Dora Siliya arrested and denied bail

Ms Dora Siliya is ushered to the cells at Woodlands police station

MMD spokesperson Dora Siliya has been charged and arrested for the abuse of authority of office.

Ms Siliya was arrested and taken into custody at Woodlands police station this afternoon and according to her lawyer Sakwiba Sikota,she was denied bail.Mr Sikota said people at Woodlands police station had received instructions not to give Ms Siliya a bond.

Ms Dora Siliya who is the former Transport and Communications Minister in the MMD administration is alleged to have directed the cancellation of a duly awarded tender for the supply, delivery,installation and commissioning of the Zambia Air Traffic Management surveillance Radar system to Thales Air System SA.She is also said to have accepted a free offer from Selex Systemi Integrati S.P.A for the repair of a Radar head at the Lusaka International Airport without following procedure.Ms Siliya will appear in court tomorrow.

I think they are making tracks towards Henry Banda. Dollar Sillier must have benefitted from awarding the contract to a company of her choice.

  13. There is nothing sinister about this arrest, they abused their offices and they should be accountable. In the western world, if a minister uses even a dollar from the government coffers, he must account for it, unfortunately in Zambia this is not the case. This should teach them a lesson that when you are elected you are put there to serve and not to be served.

  18. This is a strange turn of events. A High court found her innocent, but a Commission of Inquiry found her wanting. The Task Force arrest her (under the direction of the DPP, who as CEO of Zambian Airways, was denied help by Hon Ms Siliya). Where are we here? One cannot help but think that this is personal! Ms Siliya can only hope and pray that the case will not be before one Judge Wood one day. Otherwise, the way to prison is clearly marked for Dora. She will never be the same again once she comes out of njema.

    Political Manoeuvring is the recipe of the day. This is about the due process of Justice. I for one strongly supported Fred Mmembe when he was reporting Chiluba’s case regarding US $8 Million in Zamtrop Account in London

    Again if Dora is guilt, let her face the law and it does not matter if one is MMD, PF or UPND. They have interrogated this woman time after time
    and found nothing to send her to jail. Gladys Nyirongo as Minister of Lands went to jail after being found guilty under MMD rule, there was nothing about that.

  26. I like the saying that says, Everything has got its time! Dora’s time has come to defend herself before the courts. Surely this must serve as a warning to the current political office holders that those are just temperal offices and once you leave, the law will require to explain the decisions you made. Dora was too pompous just like RB was throwing tantrums at others every single day, nowonder RB wept when he lost the election. He knew tables had turned and soon facing the wrath of the law which they abused. This is indeed a lesson learnt!

If Nchito wants revenge for Zambian Airways (he and Mmembe blamed Dora & RB for the demise of their ill fated airline) let him follow the due process of the law. If found guilty in a competent court, no one will cry foul; but pls save us this kangaroo justice. The same Nchito & Mmembe who walked out of Judge Mutuna’s court with impunity now want to prosecute Dora in the same court? Your days are numbered gents, your downfall will be catastrophic!

Can someone justify where dora’s son worked, to have had so much money in his account when decent people have worked all their lives and died without even getting their benefits. Some of these guys have stolen so much that they don’t even know where to keep this money. Not so long ago people were laughing at Liato and his money saga, he is not alone.     I have given an example on Gladys Nyirongo a Minister in MMD,went to jail for allocating land dubiously to her family. I pay billions kwachas in direct and indirect taxes every year. I expect my taxes to go to Health Services, Funding Schools and developing the nation as a whole, no matter which party is in government

    I have 2 Permanent Secretaries, 1 Deputy Minister, 1 Minister appointed by Sata, which are friends of mine we go back in time. I talk to them frequently, some when they come to the UK they spend nights at my house. They are all not from my tribe, but I dine with them in my house, have a good laughter together but just don’t agree on other aspects of politics. Lets all be reminded that Sata is the president for all Zambians, so we want the best for all Zambians

    If my past blogs, I have raised my voice against MMD, condemned William Banda when he ruled Lusaka with an Iron Fist. I am as Independent as it sounds.

Shame on us Zambians, we can’t think when it comes to modernization, let alone development. What is wrong with us? Money being collected from people for the abuse of office must be put in a fund to be solely used to put up new structures like Police Stations, Clinics, etc. One Zambia One Nation.

  58. Frankly speaking, if Sata had any evidence to incriminate RB, he could have nailed him by this time and score points to the British, USA & Germany governments.

    It it’s the same hearsay that has lead to this government end up in with Wild Goose Chases in the last six months (Some of this stuff is so embarrassing to the outside world)

    Former Inspector General Malama was misled by Fred Mmembe’s investigating false reporting, which he IG Malama used as a base to investigate cases and lead him to hit the “Break-Wall” with all his subordinates, to his embarrassment.

    In the end, Sata saw that he was not getting results fast enough and fired Malama.

    As for Henry Banda, the South African Embassy summarised it so well today. Its now up to PF to make the case.

    Some people are talking as if Dora has just been locked up for fun. I dont think a democratic society like ours would allow someone who held such a senior position to be arrested without basis. It is important to note that this can happen to any government official who is charged with abuse of office.

    Now everyone can see that the wheels of justice grind very slowly and I personally believe that these things will put the present ministers on their toes and prompt them to cleanse their own offices.

Starting from rural School teachers whose children never pay school fees to Sata himself who keep on moving his nephew Miles Sampa by keeping him away from his mistakes ending up being given a sensitive position in Ministry of Finance.

  65. If a subsequent government should victimize any member of the  PF government, I will say no to the injustice and  victimization. Denial of bail or police bond is not an arbitrary decision, it is usually about whether the person is a flight risk or at risk of destroying evidence or interfering with witnesses among other things. I am interest how any court will deal with the allegations against Dora and the parliamentary committee findings that looked into the issue of Zamtel, the ministerial tribunal whose decision was appealed up to the supreme court. Whatever Dora is guilty of, I see no obvious reason for her incarceration pending trial other than malice which is wrong and in itself unjust and an abuse of power and office.

  82. #109, BAIL is a descretion of the judge and not a constitutional right in Zambia. a case can be bailable but if the judge doesnt see it fit, he/she will not sign. more over bail is more meaningful to people who cannot afford representation so that they seek help while out but people like dora have representation in the name of sikota sakwiba.

  85. Mixed news. It is a good development to show that no one is above the law and this has been demonstrated with Dora going in. However, PF structures are also showing to be undemocratic by not respecting her right to bond. It simply means the justice system has been politicized. This may explain Mmembe getting away with a lot of issues at high court level and walking out of the court at will as was the case some few weeks ago. I heard Mmembe now can decide which court and personnal he can answer from. Truely the PF way……Dochi kubeba

  86. Smart Doar asked for this, the police can only grant police bond, it is the courts which give bail. Obviously she will be granted her bail afer surrendering her bums, oops her passport. She will have experienced the cells and hopefully thje lesson amkes her a humble person!!!!

It never ceases to amaze me that us as Zambians we seem to welcome actions like these just because we believe and to some extent know that a crime has been committed by the indiviual or individuals being acted on. What however seems to miss from our welcome is the continued disregard for due process and the constitution of the land. We have arrests, detentions, denial of bail and the list is endless, that are contrary to due process and the constitution and if we celebrate such disregard for the laws of our country because we believe the people affected are guilty, then we are architects of our own destiny and when these same actions are taken on the innocent it will be too let. The constitution is clear you are innocent until proven otherwise and the governement must uphold this.

  90. The “more money in Sekwiba Sikota’z pockets” haz made my day. Police BOND, not bail iz given at the descretion of the arresting officer taking into consideration the circumstancez sorrounding the alleged offence, and iz free. The court dealz with BAIL and not bond.

    Like I said, if Dora benefited from the deal, she has to answer to the call. Its the due process which is question here.

    Assemble your frustration, then take out all the bad apples and thereafter clear your mind. Once you get to that point, you will be surprised what you can achieve and bring forth.

    Don’t just have it your way by telling people to shut up. A lot of us may not agree with other people’s opionion but still will respect one’s opinion. There are a lot of PF hardcore suppoters that I may not agree with, but still, I respect their comments.
