MOREBA criticizes President Sata over Barotseland U-Turn, Nkoya Chief praise him for rejecting the recomendations

The movement for the Restoration of the Barotseland agreement (MOREBA) has said that it is disturbed with what it describes as President Sata’s off the cuff reaction to the recommendation for the restoration of the Barotseland agreement.

MOREBA Chairperson, Mutungulu Wanga said that President Sata is on record both prior to his election as President and shortly after to have undertaken to restore the agreement within 90 days of his Presidency.

He said that the President never gave preconditions for honoring the agreement and was categorical that the treaty is a reality that any sane person cannot dispute. Mr. Wanga said that his organization is therefore embarrassed by the President’s Chameleon like stance over a matter he publicly committed himself to.

He added that the President’s grounds for developing cold feet over the restoration of the Barotseland agreement are a non-starter as the treaty is a contract between two parties and has no room for a third party.

Mr. Wanga said that the people of Barotseland cannot be denied what belongs to them by right because of what other people do not have. This is contained in a statement signed by Mr. Wanga and his secretary, Mungandi Mungandi and made availed to media today.

And Chief Mwana Mutondo of the Nkoya people of western Province has hailed president Sata for rejecting the restoration of the Barotseland agreement. The Chief claims restoring the agreement would have benefited the minority.

He has distanced the Nkoya people from the secession demands saying the move would segregate people on tribal grounds. Chief Mwana Mutondo was speaking at a media briefing in Lusaka today.

President Sata has u-turned on his pledge to restore the Barotseland agreement saying such a move would bring confusion as all the provinces would demand autonomy.. President Sata said that he was reluctant to grant the restoration of the Barotseland agreement contrary to his pledge during campaigns for the September 20th polls. This is also despite recommendation by the Commission of Inquiry in to the Mongu riots, which has recommended the restoration of the agreement.

    • If you are serious with your history you will find that this has nothing to do with selfishness, but an agreement that was necessary for Zambia to be what it is. So dont insult without understanding, rather be truthful about issues.

One thing, mostly  Zambian don’t seem to understand is that the Lozis  have formidable historical b/ground than any other tribe in Zambia unless the Ngonis who also have the same MFECANE reason of trek from the South to the North into the present now Zambia. We ( as Zambian) need to be very careful ..to be harsh does not make one a successful leaders, instead most of them are  destine to fail. Therefore,  ma-lozi issue is a serious one that needs to be careful handled , otherwise, when contradictory  tribes are paraded like they are doing between the  nkoyas and the lozis, it is not health, will soon this people  killing each other. This province has more guns than any other that were brought by the refugees.So-if  Sata thinks he can divide and rule , it will not work.

  7. The lesson is; its culturally easy for a Kolwestan to lie as being deceptive is seen as being clever traditionally. This explains why stealing or lying is seen as a noble act in bemba tradititon.

    People from other tribes should know that Kolwestans do not have the same moral standards and treat them as such. As far as Mr Sata is concerned now, there is nothing wrong he did and he would be happy to use such arguments as exemplified in #4 above.

  8. We need to have signed social contracts for all politicians vying for public office, whether as MP or President. We need to enshrine this in the constitution. As for now, there is nothing we can do apart from waiting for 2016.

The only solution to this is to 1.decentralize all provinces with local provincial parliaments/policy making bodies with policy and budget making authority for provincial affairs. 2.Model it after US system (income tax is divided between national, provincial & local) for true fiscal decentralization without which decentralization is a fallacy. 3. demand barotse to stop cessation demands with treason as penalty. 4. the name Barotseland be dropped & that the borders are maintained as western province  5. give them a permanent honorary cabinet seat in exchange 4 dropping poltical autonomy demands.

    What tribe in Zambia does not have a “formidable historical background”? As far as I know, all tribal groupings in Zambia have documented history of one form or another. Whether it is the Bantu botatwe tribes (Tangos, Lenjes, and Ilas), who never migrated into Zambia (as far as the current history of Zambia tells us), or other tribes which migrated into current Zambian territory either from the South, North, or West, they all have histories!
    So what is so “formidable” about the amaLozis who ran away from Shaka Zulu and other despots’ wars of ancient South Africa? Conniving with colonialists because your chief was scared of being evaded by his more powerful neighboring chiefs does not make your history any more special or formidable. Get it?!!!!

  24. Who said treaties can’t be broken? For starters we need to ask tribes included in the original Barotse agreement if they still want to subdinate to an un elective monarch or not, the next move would be to repatriate all Lozis to their homeland as soon as possible.
    If i were President Sata i would push for their independence with lightening speed, making sure all Zambians are evacuated and all Lozis sent home within a year and build a massive wall between the two countries.
    Honestly there’s absolutely no need to go to war for a piece of wasteland, please give them their Province on condition that they do not push it and ask for other provinces to join them. Oh by the way they can go with Tongas if they want.
    We will be a better country without them, please let them go..

  30. What we should understand is that when one is not in government, they do not know the implications of their statements. Since most of these things are state secrets, they do not know why the past presidents have not resolved this issue. But when one is in office he has access to all the details of what is involved. The decision made by President Sata is based on good informed details. So our self-brothers should concentrate on discussing development, which the Western Province lacks.

  33. And let their leaders, from the BRE; to find a solution to the BA64. Probably this is the good time for government to re-think its development agenda for Zambia. Given a chance, government should take stock of all districts in Zambia and find out what drives the economies of each district. Using that information, they can help each district to development their own economies. Zambians, what brings development is not government but our own resources in our areas. But we need government to spearhead the agenda.

  37. Too much lies in Zambia. Mweene Mutondo cannot be described as the Chief of Nkoya people in Western Province. That is is just a stinking lie. He is a Chief (an Induna) in his own Silalo (area) an he shouldnt misrepresent himself. I am Nkoya and I am not in his jurisdiction. My Chief is Mwene Kahare. I just hope that he also used the opprtunity to plead to Sata to stop persecuting his subject who Sata is accusing of being an MP from Angola. Mwene Mutondo; I will praise you for supporting your subject looking at how you’ve been one of his main witnesses. But please stop masquerading as ‘Chief of Nkoyas in Western Province’! Ask for brown envelopes while you are at it. Dont just do it for mahala. Ask the other commercial chiefs how it is done!

  38. My dear compatriots there are no human beings called ‘Kolwes’ nor is there a ‘Kolwestan’ (land of Kolwes) in Zambia. I plead with those who misrepresent Bembas as an insulting people to stop it. Bembas are nice, hard working entreprenuers who are most respectful and cultured. Today, most of us might have attended matebeto etc, courtesy of this great people. And there is great love between Tonga and Bemba as favourite inter tribal marraige partners.   46. The recommendations contained in the Rodger Chongwe Inquiry were pre-determined to suit the mindset of Sata. However Chongwe has been paid for the Kabwe-shooting he sustained under the Chiluba regime through a back-door budget-line, out of reach by the Auditor-General’s eagle eye.

  48. It’s difficult to get a clear point from the many comments here. My big questions are:
    1.If W/P separates from the rest of Zambia, will it demand for Independence like Sudan?
    2. Lozis working in other parts of the Country, will they be required to go back to Barotseland or will they need work permits to work else where in Zambia?
    3. How will other tribes be treated in Barotseland?
    4. What is the main reason for wanting cessation?
    Please help me understand because I personally love every Zambian regardless of their tribe.Other Countries have two or three tribes and fight for supremacy yet God has held 73 Zambian tribes together, why then should there be separations? LEARNED friends please HELP!

We have Tumbukas, Bembas, Tongas, mention it and these are the pipo who voted for Sata in Western Province. If all the Lozis voted for Sata, no MP frpom the other parties could have won any seat in Western Province. Get statistcs from ECZ and see the numbers that voted for Sata and PF. Then answer the question.

And who told Dr. Chongwe that Eastern Province, Luapula, North-western or indeed Lusaka provinces are more developed than Western Province? Go to Chama, Mwense, outskirts of Solwezi, and the answer the question. Development is an on going process. No province is Zambia is more developed than the other. Yesterday a dug-out toilet in the Copperbelt town of Luanshya collupsed! Is that development on the copperbelt? Answer me.

  53. My dear Silent drums, I am not against Lozis asking for development! What I am trying to say that they should not use the Vote as weepon to fix the president. We should be looking at issues of development for the whole country, not successions. If for devil’s sake, the president restores the so called agreement, then what next for Lozis? They will start killing each other with other western province tribes! I am not a prophet of doom, but I can foresee that.

With regard to the Barotse Agreement , I may not able to explain the source of the problem nor offer a solution that will resolve the problem but in my mind I think the whole problem is about the cake. As a nation we have not created a cake big enough to uplift the lives on many… of our people. If were as prosperous as the USA or as China , I doubt if even anyone would even thing of not being part of that. Some of the reasons for our failure to create a bigger cake is our failure to embrace ideas/value that create wealth. For instance , because of the land tenure arrangements in some parts of our beloved country , we have denied much needed investments .For more close to 100 years some parts have not see anBritish , Chinese , Indian, Austrilian , Canadian and even Zambian money invested
