 opposses Article 53. If they cannot have a good constitution how can they lead Zambia. By 2016 will HH be eligible under both Articles of the Party? If not then why can’t you start preparing for your next leader? Get a new leader in Mr. Kakoma

  4. According to article 53 of the UPND Act the general assembly which is supposed to elect the president sits every 5 years and the last time it was convened was in 2006. This means the mandate for HH and his Bantustan Executive expired last year 2011.

  5. kakoma carefuf otherwise PF will destabilize and make sure you purge out moles. Everyone is scared of HH that is why they are trying to push him out of UPND so that selling the next guy will be difficult. Maintain HH and increase advisers and spread nationwide. MMembe has an agenda to remove HH and so far the only person who can stand up to Mmembe is HH that is why mmembe is bitter and scared that should one day god willing HH become president Mmembe will have no influence on the president. Mmembe is selfish and wants to be controlling Republican presidents as he is doing with Sata. But alas he has failed to penetrate mwana wamutonga HH and this hates Mmembe big time.

    • Even though its only february I can already declare this statement the joke of the year 2012. Nothing funnier than this can be said to displace this from first position by december 31st 2012.

  6. I suspect there is internal discontent… Good luck guys! It is typical of Africa to abrogate laid down laws (just take a look at Cote d’Ivoire, and now Senegal – then before this Zimbabwe). It is not surprising therefore for this state of affairs…

  7. UPND is Like buttocks- Levy. If UPND is like butoocks, then MMD is what is in front of buttocks- Mazoka…. Wahat a prophecy, may Levy and Andy, rest in peace as we watch the current drama!

  8. Its all rubish we need money in our pockets convention for what? VIVa Bantustan party long live southern republic

  9. is there anybody in their right mind who think that the southern rprovince party will rule zambia?with that useless punk HH as their president??chipimo, magande will ever take these useless tonga i.diots.get ready for more frustrations.I even wonder why ba LT u give ka HH is his bunch of s.hit the coverage.FACT IS:UPND WILL NEVER EVER RULE ZAMBIA..!!!

  10. Has anyone ever heard their Secretary General Mr Chibwe say a word, is he under instructions to keep a low profile lest he upsets the proud owners of the party? There’s no shortage of stupidity from these chaps, today’s editorial in their online magazine- ZWD- is just simply shocking.

  11. Why is there so much hatred for Tongas and UPND? Clearly “One Zambia, One Nation” is a fake slogan. What is Kolwestan?

  12. TONGAS ARE THE MOST FRUSTRATED TRIBE IN ZAMBIA,THAT PUNK HH DOESNT WANT HIS MINISTERS TO BE APPOINTED BY SATA YET HE COMPLAINS TOGATHER  WITH HIS BOOT LICKERS,THAT THEY ARE NOT INCLUDED,WE LIKE MAGANDE BUT HH??HELL NO..!!LOOK AT HOW HE ASCENDED TO POWER?U DONT HEAR KAONDES ,LUNDAS OR OTHER TRIBES COMPLAINING ONLY TONGAS COZ OF A KA SIMPLE HH..ALL YOU UPND SUPPORTERS HH WILL NEVER EVER RULE ZAMBIA GET THIS INTO YOUR SYSTEM AND SHUT THE FU.CK UP..!!!

    • Yes Tongas at the moment are the most frustrated because of lack of direction from the ruling party PF. We the Tongas are frustrated because PF is taking the country backwards in giant strides. If we are pushed too far, we will fight to defend ourselves! Civil war is imminent. No more monkeys in a maize field.

    • Dear Bob, those Tongas who are frustrated (not all Tonga’s are frustrated, by the way, only the dumb ones) simply because it is not one of their own in plot one, and they cant stomach it. Everyone knows that HH cannot be compared to the honourable and dignified Anderson Mazoka, ho we loved dearly, so dont delude yourself. We non-Tongas love Tongas like Mazoka, not the HH arrogant type. The only time we’ll ever have a Tonga president is when HH ceases to be the spokesperson for the Bantustan.

  13. We in UPND are so clever we no longer need or use conventional mathematics. I can tell you with absolute certainty that 2006 + 5 years is not 2011, it is 2094. That is when we will hold our convention.
And two wrongs do make things right. If MMD do not hold a convention, neither will we.

  14. No. 15 i am you, i have never come aross a Tonga who supports anyother part apart from HH & UPND, tribalwise am more near the bantusan than Kwolwesan but i dont undersatnd why my Tonga brothers & sisters all want to support HH. if its one Zambia One Nation let the Tongas support other tribes and we will support them. I personally like Magande & Chipimo more than HH as for Mazoka i remember i even voted for him because he wasnt just Tonga but Zambian and he embrassed all Zambians.

  15. I have just attempted to read today’s editorial on Zambian watchdog. It is full of hatred and bitterness. I even came across an insult in the editorial. People say the watchdog is owned by UPND and the editor is HH i never believed until now.

  16. This item is under-reported. What was the occasion of the statement? Is the UPND leadership being pressurised by UPND members, MMD, PF or members of the public in general?

If the call is from its members, UPND better plan for a convention or die as a party.

  17. When did PF ever hold a trully democratic convention? Never! What a party. For example, who challenged Sata? None. All party leaders were annointed by Sata(n). Signs that PF was a dictatorship emerged a long long time ago.

  18. With MMD dying a slow painful death and UPND committing suicide, I can see the end of democracy pa Z coz PF is gonna finish all tu ma parties!

  19. COME ON YOU COWSTANS, JUST HOLD A CONVENTION AND ELECT A NATIONALY APPEALING CANDIDATE. THE COWSTAN HH IS FINISHED. FINISHED! THE BUGGER DROVE A KNIFE INTO HIS GUT WHEN HE ATTEMPTED TO DERAIL OUR AFCON VICTORY CELEBRATIONS. WHAT A SKUNK!

    • Forgive him, he is not ready to Celebrate anything good, He is a DISAPPOINTED  BITTER Zambian that even the NATIONAL CAKE ( AFCON CUP ) can’t attract him to go and have a TASTE of IT!  A tonga boy is in the Chipolopolo, and has been dancing to the current second National Anthem DONCHI KUBEBA! HH should just come to the DONCHI Platform!

  20. #26 which general public can be interested in pressuring the UPND? Why would the PF and MMD be interested in this either? It is definitely the UPND members.

  21. Learn to think before writing.I wonder if some bloggers have any traces of brain matter. Why calling it Tonga party when even the person you are responding to is not Tonga.Kakoma is not Tonga at all. For along time we have been stupidly issuing ignorant tribal statements please enough is enough lets stop and be civilised for once.Leave all tribal comments out of public dormains. It doesnt help anyone at all.We are all Zambians

  22. # 1. When did your party PF hold a convention to elect your president? PF has a lot to do to justify its normal existence. Currently its dictated by one man, he creates and dissolves any structures and even gone further to alter normal delimitations of the nation without even consulting any body and no one within amd without the party questions it. Mr Sata is dictating the nation. You can not even honour your own Vice President on account of him being white African. Sata is old enough to trigger a convention soon whether people like it or not and that will define the party for the first time. We await for that day if not cut short by early elections.

  23. Nevers Mu mba is a lia r and a mon ey lau ndering ma chine

Him and the de puty Mr Nz oya are ste aling tax pa yers money. They had fired Mr Tem bo beca use he knew about this sc am and was aga inst it. They also have a office slut , Caro lina Rod- riguez who is also abus ing the money. The Ottawa Zam bian mis sion are th ieves

  24. HOW CAN YOU REORGANISE YOUR PARTY WHEN YOU SPEND MOST OF YOUR TIME ON THE PREVIOUS ELECTIONS FUNERAL OF YOUR LOSING? GO OUT TO OTHER PROVINCES AND SEE HOW MARKETABLE YOU ARE- IF NOT ONLY SOUTHERN PROVINCE. AND IF YOU MAINTAIN YOUR HECH HECH YOU ARE BOUND TO LOSE MASSIVELY AGAIN. THE PEOPLE OF ZAMBIA ARE NOT INTERESTED IN REGIOANALISM AND TRIBALISM. GET RID OF YOUR PRESIDENT FIRST AS HE IS THE SERIOUS IMPEDANCE YOU ARE CURRENTLY HAVING IN YOUR PARTY.

  25. #10 YOU ARE RIGHT. BECAUSE NO ONE IS ASKING THEM TO HOLD A CONVENTION AS FAR AS AM CONCERNED- I NEVER READ ANYWHERE. SO THERES A DISCONTENT WITHIN THE PARTY AND ITS ONLY RIGHT THAT PEOPLE ARE EXPRESSING THIS DISCONTENT AS THEY HAVE SEEN THAT THE PARTY IS BEING DRIVEN BY SOMEONE’S BITTERNESS OUT OF ELECTIONS LOSS.

  26. Surprising indeed! According to Kakoma and UPND constitution the executive is elected every 5 years and the current executive was elected in 2006. When you add 5 years to 2006, it simply means that the mandate of the current UPND executive expired last year in 2011. This is plain truth! What is Kakoma denying? Be realistic and accept the truth. Critics are infact not fighting you, but actually trying to help UPND.

  27. Not all Tongas are tribalists its just few individuals like Ackson Sejani who publicly declared that a none Tonga could not be president of UPND and they then anointed HH by frastrating Sakwiba Sikota and since then the Party has identified itself with Tongas. People like Kakoma or Kapita despite being loyal to Upnd will never be party presidnts. Unless the party tries hard to distance itself from tribalists it will never win a national appeal. Like ANC of Nkumbula it will soon die a natural death. On the other hand MMD is likely to rise because it has a national appeal if you look at the presidential aspirants they quiet appealing.

    • This is very true. Whereas UPND had the opportunity to be in government or to be the second runner-up, MMD will definitely be the more formidable opposition with more chances of forming a future government for as long as UPND maintains the HH way of doing things, based on MMD’s being a more national than regional party.

  28. Bembas are scared that if HH remains as party President for UPND, then UPND will be the next government in office since in PF a vacuum is soon created. HH is the next President of Zambia. VIVA HH, VIVA UPND. Roll out to every part of Zambia as a single party. Leave MMD alone.

    • Which part of Zambia are talking about? TONGAS are only in the South and no one needs their VOTE to be A Zambian President. PF got no votes there. Go to HELL!

  29. # 42 Truth, if truth be told HEMCS is not dying soon for you to have your evil prayer answered! So there will not be a power vacum in PF and HEMCS is not bothered about a party with sectional interests. PF is on a centralisation mission and whoever wants to stand in the way of this bigger picture will be mowed. UPND needs a convention as much as I need air or the Tonga tag bequeathed on it by Sejani will haunt them until HH gives up himself. Just after the demise of Anderson Kambela Mazoka, I have never looked in the direction of this doom destined party called UPND. Just re-organise and when I say re-organise I mean all the way, have a convention and elect a whole new executive.

  30. UPND just continue with your current president HH, as the man is cleaner than Sata who is even a dictator. The fact that those words were not produced by HH but by Madyenkuku(PF chairman now) does not amount to rubbing HH a tribalist. Remember the death of Mazoka divided you and HH has united the party, just go on with your HH, there is no way people who have never head or chosen a leader can give you advise of how to choose the best. If them managed to win elections with a Chawama matchetes masterminder who is also a third-term archtect, what makes you believe them. These are dictators who have never tasted democracy and just want to weaken you so that they continue stealing. Your party is well balanced, president-Tonga, Two vice- North-westerner and Westerner, secretary gene- Bemba.

  31. For me that fact that it was not HH who produced those words, and that him HH has sidelined people like Madyenkuku who had to find himself in PF, Mwanajidi is not also in upnd at least I can confirm that the party is not as tribal as PF where Sata’s right hand man Kambwili told people on the copperbelt that how can they vote for Kachimba a Luvale from northwester as if there are no Bembas to be MPs. Sata said there is no way Levy a man from a minority tribe can rule zambia and that levy was persecuting Bembas in courts of law, is that not tribalism. We all know that this word tribalism is used on non-bembas who want to assume to higher offices, as such was used on Akashambatwa, Mazoka, Levy Mwanawasa etc and now HH an inocent man.

  32. No one can deceive us now, we know what is happening, and how tribal those who call others are. Rupiah Banda was called the same, in short we can just conclude that it is a word used on non-bembas who are believed to be strong contenders in the presidential race. Sata said a Bemba cannot be ruled by any other tribe, but no one calls him tribal, therefore how can an inocent HH who never produced those words be labelled such a name. HH go on with your business and UPND should just maintain the man, us in western province like UPND and the party has increased the number of seats from 1 to 6 currently, and we can say ground has been gained. HH is a strong contender and is likely to win, UPND never make a mistake of removing him based on the advise of enermies who need your downfall.

  33. PF is a party which hides its incapacities by attacking others, and all zambians now know who they are. You cannot advise others to change leadership when yours is the worste.
